The Critical Areas Checklist contained on
this form is to be filled out by any person
preparing a Development Permit
Application for the City of Edmonds prior
to his/her submittal of a development permit
to the City.
The purpose of the Checklist is to enable
City staff to determine whether any potential
Critical Areas are or may be present on the
subject property. The information needed to
complete the Checklist should be easily
available from observations of the site or
data available at City Hall (Critical Areas
inventories, maps, or soil surveys).
An applicant, or his/her representative, must
fill out the checklist, sign and date it, and
submit it to the City. The City will review
,the checklist, make a precursory site visit,
and make a determination of the subsequent
steps necessary to complete a development
permit application.
With a signed copy of this form, the
applicant should also submit a vicinity map
of the parcel with enough detail that City
staff can find and identify the subject
parcel(s). In addition, the applicant is
encouraged to include any other pertinent
information or studies in conjunction with
this Checklist to assist staff in completing

Dear Mr. Pinkham:
We are pleased to present this,geotechnical engineering report
for the proposed single-family residence to be constructed in
Edmonds, Washington. The purpose of our work was to explore
site surface and subsurface conditions and to provide general
earthwork recommendations and design criteria for foundations,
retai-ning walls, and pavements. The work was authorized by
your acceptance of our proposal, P-9558 dated August 9, 1991.
The subsurface conditions of the proposed building site were
explored with five test pits. The explorations generally
encountered loose to medium -dense sands overlying dense sands
at depths, of 8 to 9 feet. Three to 4 feet of fill was
observed overlying the loose to medium -dense sands along the
eastern portion of the proposed residence. The residence can
be supported on conventional continuous and spread footings
bearing on the medium -dense sands.
The attached report contains a discussion of the study and our
recommendations. if there are any questions, or if we can be

PROPOSED PINKHAM RESIDENCE

EDMONDS, WASHINGTON
This report presents the findings and recommendations of our
geotechnical engineering study for the site of the proposed
Pinkham residence in Edmonds, Washington. The general
location of the site is illustrated on the Vicinity map, Plate
1. Based on preliminary plans furnished to us, we anticipate
that the building will, consist of a two-story single-family
residence with,a daylight lower floor. Access to Sound View
Place is to be provided by a driveway running along the
southern property line of the existing residence at 18610
Sound View Place.
Development of the property is in the planning stage,
therefore only conceptual plans were available to us. The
site pl.an given to us included the footprint of the proposed
structure, located the existing structures, and provided
some topographic information.
SITE CONDITIONS
The site is roughly rectangular with a width of approximately
100 feet, and a length that varies from about 170 feet on the
south side to about 125 feet on the north side. The property
is located immediately to the west of the existing residence
at 18610 Sound,View Place in Edmonds. The eastern half of the
site is relatively level, then the property slopes moderately
to gently down to the west. Off the site to the west, the
ground slopes downward at a relatively steep slope. Total
topographic relief is on the order of 20 feet.
A wood fence surrounds the property on the southern, northern
and western sides. An existing sewer line and the vacated
ocean Avenue right-of-way crosses the property from north to
south near the western property line. Low railroad tie walls
are located near the northern and southern property lines in
the eastern portion of the site. Much of the site is covered
by a grass lawn,: while most of the moderate slope is covered
by beauty bark. The proposed driveway is currently covered
with blackberry brush, and slopes gently down to the west.

The subsurface conditions were explored by five test pits at
the approximate locations shown on the Soils Exploration Plan,
Rlate 2. The field exploration program was based upon t ' he
proposed construction and required, design criteria, site
topography and,access, subsurface conditions revealed during
excavation, the scope of work outlined in our proposal, and
time and budget constraints.
The test pits were excavated on August 21, 1991 with a rubber -
tired backhoe owned and operated by Evans Brothers Excavating.
A geotechnical engineer from our staff observed the excavation
process, -logged the test pits, and obtained representative
samples of the soils encountered. "Grab" samples of selected
subsurface soils were collected from the backhoe bucket. The
Test Pit Logs are attached to this report as Plates 3 through
5.
In general, the test pits encountered loose to medium -dense
sands overlying dense sands'at depths of six to eight feet.
The dense sands have been glacially compacted and are referred
to i n thi s report as gl aci al ti I I . In Test Pits I and 2,
located near the eastern end of the proposed structure, 4 to 5
feet of fill and debris was observed above the loose to
medium -dense sands. one to two feet of fill were encountered
in Test ' Pit 4 in the driveway area overlying the loose to
medium -dense sands.
The final logs represent our interpretations of the field -logs
and laboratory tests: The stratification lines on the logs
represent the approximate boundary between soil types at the
exploration locations. In actuality, the transition may be
gradual. The relative densities and moisture descriptions
indicated on the Test Pit Logs are interpretive descriptions
based on the conditions observed during excavation. The logs
should be reviewed for specific subsurface information at the
locations tested.
No groundwater seepage was observed, however,. the test pits
were' left open only for a short time. The lack of seepage
levels on the logs does not necessarily indicate that
groundwater will not be encountered. It should be noted that
groundwater levels vary seasonally with rainfall and other

CONCLUSIONS AND RECOMMENDATIONS
The single-family residence can be supported on conventional
continuous and spread footings bearing the -medium -dense sands.
The native soils are silty, making them sensitive to changes
in moisture. Wet -weather grading of.moisture sensitive soils
can be difficult. We recommend that grading and major
earthwork be conducted during the drier months if possible to
reduce earthwork costs.
Geotech Consultants should be*given the opportunity to review
the plans and specifications as they are developed to verify
that site specific subsurface requirements are met.

The proposed structure can be supported on conventional
continuous and spread footings bearing on undisturbed, medium -
dense sands, or on structural fill'placed- above competent

Footings constructed according to the above recommendations
may be designed for an al-lowable soil bearin? pressure of
two thousand (2000) pounds per square'foot (Psf . A one-third
increase in this design bearing pressure may be used when
considering .-short-term wind or seismic loads. For the above
design criteria, it is. anticipated that total Post -
construction settlement of footings founded on compe tent,
native soils or on structural fill up to five (5) feet in
thickness will be about one-half inch, with differential
settlements on the order of one-half inch.
Lateral loads due to wind or seismic forces may be resisted by
friction between the foundations and the bearing soils, or by
passive earth pressure acting on the vertical, embedded
portions of the foundations. For the latter condition, the
f,oundations must. either be Poured directly against relatively
level, undisturbed soil or level structural fill must 'be
placed around the outside of the foundation. We recommend
the following design values be used for the foundation's
resistance to lateral loading:

The building floors may be constructed as slabs -on -grade on
competent native soils following the removal of surface
organic and debris, or structural fill placed over competent
native soils. The subgrade soils must be in a firm, non -
yielding condition at the time of slab construction. Any
soft areas encountered should be excavated and replaced with
select imported structural fill.
All slabs -on -grade should be underlain by a capillary break
layer consisting of a minimum four (4) inch thickness of free -
draining granular structural fill with a gradation similar, to
that discussed later in PERMANENT FOUNDATION AND RETAINING
WALLS. In areas where the passage of moisture through the
slab is undesirable, a vapor barrier such as a 6-mil plastic
membrane should be placed beneath the- slab. Additionally,
sand should be used in the final grading process to reduce
damage to the,vapor barrier and to provide uniform support
under the slab.
Retaining walls backfilled on one side only s.hould be designed
to resist lateral earth pressures imposed by the soils
retained by these structures. The following(lrecommended

The values given above are to be used for design of permanent
foundation and retaining walls only. The passive pressure
given is appropriate only for the depth of level structural
fill placed in front of a retaining or foundation wall. An
appropriate safety factor should be applied when designing the
walls. We recommend using a factor of safety of at least 1.5
for overturning and sliding.
The above design values do not include the effects of any
hydrostatic pressures behind the walls and assume that no
surcharge slopes or loads will be placed above the walls. If
these conditions exist, then those pressures should be added
to the above lateral pressures. Also, if sloping backfill is
desired behind the walls, then we will need to be given the
wall dimensions and slope of the backfill in order to provide
the appropriate design earth pressures.
Heavy construbtioh equip ment should not be operated behind
retaining and founda t ion walls within a distance equal to the
height of the wall, unless the walls are designed for the
additional lateral pressures resulting from the equipment.
Placement and compaction of retaining wall backfill should be

or -topsoil, or the surface should be paved. The sub-
section entitled GENERAL EARTHWORK AND STRUCTURAL FILL
contains recommendations regarding placement and
compaction of structural fill behind retaining and
foundation walls.
in no case.should excavation slopes be greater than the limits
specified in local, state, and national government safety
regulations. Temporary cuts to a depth of about four (4) feet
in unsaturated soils may be attempted vertically. Based upon
Washington Administrative Code (WAC) 296, Part N, the soil
type at the site would be classified as Type B, and therefore
slopes greater than four feet cannot be excavated steeper than
1:1 (Horizontal: Vertical). All permanent cuts into native
soils should be inclined no steeper than 2:1 (H:V). Fill
slopes should not be constructed with an inclination greater
than 2:1 (H:V). Water should not be allowed to flow
uncontrolled over the top of any slope. Also, all permanently
exposed slopes should be seeded with an appropriate species of
vegetation* to reduce erosion and improve stabil.ity of the
surficial layer of soil.

We recommend the use of footing drains at the base of all
footings and , behind earth retaininy walls. These drains
should. be surrounded by at least six 6) inches of one -inch -
minus washed rock wrapped in non -woven geotextile filter
fabric (Mirafi 140N, Supac 4NP, or similar material). At the
highest point, the perforated pipe invert should be at least
as low as the bottom of the footing and it should be sloped
�or drainage. All roof and surface water drains must be kept
separate from the foundation drain system. A typical drain
detail is attached to this report as Plate 7.
No groundwater was observed during our field work. However,
seepage into the planned excavation is possible, and if
encountered should be drained away from the site by use of
drainage ditches*, perforated pipe, French -drains, or by
pumping from sumps interconnected by shallow connector
trenches at the bottom of the excavation.

The excavation and site should be graded so that surface water
is directed off the site and away from the tops of slopes.
Water should not be allowed to stand in any area where
foundations, slabs, or pavements are to be constructed. Any
exposed slopes should be covered with plastic to minimize
erosion. Final s'ite grading in areas adjacent to building
should be sloped at least two (2) percent away from the
building, except where the area is paved.
All pavement sections may be supported on competent native
soils following the removal of the surface organics and
debris, or on structural fill placed above competent native
soils, provided these soils can be compacted to 95 percent
density and are in a stable, non -yielding condition at the
time of paving. Structural fill and/or fabric may be needed
to stabilize soft, wet or unstable areas. We recommend using
Supac 5NP, manufactured by Phillips Petroleum Company, or a
non -woven fabric with equivalent strength and permeability
characteristics. In most instances where unstable subgrade
conditions are encountered, twelve (12) inches of granular
structural fill will stabilize the subgrade except for very
soft areas where additional fill could be required. The
subgrade should be evaluated by. Geotech Consultants, Inc.
after the site is stripped and cut to grade. Recommendations
for compaction of structural fill beneath pavements are given
in a later sub -section entitled GENERAL EARTHWORK AND
STRUCTURAL FILL.
The pavement section for lightl loaded traffic and parking
areas should consist of two M inches of asphalt concrete
(AC) over four (4) inches of crushed rock base (CRB) or three
(3) inches of asphalt treated base (ATB). We recommend that
access driveway be provided with three (3) inches of AC over
six (6) inches of CRB or four (4) inches of ATB.
The pavement section recommendations and guidelines presented
in this report are based on our experience in the area and on
what has been successful in similar situations. We can
provide recommendations based on expected traffic loads and R
value tests, if requested. Some maintenance and repair of
limited areas can be expected. To provide for a design
without the need for any repair would be uneconomical.

We recommend that the building and pavement areas be stripped
and cleared of all surface vegetation, all organic matter, and
other deleterious material. The stripped or removed materials
should not be mixed with any materials to be used as
structural f i I I .
structural fill is defined as any fill placed under the
building, behind permanent retaining or foundation walls, or
in other areas where the underlying soils need to support
loads. Geotech Consultants, Inc. should observe site
conditions during and after excavation prior to placement of
any structural fill.
All structural fill should be placed in horizontal lifts with
a moisture content at or near the optimum moisture content.
The optimum moisture content is that moisture content which
results in the greatest compacted dry density. The moisture
content of fill soils is very important and must be closely
controlled during the filling and compaction process.
The allowable thickness of the fill lift will depend on the
material type, compaction equipment used, and the number of
passes made to com act the lift. in no case should the lifts
exceed twelve (M inches in loose thickness. The following
table presents recommended relative compaction for, structural

Use of On -Site Soils
if grading activities take place during wet weather, or
when the silty, on -site soils are wet, site preparation
costs may be higher because of delays due to rains and
the potential need to 'import granular fill. The on -site
soils are generally silty and thus moisture sensitive.
Grading 'operations will be difficult when the moisture
content of these soils exceeds the. optimum moisture
content.
The moisture content of the silty, on -site soils must be
at or near the optimum moisture content as they cannot be
consistently compacted to the required density..when. the
moisture 'content is greater than optimum. The on -site
sand or gravel soils underlying the topsoil could be used
as structural fill if grading operations are conducted
during dry weather and when drying of the wet soils by
aeration is possible. During excessively dry weather
it may be necessary to add water to achieve optimum
moisture content.
moisture sensitive soils may also be susceptible to
excessive softening and "pumping" from construction
equipment traffic when the moisture content is greater
than the optimum moisture content.
ideally, structural fill which is to,be placed in wet weather
should consist of a granular soil having no more than five (5)
percent silt or clay particles. The percentage of particles
passing the No. 200 sieve should.be measured from that portion
of the soil passing the three -quarter -inch sieve.
LIMITATIONS
The analyses, conclusions and recommendations contained in
this report are based on site conditions as they existed at
the time of our exploration and assume that. the soils
encountered in the test pits are representative, of the
subsurface conditions of the site. if the subsurface
conditions encountered during construction are significantly
different from those observed in'the explorations, we should
be advised at once so that we can review these conditions and
reconsider our recommendations where necessary. Unanticipated
soil conditions are commonly encountered on construction sites
and cannot be fully anticipated by merely taking soil samples

in test pits. subsurface conditions can also vary between
exploration locations. Such unexpected conditions frequently
require that additional expenditures be made to attain a
properly constructed project. It is recommended that the
owner consider providing a contingency fund to accommodate
such potential extra costs and risks.

18606 Soundview Place, Edmonds, to the City of-Edmonds'.main.line
sanitary sewer system., Such connection was required to comply with City
of Edmonds ordinances, copies.of which were furnished'you with the
.�submittal dated May.1, 1974..
Initially, we were under the.assumption that'there would'be several
property owners opting to utilize the L.I.D. method to install'the
sanitary sewer from their private facility to the City sanitary sewer
main. Presently, within the entire City of. Edmonds, your property is
one of only twenty-one properties in violation of City Ordinance, and
remaining to be connected. For several reasons, that numberis'not
economically.feasible when forming a.L.I.D. for the originally planned
purpose. The small size of the Local.Improvement District would carry
high contract, interest, administrative, and design costs. This may
very well result -in the property ownerpaying up to one-third more than
he can secure through private negotiation with a local Side -Sewer
Contractor.
As a result, it -is necessary to abandon.the idea of formation of a
Local Improvement District andi further necessary that.,you comply with
the ordinances mentioned by making the.s'ide-sewer connection with in 60
days of the date.of this letter (January 31, 1975).. Extensions of this
date may not be granted; therefore,. prompt attention to side -sewer
application And payment of connection fees should be initiated. Failure,
to comply will result in termihation''of water service.to the subject

My on -site inspection at the above named house was made on'
November 14th with Mr. Larry Ogle, City of Edmonds Public
Works Department. The house and surrounding yard were invest'-
igated in an attempt to discern any sewage odor or signs of
sewage or effluent on the surface of the ground.
I was unable to find any evidence that the on -site sewage -
disposal system had been malfunctioning, nor could I detect
any odor of sewage.
For me to make a further investigation, I will need more specific
information as to location of any sewage problem at this addr.ess.
I can take no further action in this matter unless such information
is presented.

Dear.Mr. Welling:
At your request,we have investigated with the Snohomish County Health
Department,the proper-cy located at 18606 Sound View Place for possible health
hazards associated with a defective sanitary sewe septic tank system. Since
the Snohomish County Health District is the City's primary representative in
health problems, it is their responsibility to classify problems as detrimen-,
tal to the public health. An on-site.visit with the Health Department indi-
cates that they do not term the present conditions a health hazard. As a re'
sult, the conditions at that address are not in violation of the County Board
of Health Resolutions, or the State Board of Health Rules and Regulations re-
lated to sewage disposal systems.
Therefore, to force connection of the subject residence -the only alter-
native available for the City of Edmonds is to enforce the applicable Ordi-
nances. In that respect, attached you will find a letter that I have earlier
today addressed explaining our past program to connect the original 305 sewer
code violators. That report, in effect, indicates that there are only 21 pro-
perties that could possibly provide further problems in connection. The sub-
ject property is one of those remaining to be connected.
At the Community Development Meeting of January 18, 1974 it was deter-
mined that procedures for the connection of the violators was to begin with
the route as explained in our May 1, 1974 letter (copy attached) to those
violators. The owner of subject property elected to utilize alternate 2 which
allows for an extension until such time as a LID could be formed. My report
of today includes a recommendation that I feel will give prompt completion of
all connections within approximately 60 days. It is my firm belief that the
Department's cleansing of the records has actually resulted in an accelerated
removal of all violations to the Sewer Code. With the County Health Depart-
ment's finding of "no health hazard," we are essentially bound from actions
other than those detailed in City Ordinances. That is, failure to connect.to
the sanitary sewer system withimthe time specified will result in termination
of water service. If further strength is needed,Ordinance allows the City to
render violators subject to fines up to a minimum of $250 or imprisonment in
the county jail up to 90 days, or both such fine and imprisonment. Neverthe-
less, I am certain that the number of violators will be reduced to a manageable
level subsequent to the recommended 60 day period.

I met with Dave Peterson, of the Snohomish County Health
Department, this morning in regards to the complaints we received
of sewer odor at 18606 Soundview Place. We walked over the ground
extensively and found no evidence of raw sewage or odor of any kind.
Mr. Peterson suggested that we re -check the address in January, when
the foliage has died down, to see if there is a problem. He also
feels that there is nothing he can do at the present.' Mr. Peterson
will send out the,Snohomish County Official Report to Mr. Gilbo today.
