Of the four lots, one has been previously developed, two are proposed to be developed and have current applications pending, and the remaining one remains fallow. In. the interests of efficiency, the parcels were treated as a single unit where convenient for the purpose of providing access, drainage facilities, and utility service. This treatment was :not intended to legally encumber any of the lots or reduce their development rights except where easements are specifically granted by the property owners. The present condition of the four lots is as follows:. The easternmost lot is developed, with a large single family dwelling. The northernmost lot serves as yard area for the house and is generally landscaped. The other two lots are fallow brush and grass, with few mature trees. The two lower lots (north and west) abut the Burlington Northern Railroad, which in turn lies adjacent to Puget sound. Between the house sites and the railroad track is a 20 foot high embankment, which lies entirely on BNRR land. Based on input� from the geotechnical engineer, no concentrated flows should be released at the top of the embankment. Based on a discussion with the City of Edmonds drainage engineer, it is permitted instead to convey concentrated runoff to the City system in Wharf Street.' This is contingent on obtaining the proper easement from the adjacent property owner - it was indicated by the City's drainage engineer that the Wharf Street system generally did not have excess capacity and that detention storage would.be required. In spite of the close proximity of a receiving body of water (Puget Sound) and the probability that flows from this site should pass through thd system quickly, it was determined that a 10-year release rate:for a 25-year storm would be required. This is due to the culvert. under the BNRR being severely undersized.
