In reviewing the plans with Jennifer Machuga on Friday, we identified up to 9 trees on the west half of the property that we will be removing. The approximate location has been identified on the permitted copy of the site plan now in the city's possession. These trees sit on the southwest side near the driveway and the northwest side of the lot. Both areas will be impacted by the new required drainage plan. Additionally, there is a tree on the southeastern quarter of the property due south of the approved new addition. The tree sits on the property line and the root system will be impacted by the digging for the new foundation. The root system is surely spread out beyond the 10 foot setback and the 5 foot setback for the proposed stairs. Our neighbors, George and Linda Murray (18711 Sound View Place) have agreed to allow for the removal of this tree (at our expense) to prevent the possibility of it becoming unstable after the project. The tree is already split just above the base into two shoots and those are further split into multiple shoots above. Attached please f ind a note indicating their approval. We are requesting that you note the tree removal on the existing permit and include this information. We would like to begin the removal process this week so that we can begin earthwork shortly. As requested by Jennifer, we are including below the signature of our neighbors as indication of their approval of the removal of the tree. Number: 00434600300200 Determination: Study Required Determination #: CRA-2007-0098 Applicant: Phil Kallsen Owner: John Launceford CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED During review and inspection of the subject site, it was found that the site may either contain or be adjacent to critical areas, including Landslide Hazard and Erosion Hazard Areas, pursuant to Chapters 23.40 and 23.80 of the Edmonds Community Development Code (ECDC). GENERAL CRITICAL AREAS REPORT REQUIREMENTS Critical Areas Reports identify, classify, and delineate any areas on or adjacent to the subject property that may qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific development proposal. If a specific development proposal results in an alteration to a critical area, the critical areas report will also contain a mitigation plan. You have the option of completing the portion of the study that classifies and delineates the critical areas and waiting until you have a specific development proposal to complete the study. You may also choose to submit the entire study with your specific development application. Please review the minimum report requirements for all types of Critical Areas that are listed in ECDC 23.40.090.D. There are additional report requirements for different types of critical areas (see below). Note that it is important for the report to be prepared by a qualified professional as defined in the ordinance. General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110 through 23.40.140. STUDY REQUIREMENT — LANDSLIDE HAZARD AREA It appears that this property contains or is adjacent to a Landslide Hazard Area. A Landslide Hazard Area is any area with a slope of forty percent (40%) or steeper and with a vertical relief of ten (10) or more feet (except areas composed of consolidated bedrock). Landslide Hazard Areas are further defined and illustrated in ECDC 23.80.020.B. In addition to the general requirements for Critical Areas reports referenced above, specific Critical Area report requirements for Landslide Hazard Areas are provided in ECDC 23.80.050. DEVELOPMENT PROPOSALS ASSOCIATED WITH LANDSLIDE HAZARD AREAS Development is restricted within a Landslide Hazard Area and its buffer. Projects that will intrude into these areas will require a report by a licensed Geotechnical Engineer. The criteria that are applied depend on the amount that the buffer is reduced. The buffer can be reduced to a minimum of ten (10) feet (with an additional 15' building setback per ECDC 23.40.280) if a report is prepared that meets the standards listed in ECDC 23.80.050. The alteration must also meet the requirements listed in ECDC 23.80.060. In addition, proposals to reduce the buffer to less than ten (10) feet must comply with the design standards listed in ECDC 23.80.070.A.3. STUDY REQUIREMENT — EROSION HAZARD AREA It appears that this property contains or is adjacent to an Erosion Hazard Area. Erosion Hazard Areas include: Those areas with Alderwood and Everett series soils on slopes of 15 percent or greater. Any area with slopes of 15 percent or greater and impermeable soils interbedded with granular soils and springs or ground water seepage. 0 Areas with significant visible evidence of ground water seepage, and which also include existing landslide deposits regardless of slope. DEVELOPMENT PROPOSALS ASSOCIATED WITH EROSION HAZARD AREAS Development within an Erosion Hazard Area must meet additional criteria. For erosion hazard areas with suitable slope stability, the only critical area study needed is an erosion and sediment control plan prepared in compliance with the requirements set forth in Chapter 18.30 ECDC as part of the construction documents. This option is at the director's discretion, per Edmonds Community Development Code section 20.80.050.G. In areas where the slope stability is not suitable, projects within Erosion Hazard Areas will require a report by a licensed Geotechnical Engineer or other qualified professional. Note that it is important for the report to be prepared by a qualified professional as defined in the ordinance. Report requirements are given in ECDC 23.80.050, and more generally in ECDC 23.40.090.D. Development standards are given in ECDC 23.80.060 and 23.80.070. The scope of our services consisted of exploring site surface and subsurface conditions, and then developing this report to provide conclusions and recommendations regarding the geotechnical engineering aspects of the project. This work was authorized by your acceptance of our Contract for Professional Services dated April 11, 2007. We were provided with a site plan that contained topography information. Kallsen Architecture developed these plans, which are dated June 15, 2007. Based on the plan, we understand that the proposed addition will have a slab grade of approximately 117 feet. Cuts of approximately 5 to 9 feet are needed on the upslope, eastern side of the addition due to the site grades. The slab of the addition will daylight to the grade of the residence or driveway on its western side. The plan also indicates that a bearing capacity of 1,500 pounds per square foot has been used to design footings of the addition foundation. If the scope of the project changes from what we have described above, we should be provided with revised plans in order to determine if modifications to the recommendations and conclusions of this report are warranted. SITE CONDITIONS SURFACE The Launceford residential property is located on the eastern side of Sound View Drive Place on the northern side of Edmonds. Olympic View Drive is located on the eastern side of the property. The existing residence is located near the middle -northern portion of the property, while a driveway is located near the'southern property line on approximately the western 3/4 of the property. The overall property rises to the east from the street. It is mostly gentle, to moderately sloped. Just east of the residence and driveway is a relatively short rockery. A yard area on the eastern side of the site slopes moderately upward from the rockery. The inclination of this area is about 25 to 35 percent. Near the eastern property line, the ground slopes upward more steeply, ending at Olympic View Drive. The inclination of this slope is greater than 40 percent. We did not observe indications of instability of the slopes on site or between the site and Olympic View Drive. GEOTECH CONSULTANTS, INC. 0 Larry and Cathy Rodden July 27, 2007 SUBSURFACE JN 07156 Page 2 The subsurface conditions in the area of the proposed addition were explored with two hand - excavated test holes on April 6, 2007. One was excavated at the northeastern portion of the site near elevation 130 feet (based on provided topography information), while the other was in the middle of the eastern yard near elevation 122 feet. The middle test hole revealed about 6 inches of loose silty sand soil overlying dense, native, silty sand soil. The northeastern test hole revealed about 3 feet of loose to medium -dense, native, silty sand that then became medium -dense. This soil became very dense at approximately 5 feet. CONCLUSIONS AND RECOMMENDATIONS GENERAL THIS SECTION CONTAINS A SUMMARY OF OUR STUDY AND FINDINGS FOR THE PURPOSES OF A GENERAL OVERVIEW ONLY. MORE SPECIFIC RECOMMENDATIONS AND CONCLUSIONS ARE CONTAINED IN THE REMAINDER OF THIS REPORT. ANY PARTY RELYING ON THIS REPORT SHOULD READ THE ENTIRE DOCUMENT The development of the proposed addition is very suitable from a geotechnical engineering standpoint in our opinion. Medium -dense to dense, native silty sand soil was revealed in test holes excavated in the addition area at shallow depths, and we did not observe signs of instability. The addition can be founded on conventional footings as planned. The area on the eastern side of the site where the addition is proposed is sloped between 15 and 40 percent. Because the site soils are silty (classified as Alderwood soils per the Soil Conservation Service) and have this inclination, this area is classified as an Erosion Hazard Area per Edmonds Code (ECDC). As noted earlier, we did not observe visually or via the test holes indications of slope instability. Therefore, per ECDC 18.30, an erosion and sedimentation plan is not needed. The slope that is at and east of the site is inclined greater than 40 percent and is just over 10 feet tall, therefore is designated as a Landslide Hazard Area per the ECDC. The minimum default buffer that can be applied to a site adjacent to Landslide Hazard area is 10 feet per the ECDC. We believe that the minimum buffer is very adequate for this site because the area is underlain with dense soil and we did not observe signs of instability. A 15400t building setback from the buffer also applies per ECDC 23.40.280. Therefore, an overall minimum setback of 25 feet is needed. The site plan we received indicates that at least a 25-foot overall setback is planned for the addition from the steep slope near the property line. Temporary excavations 4 feet or less can be made vertically. Temporary excavations that are taller than 4 feet in height can be made vertically on the bottom 4 feet, topped with a 1:1 (Horizontal:Vertical) slope. The excavations needed for the addition can be kept within the building setback noted above based on this recommendation. Foundation drains should be used around the addition perimeter, except for the western edge. These drains should be surrounded by at least 6 inches of 1-inch-minus, washed rock and then wrapped in non -woven, geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar material). At its highest point, a perforated pipe invert should be at least 6 inches below the bottom of a slab floor or the level of a crawl space, and it should be sloped for drainage. All roof and surface water drains must be kept separate from the foundation drain system. For the best long-term performance, perforated PVC pipe is recommended for all subsurface drains. GEOTECH CONSULTANTS, INC. 9 0 Larry and Cathy Rodden July 27, 2007 JN 07156 Page 3 In accordance with Table 1615.1.1 of the 2003 International Building Code (IBC), the site soil profile within 100 feet of the ground surface is best represented by Soil Profile Type C (Very Dense Soil). The site soils are not susceptible to seismic liquefaction because of their dense nature and/or lack of groundwater. The drainage and/or waterproofing recommendations presented in this report are intended only to prevent active seepage from flowing through concrete walls or slabs. Even in the absence of active seepage into and beneath structures, water vapor can migrate through walls, slabs, and floors from the surrounding soil, and can even be transmitted from slabs and foundation walls due to the concrete curing process. Water vapor also results from occupant uses, such as cooking and bathing. Excessive water vapor trapped within structures can result in a variety of undesirable conditions, including, but not limited to, moisture problems with flooring systems, excessively moist air within occupied areas, and the growth of molds, fungi, and other biological organisms that may be harmful to the health of the occupants. The designer or architect must consider the potential vapor sources and likely occupant uses, and provide sufficient ventilation, either passive or mechanical, to prevent a build up of excessive water vapor within the planned structure. Geotech Consultants, Inc. should be allowed to review the final development plans to verify that the recommendations presented in this report are adequately addressed in the design. Such a plan review would be additional work beyond the current scope of work for this study, and it may include revisions to our recommendations to accommodate site, development, and geotechnical constraints that become more evident during the review process. We recommend including this report, in its entirety, in the project contract documents. This report should also be provided to any future property owners so they will be aware of our findings and recommendations. LIMITATIONS The conclusions and recommendations contained in this report are based on site conditions as they existed at the time of our exploration and assume that the soil and groundwater conditions encountered in the test pits are representative of subsurface conditions on the site. If the subsurface conditions encountered during construction are significantly different from those observed in our explorations, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary. Unanticipated soil conditions are commonly encountered on construction sites and cannot be fully anticipated by merely taking soil samples in test pits. Subsurface conditions can also vary between exploration locations. Such unexpected conditions frequently require making additional expenditures to attain a properly constructed project. It is recommended that the owner consider providing a contingency fund to accommodate such potential extra costs and risks. This is a standard recommendation for all projects. This report has been prepared for the exclusive use of the John and Karen Launceford, and their representatives, for specific application to this project and site. Our recommendations and conclusions are based on observed site materials and engineering analyses. At that time, he was told by the city no permit required as long as it was 18" or less above existing concrete (actual as built is 9"). Further, site was waived as not a critical area based on review completed by city in 1997 (see June 16, 1997 Critical Areas Checklist determination) as part of 1997 addition. Existing deck was in the drawings then and no comment was received when plans were reviewed and approved (see plans prepared by Behm Design approved 9/26/97). Owner acted as good citizen in both cases and received acceptable review from city. Additionally, this issue is being called out for the first time on June 12'h after the plans were originally submitted for first review June 2Vh of lost year. The goal was to have a relatively flat surface at the top of the driveway. During construction, it became apparent that the driveway would need to be steeper than originally thought. The project has been modified so that the entire driveway will be new, and will have a slope that becomes as steep as 19.5%. The issue of slope is being addressed via an exemption waiver submitted to JoAnne Zulauf at the City of Edmofids. Because the entire driveway is being redone, it is necessary to verify that the infiltration trench built for the original site is adequate enough to service the impervious areas on the property. Per the contractor, the as built size of the trench is 58' long x 5' wide x 2' deep. The capacity of the trench is 182 ft3 , as shown in the attached calculation. Using the HYD program, the capacity of the trench was determined to be 0. 16 acres, or 6,970 square feet. An area calculation spreadsheet has been included that shows the as built trench is large enough to successfully infiltrate all of the runoff. The sport court was determined to have been built prior to 1977 and has not been included in the "new" impervious areas, as it previously was. Faye found her diary for 1977 which relates that in April '77 we painted the court, poured the concrete steps by the south end of the court, looked for retaining wall ideas, and landscaped around the court. All this happened the year after we poured the court, I know this because ... The project started with a hired bulldozer cutting into the bank near the house and leveling the yard, creating quite a bit of fill where the southwest corner of the court was going to be. This was allowed to settle for about two months while I kept inserting water into the fill area with a pipe connected to the garden hose, to help it settle and compact. None of this could start until late spring so that the yard wouldn't turn into mud. After we poured the court, we let it cure slowly to avoid cracks. Later that summer we put in the basketball hoop and volleyball net posts. We played on the court the remainder of that year before it was painted. The following year, 1977, 1 treated the concrete with muriatic acid to get rid of any moss and to create a better bond between the concrete and the paint. We put in the railroad ties during the summer Of 1977- In summary - the court was poured in 1976 and in early 1977 we finished the landscaping and painting. Hope this helps you. Say "hi" to Karen. These impervious areas include.a 1,540 square foot (so residence addition, a 1,870 sf asphalt replacement in the parking area, 450 sf of new stairways, and 240 sf along the existing driveway. There is also a stairway on the north side of the property which will be replaced. Because it would be difficul ' t to capture water from this staircase, we have elected to infiltrate runoff from the staircase west of the house instead with verbal consent from Don Fiene. This staircase adds approximately 100 sf to the design of the trench. We have also assumed that the 1,250 sf sport court west of the house was built after 1977 and will need to be included in the design as well. The total amount of area being infiltrated is 5,450 sf, or 0. 125 acres. Runoff from the sport court and stairway flows southwesterly and will run towards the area drain on the south side of the infiltration trench. Runoff from the residence addition, asphalt, and stairways will flow toward the catch basin at the top of the driveway, which conveys the stormwater to the infiltration trench. The small addition to the north of the driveway is considered negligible and will not be conveyed to the infiltration trench. Percolation tests were performed onsite by CG Engineering. Attachments in this report include copies of the measurements found in the field, including soil logs and percolation test results. Calculations have been completed for an infiltration trench. Overall, it was determined that a 55 foot long, 4 foot wide trench would be needed. The soil is well suited for infiltration and no hardpan layer or groundwater was encountered. An overflow has been provided on the north side of the site. It will be connected to an existing catch basin just outside of the northwest comer of the site, which Will need to have its elevations verified in the field. In conclusion, our design of these infiltration trenches has been quite conservative. The vertical permeability rate used is slow compared to the one tested in the field. The HYD program doubles this rate. The 100-yr storm was used for the sizing of the trenches, and' we are calling out 55 lineal feet of trench where only 53 lineal feet is required. A large part of the new impervious areas are replacing areas that were impervious before. Because of this, the finished site will have lower quantities of stormwater flowing toward the street than the existing site, since much of the stormwater will be directed to the new trench. Number and Location of Tests A minimum of three tests shall be performed within the area proposed for an absorption system. They shall be spaced uniformly throughout the area. If soil conditions are highly variable, more tests may be required. Preparation of Test Hole The diameter of each test hole is 6 inches, dug or bored to the proposed depths of the absorption systems or to the most limiting soil horizon. To expose a natural soil surface, the sides of the hole are scratched with a sharp pointed instrument and the loose material is removed from the bottom of the test hole. Two inches of 1/2- to 3/4-inch rock are placed in the hole to protect the bottom from scouring when the water is added. Soaking Period The hole is carefully filled with at least 12 inches of clear water. The depth of water should be maintained for at least 4 hours and preferably overnight if clay soils are present. A funnel with an attached hose or similar device may be used to prevent water from washing down the sides of the hole. Automatic siphons or float valves may be employed to automatically maintain the water level during the soaking period. It is extremely important that the soil be allowed to soak for a sufficiently long period of time to allow the soil to swell if accurate results are to be obtained. In sandy soils with little or no clay, soaking is not necessary. If, after filling the hole twice with 12 inches of water, the water seeps completely away in less than ten minutes, the test can proceed immediately. Measurement of the Percolation Rate Except for sandy soils, percolation rate measurements are made 15 hours but no more than 30 hours after the soaking period began. Any soil that sloughed in to the hole during the soaking period is removed, and the water level is adjusted to 6 inches above the gravel (or 8 inches above the bottom of the hole). At no time during the test is the water level allowed to rise more than 6 inches above the gravel. Immediately after adjustment, the water level is measured from a fixed reference point to the nearest 1/16 th inch at 30-minute intervals. The test is continued until two successive water level drops do not vary by more than 1/16 inch within a 90-minute period. After each measurement, the water level is readjusted to the 6-inch level. The last water level drop is used to calculate the percolation rate. In sandy soils or soils in which the first 6-inch of water added after the soaking period seeps away in less than 30 minutes, water level measurements are made at 10-minute intervals for a 1-hour period. To determine the percolation rate for the area, the rates obtained from each hole are averaged. - (If tests in the area vary by more than 20 minutes/inch, variations in soil type are indicated. Under these circumstances, percolation rates should not be,averaged.)
