This determination of nonsignificance is subject to the following
conditions:
1. All excavation and grading shall comply with Chapter 70 of
the Uniform Building Code, 1989 edition.
2. The Applicant shall obtain a building permit from the
Building Department and comply with all conditions of permit
approval.
3. The Applicant shall submit a drainage plan to the City
Engineering Division and follow the required guidelines.
4. A qualified engineer shall be retained on site to observe
excavation and soil conditions, and the applicant shall
follow the foundation recommendations of said engineer.
5. The Applicant shall make every reasonable effort to keep
exposed soil covered during construction.
6. All landscaping and existing vegetation located on the slopes
to the west, north and east of the building site shall'be
retained during construction. Two stumps existing to the
west of the building site shall not be removed.
7. The Applicant is to make every possible effort to keep dust
controlled and to keep the streets clear of dirt and debris.

INTRODUCTION
This report constitutes an initial geotechnical evaluation and analysis of the buil 9
din site for a
new home for which a building permit is being requested from the City of Edmonds at this
time by Robert and Debbie McCallum, at 18620 - 94th Avenue West, Edmonds, situated on
Lot 68, Edmonds Seaview Tracts. A supplemental report will be compiled and submitted if
deemed necessary by City officials.
In this instance, the writer is acting not only as a qualified professional engineer, but also as
the original developer of the site in 1947, and its resident/owner for more than 30 years
thereafter.
PROJECT DESCRIPTION
The subject building site is on a prime view tract 0.62A in area, with access westerly from
the intersection of 94th Avenue West and 186th Street Southwest, in Edmonds. The present
owners plan to remove entirely the existing structures, consisting of a two-story house of
2,100 square feet floor area and its attached two -car garage and breezeway, and to construct
at the same location a subs' antially larger three-story house and attached three -car garage.
The plans and specifications for the new struct ures already have been prepared by architect
Tom Mitchell, 1010 Turner Way East, Seattle, WA 98122 (tel. 206-323-6751).

GENERAL TERRAIN AND SURFACE DRAINAGE
The subject tract embraces a "nose" of relatively level ground at an elevation of about 245
feet above sea level, which slopes off steeply to the north and west and, to a lesser degree, to
the south. The building site is at the forward (or westerly qnd) of this "nose." A deep and
steep -sided gulch has developed through the centuries at the north side, tapering up easterly to
its origin near the entrance to the tract; and into this gulch flows the surface water drainage
from streets and lots over a substantial tributary area.
The terrain is such that virtually no off -site surface drainage enters this tract; and the upper
portion readily sheds non -absorbed rainfall. Roof water runoff at present is collected in
gutters and downspouts discharging onto the hillside slope on the westerly side of the
buildings without problem, and will continue to be so disposed of after the new construction
is completed.
SOILS CONDITIONS
The entire area of this tract, and of a far surrounding area consists of glacial till. On -site it is
typically of a heavy, gravelly, sandy, clayey composition. However, on the flatter area
easterly from the west end of the topographical "nose," leaching action over the centuries
following glacial deposition appears to have formed a hardpan strata overlain by a layer of
gray clay, somewhat plastic in nature. This formation was encountered in the bottom of the
southwest portion of the 1947 excavation made for the existing house, at a depth of from 6 to
7 feet, and remnants of the plastic clay material are still apparent on the forward edge of the
terrace formed from that original excavation. The designer and builder of the new home on
this site should anticipate encountering this same condition over a substantial portion of the
excavation extending east from the present structure. Considering the heavy foundation
loading produced by the planned three-story structure, it is strongly recommended that any

plastic clay strata encountered at foundation design levels be removed, notwithstanding
possible overexcavation requirements.
Except for this foregoing disturbing factor, the soils at this site appear most favorable for
construction purposes, with a presumptive load bearing capacity of:perhaps 5 tons per square
foot in a native or thoroughly compacted condition. However, such capacity with only a thin
layer of such soil overlaying plastic clay should not be presumed capable of that high a
loading.
Any detailed predetermination of the exact soil conditions to be encountered at the building
design depth over the rather extensive planned area of excavation is rather impracticable; and
the architect and/or structural engineer for the project will need to carefully observe soil
conditions encountered duri ng ex cavation, and at that time make any foundation design
modifications which may be warranted.
HILLSIDE STABILITY
Disastrous experiences in the so-called "Meadowdale slide area" have necessitated adoption
by the City of Edmonds of stringent policies concerning construction on steep hillside slopes.
The subject building site, by virtue of its steep northerly and westerly slopes, falls within the
of suspect" category. However, in the writer's professional opinion, the nature of the soils type
and ground structure precludes any possibility of slides or related ground failure, even in
event of earthquake shocks. During the lengthy period of the writer's development and
occupancy, extensive excavations were made throughout the tract for water lines, drain lines,
sewers, etc. In all cases, the trench sides remained vertical, without caving, until backfilled.
Picks were used in digging, by reason of the substantial gravel content of the soil. A four-'
foot wide terrace created across the hillside westerly of the house in 1947 for installation of
septic system drain tile remains clearly defined and undeformed to this day. A fill slope of
one vertical to one -And -one-half at the westerly end of the existing garage at the time of

original construction remains unchanged after 43 years. No problems of erosion have been
experienced on this site during the same period.
UNDERGROUND UTILITIES
Water supply and distribution lines on this site are to be replaced in their entirety by reason
of pipeline age and non -conformity with building and landscaping plans. The sanitary sewer
service line connecting to a City manhole will remain undisturbed except for new house
connections into it. It presently extends from a point, perhaps- 10 to 12 feet southerly of the
northwest comer of the existing house, diagonally across the hillside slope to a City sewer
manhole in the road right-of-way easement nearby the most southwesterly comer of the
subject tract.
BUILDING CONSTRUCTION AND SITE PLAN
Detailed plans and specifications for the new building construction are being furnished to the
City by the owners in connection with their application for a building permit. A copy of a
topographic survey performed in March 1990, on behalf of the* owners, and utilized by the
architect in connection with his plan preparation, is attached for City records. A sketch, to
true scale, portraying a ground profile through the subject tract and project site has been
prepared and is included in this report.
ABSENCE OF SOILS BORINGS
Notwithstanding that the City's "Geotechnical Report Guidelines" refers to "test borings or
test pits" as an item for inclusion in the site investigation, such costly work has not been
undertaken by reason of (a) present intimate knowledge of soils formations and characteristics

gained in the past, and (b) the fact that the entire area for new house foundation is to be
exposed by the excavation work entailed in construction. It is the writer's understanding that
City staff concur in this avoidance of costly deep -soil exploration at this time.
CONCLUSION
In conclusion, it is sincerely hoped that this report will satisfy the City's needs and
requirements for geotechnical evaluation and analysis of the subject site. In any event, the
writermay be called upon by City staff, the owners or their architect or contractors for any
further information or assistance which may be desired.
