(Sign�ature of Applicant) PERRINVILLE - A PLANNED RESIDENTIAL DEVELOPMENT TEXT EXPLANATION Webcol Construction is requesting contract rezone approval in order to construct a planned residential development, consisting of 7 lots on 2.8 acres in the Perrinville area. Presently, the site is zoned neighborhood business. In April of 1985, representatives of Webcol Construction, City of Edmonds, and Western Surveyors, Inc. held a preliminary review on this matter. At that,time, we presented a 9 lot layout, consisting of 36 units. We discussed City requirements and standards, regarding building height limitations, water and sewer availability, right-of-way dedication, and engineering requirements. The proposal was also discussed with the City of Lynnwood and Snohomish County. Both agencies stated that they would have no objections to a multi -residential zone in that area, and felt that the rezone could benefit the businesses in the Perrinville area. The only real problem which came about from the meeting was sewage capacity. The City of Edmonds owns a certain capacity with the City of Lynnwood. After discussion with both municipalities, and finding no further capacity could be had at this time, we calculated a figure based on existing zoning of the site, and our proposed rezone -to RM-3 P.R.D. The present zoning of neighborhood business could encompass car washes, retail stores, offices, laundromats, dry cleaning establishment, and single family residen- ces.having a 6,000 square foot density of existing sewage capacity. We calculated the number of possible units available for sewers as follows; 2.8 acres x 43,560 square feet = 20.3 units i 4 units/building = 5 possible multi -family structures. As per the attached revised plans, we'are presenting a 7 lot configuration to:be completed in 3 phases. After calculation and discussion with the City engineer, we found the available'sewage capacity to be a maximum of 20 units. Phase I would include -lots 1 through 5. Phase II would include lot 6 and Phase III would include lot 7. The timing of Phases IIand III would be dependent upon available capacity of the sewers.. In the futurej this could.6e either calculated on uses of the existing structures on Phase I, or at the time when the City of Edmonds received additional sewage capacity from the City of Lynnwood. Our site is layed-out such that some filling will take place on the Easterly portion of the site, (within a shallow draw), ' in order to keep bank disturbance to a.min-imum. We.are proposing an attractive building which is 40'x5O' with a maximum height of 38'feet. We are attempting to bypass the variance procedure by utilizing the method of calculating the maximum building height by measuring from 4 points of mean undisturbed soil and using the maximum height regulation of 30 feet for a pitched roof, while at the same time meeting setback requirements of the proposed zone., our site plan'also details proposed trails and recreation areas for the P.R.D. and also preserves as many trees as possible. P Webcol is very willing to work with the City of Edmonds and it:..s residents, and wants to meet or exceed all standards set forth by the City in order to create a completed project satisfactory to all participants. Everett, WA 98204 Attention: Craig Anderson Reference: Soils Study for Perrinvillage 76th Ave. W. near Olympic View Drive Edmonds, Washington Dear Mr. Anderson: At your request we have conducted a foundation soils study at the site of the proposed Perinnvillage plat in Edmonds. The following report presents our findings, conclusions and recommendations. PURPOSE The purpose of this study was to determine subsurface soil condi- tions and to make recommendations to be used in the design and con- struction of the proposed project. 6 We understand the project is to consist of five (5) townhouses placed on the eastern portion of the property. Wood frame con- struction with slab on grade floors will be used. The exact build- ing locations have not been chosen. Cuts with rockeries on the slope behind the buildings are proposed. Paved parking and drive- ways off of 76th Avenue W. are planned. SCOPE Ten (10) backhoe test pits were excavated around the most probable building areas. A cat was used to provide access for the backhoe due to the slopes and the dense vegetation. A grain size analysis was run on a combined sample from several test pits. The test pit logs, laboratory results and a site sketch appear in the appendix. CASCADE GEOTECHNICAL June 21, 1985 Cert. No. 856-12G Western Surveyors Inc. Page 2 Elevations mentioned in this r.eport are referenced to existing grade and to the topography shown on the site plan by Western Sur-. veyors dated.May 2, 1985. SITE DESCRIPTION The Perrivillage site is. located in the Perrinville district of Edmonds, Washington, on 76th Avenue W., about 500 feet south of Olympic View Drive. A residential subdivision borders the property on the west, offices are on the north and 76th Avenue borders on - the east. The land to the south is vacant. Perrinvillage is situated on the edge of a glacial meltwater chan- nel which ran into Puget� Sound. The walls of the channel are fair- ly steep. The east portion of the site is fairly flat; the west slopes up at an average of about forty (40) percent. The vegetation at the site was quite dense. Douglas fir, hemlock, cedar, alder and blackberries were the dominant species. GEOLOGY Sand was found in all the test pits and in nearby exposures. The sand contained some gravel and a small amount of silt and was typi- cally loose at the surface and dense at depth. This sand was de- posited during the advance of the last glaciation, the Vashon. Meltwater channels including this one were eroded into the sand during the recession of the ice. The grain size analysis of three (3) combined samples of the showed about twenty (20) percent gravel and four (4) percent sand silt. I I CASCADE GEOTECHNICAL June 21, 1985 Cert. Page 3 Fill was found overlying the sand in test pits 6, 7 and 10, on the eastern portion of the site.- The fill was up to five (5) feet thick and was a silty sand with some stumps, roots and a small amount of trash. More complete descriptions of these soils may be found in the test pit logs. HYDROLOGY No seepage was found in any of the test pits. We anticipate that some water moves through the soils during the wet season. The sand at the site is mostly quite clean, but some silty zones are present. The permeability is generally fairly high. CONCLUSIONS AND RECOMMENDATIONS The natural soils at the site are well suited to the proposed con- struction. The fill rVoils are not suitable for the support of building loads. Detailed recommendations for foundations, slabs, cuts, rockeries and pavements follow. The soils at the site drain fairly well, so wet season construction is possible. Spread Footings The natural sand is well suited to the support of spread footings. Since there is some uncontrolled fill at the site, overexcavation and replacement with -structural fill may be'required. Where over - excavation is required, it should extend at least two (2) feet be- yond the edges of the footings. Structural fill should be placed in accordance with the recommendations contained in the structural fill section of this report. CASCADE GEOTECHN(CAL June 21, 1985 Cert. Page 4 Footings placed on structu ral fill or on the natural sand may be designed for a maximum safe bearing value of 2500 psf, but a mini- mum width of fourteen (14) i nches should be.maintained. A minimum of eighteen (18) inches of cover should be maintained for frost protection. Separate roof and footing drains should be provided. We anticipate settlements of less than one (1) inch total and three -fourths (3/4) inch differential. Structural Fill The natural sand at the site is suitable for use as structural fill. Any imported structural fill should be a sand and gravel material having less than ten (10) percent minus 200 size material. Before the structural fill is placed, all organic soil and uncon- trolled fill should be removed. All structural fill should be compacted in twelve (1 2) inch maximum lifts to at least 95 pprcent of the ASTM D-1557 maximum dry dens- ity. Slab on Grade Slabs may be placed on cuts into the natural soil or on structural fill. If uncontrolled fill is encountered, it should be replaced with structural fill. If the fill material has less than five (5) percent minus 200 size material, a capillary break would be unnec- essary. I I I CASCADE GEOTECHNICAL June 21, 1985 Cert. The design parameters for retaining walls f ollow: Lateral Pressure (walls free to deflect at least .001H) Lateral Pressure (restrained walls) Coefficient of Base Friction (undisturbed material soil) Passive Resistance (undisturbed natural soil) 35 pcf equivalent fluid 55 pcf .40 250 pcf All retaining walls shobld have a perforated pipe drain at the base of the wall, backfilled with, at least two (2) feet of pea gravel. Free -draining backfill should by placed behind the walls and com- pacted to 90 percent of the ASTM D-1557 maximum dry density. The wall backfill should meet the following gradation. Page 6 We recommend that rockeries placed on the slope not exceed eight (8) feet in height. The soils engineer should be asked to review all proposed cuts and rockeries before the plans are finalized. Asphaltic Pavements Areas to be paved should be stripped and proof rolled. Any soft areas or unsuitable materials should be ove'r excavated and replac- ed with structural fill. Speci- fications should provide good service. General We recommend that the soils engineer be asked to confirm bearing soil and test the placement structural of fill. We fully expect the on -site soil conditions to reflect our find- ings; however some local variations may occur. Should soil condi- tions be encountered that cause concern and/or are not discussed herein, the soils engineer should be contacted immediately to de- termine if additional or alternate recommendations are required.
