accessing off of Maple Street. The alley adjacent to the site must be
paved to match existing pavement to*the west. A development plan for
alley, retaining walls and drainage -system shall be required prior to
issuance of -building permits and as-builts for all utilities installed
on -site required prior to occupancy. Underground wiring will be required.

gravel parking lot be paved in conjunction with the development.
ADB-28-81 DAN GANFIELD,- 21104 70th,.Avenue West (CG)
Applicant shall be required to sign a support of future L.I.Vform
for future development of the streets, curb, gutter and sidewalk in the
vicinity in -lieu of posting of a bond. Other requirements are that the
applicant must submit a development.plan showing water/sewer/drainage
systems prior to issuance of permit plus as-builts of these systems prior
to occupancy. The rockery must be designed by a licensed professional
civil engineer. The parking layout:is satisfactory. Underground -wiring
is required. Also, a conditional use permit is required if more than
500 cubic yards of fill will be brought into the site.

She Suggested that perhaps they should be asked to lower the buildings
instead of planting tall trees. 11r. Christofferson said said the
original plans did indicate more leveling of the ground than what he
had thought there should be and he had commented that the buildings
were not designed to fit the land. John Walcker responded, however,
that the trees were knocked down and the berry bushes removed, but no
ground had been moved. Jerry Hillis, attorney for JEDCO, said there
was an agreement with the neighbors which had been drawn after a lot of
effort, and that had been submitted to the City for approval, but the
Staff had wanted the buildings relocated. After much more work the
final changes were submitted in August. He said two plans had been
submitted, one which was approved by the neighbors and the Walckers,
and one that was approved by the Staff. He said it was not fair to
say that Walcker was being devious, as one of the neighbors had charged.
He said the problem was that it had not been clearly indicated which
trees would be removed. He said if the present landscaping plan were
compared with the original one it would be apparent that the present one
is much more clear. Chairman LaFon commented that with something of
this nature neither party ever wins; Linda Birch again said their agree-
ment had been violated because they had said none of the trees would be
taken down on the west side of the buildings. She said again that the
trees had been taken down and the land graded. She asked to be told
where the parking lot would be and the garbage enclosures. Chairman
LaFon responded that the lighting in the parking lot had already been
reviewed from the standpoint of glare to the neighbors and the garbage
containers will be enclosed and they also had been reviewed. He advised
her that those plans could be examined in the Planning Department. Mr.
Mattson noted that the rockery and the berm on the plan did not indicate
dimensions. MR. SPA14FELNER MADE A MOTION, SECONDED BY MR. CHRISTOFFERSON,
THAT THE LANDSCAPE PLAN FOR ADB-51-78 BE APPROVED WITH THE FOLLOWING

Mrs. Luster said this item had been reviewed in discussion only at a
previous meeting, and the minutes were furnished. The site plan as
revised met the Fire Department requirements for turning. The landscape
plan was submitted and Mrs. Luster felt it was adequate but that some
additional plantings may be located along the south and west property
lines. A color board was submitted with chestnut colored stucco and
sample trim colors. There is a potential drainage problem on.thejsite�
and a drainage plan had been submitted. Adequate parking was provide'd
and the setbacks were adequate. There was some discussion as to location

of the trash enclosure for Building A. The applicant suggested putting
it by parking stall 13 where it could be screened by the berm. He said
the electric meters will be on the back beside the individual sliding
doors. Mr. Spanfelner said he would like to see higher and more dense
plantings between the adjacent duplex and the parking lot to eliminate
the light from the traffic. The applicant responded that there is a
6' fence on the adjoining RS property which runs the length of his property.

Mrs. Luster said the site plan had been approved last month. She noted
that a comment had been made with regard to the poplar trees, that there
would be the option to retain them or remove them. The landscape plan
indicated they would be kept on the site. The colors were to be the same
as those submitted for ADB-100-78 and the same color board was used.
The utility boxes were not shown clearly. There were some changes in
the materials on the elevations. Mrs. Luster suggested that.the Board
examine the possibility of increasing the plantings. The parking and
setbacks were adequate. The Fire Department had made some suggestions
?n the plan. Zoning on the side of the block where this site is located
is RM but it is RS across the street. All property lines directly
affected are RM. The applicant submitted a color chip of the chestnut'
color for the stucco. fir. Spanfelner suggested another tree on the
parking lot side of the trash container, or possibly the use of some ivy.

be left in temporary paving material until the entire project is complete.
This was only one small portion of the entire site to be developed, and
further development would be reviewed and approved when presented. The

196th St. There was some lengthy discussion regarding how adequate
access could be provided for Fire Department emergency vehicles,
especially the snorkel if it was needed. The applicant said the
plans were very preliminary.

A discussion was held regarding projects during the past year which were deserving
of ADB awards. Four projects were selected for awards.

is the same as it would be if there were backing onto 2nd Ave. This plan
would also allow two cars to be parked on the street; no parking would
be allowed there if back -out parking were allowed. The Staff felt this
was the best solution to the problem. The Building and Fire Departments
had reviewed the plan and found it acceptable. The Engineering Department
found the parking layout to be acceptable. Mrs. Luster noted that the
increase in parking was required because of the increase in square footage
of the building. Mr. Christofferson commented that this was a much
improved solution. Mr. Kinderfather felt very comfortable with it. Mr.
Selvidge thought the proposal was an asset and solved problems that would
arise in the future. MR. CHRISTOFFERSON MOVED, SECONDED BY MR. SELVIDGE,

ADB-102-78 IRISH HOMES - Review of landscape revision for 25-unit condominiums at

,ADB-97-78 RON SURAN - Discussion of 3-story office building at the northwest corner

Mrs. Luster said the Engineering Department had indicated problems with
the parking. There will be 40 parking stalls, part of them under the
building and part outside. The width requirements for the stalls were
not met on the submitted plan. The Engineering Department would not
allow two-way access through the alley and they also require a detailed
underground parking plan. The Planning Department requires better detail
of the elevations and would like to see all four elevations and a detailed
landscaping plan. The Fire Department had no comment, indicating the
plan was adequate for their standards. Harve Harrison of 210 Sunset said
he has a hotel planned next to this. He said fie has set back 40' from
the alley because there is residential use on the other side of the alley
and it would crowd the residential use otherwise. He felt this develop-
ment would do the same and he said it would adversely affect'h'is plans.
He said if it were approved he would abandon his plans and redesign.
Mr. LaFon said it was hard to evaluate this proposal with so little
information and he felt they would have to get further into the preliminary
for a fair evaluation. Mr. Kinderfather said there would have to be an
additional 10' setback from the alley. lie said fie would like to see a
materials list. He said he tended toward more small scale and warm
materials and he hoped this would not be too "slick." Mrs. Luster said
the parking requirement would depend on the types of -uses imthe building,
Mr. LaFon suggested that the architect check the Code closer,
ADB- I DO- 78 KEN ROSE AND SVEN HELLEREN - Discussion of a 6-unit townhouse and a
7-unit town se at the southwest corner of 196th St. S.W. and 80th Ave W.(R1.1L),
Mrs. Luster said the Fire Department indicated there was not enough
turning radius to get their equipment into the complex, so there will
have to be some readjustment of the building locations. She said this
lot could be reviewed as having two front yard and two side yard setbacks
as it abuts an access easement and a street. The Planning Department
felt the recreation area may be moved if one of the buildings is moved --
so the recreation area will be adjacent to 196th. Mrs. Luster said they
could not access from 196th, as a condition of the subdivision. Regarding
colors, the applicant said they planned to use earth tones and blend in
with the surroundings. There was some agreement that it would be,better
to move one of the buildings, so that those back yards would be away from
