Dear Mr. Wildes:
I have reviewed your account and will allow a credit for the billing period between
June 29, 199 through August 30, 1999 in accordance with our City policy. The policy
states that the customer will be billed at the retail rate based upon the average water
consumption for the same period during the previous year. In " addition, the excess water
lost from the leak will be billed to customer at the City's wholesale rate with a 15%
surcharge added for administrative cost. Only one leak credit will be granted in any three-
year period.

I received the enclosed water bill on 9/23/99. 1 have reason to believe that the amount
owing reflects a leak I discovered with my water system in July, 1999.
About the third week of July I noticed water had surfaced on my grass and after digging
up the ground discovered a plastic hose had given way on the main water line into my
residence.
The leak has been fixed and I am asking for a leak adjustment on my current water bill.
I do not water my lawn in the summer so I am quite confident that the leak is responsible
for the drastic increase in my water bill for the service period 6/29-8/30/99.
