Dear Ms. Dwyer:

I have reviewed your account and will allow a credit for the most recent billing period in
accordance with our City policy. This leak may have been running since November 1996,
but our estimate due to snow in January could not have found it. The policy states that the
customer will be billed at the retail rate based upon the average water consumption for the
same period during the previous year. In addition, the excess water lost from the leak will
be billed to customer at the City's wholesale rate with a 15% surcharg6 added for
administrative cost. Only one leak credit will be granted in any three year period.
Should you have any additional questions after you receive your new billing, please
contact Ilene Larson, Utility Billing Clerk, at 771-0241.

Dear Mr. Scott Highland,
March 31, 1997
Around March 1st, I received a notice on my door that there was
a leak somewhere on my property and that I needed to have it
checked immediately. That night I called a plumber to come over
the next day and see where the leak could be coming from. The
Forest Ridge Plumbing Company discovered the leak to be in the
bathroom toilet and fixed it to the tune of $339.75.
just today I received a utilities bill for $391.81. 1 am assuming
that was because of the water leakage. At this time I am unable to
pay this completely as I just paid the other bill to get the problem
fixed. Is there any way you could let me make payments? Please let
me know.

for any consideration in this matter.
