Number: 00 5177 000 008 00 Determination: Study Required Determination #: CA-2005-065 Applicant: Andrew Anderson Owner: Doug and Freeda Babson CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED (CA-2005-065) During review and inspection of the subject site on May 13"', 2005, it was found that the site may contain critical areas, including Geologically Hazardous areas pursuant to Chapter 23.40 of the Edmonds Community Development Code (ECDC). The portion of the site where the potential critical areas were observed is the eastern portion of the lot (backyard). GENERAL CRITICAL AREAS REPORT REQUIREMENTS Critical Areas Reports identify, classify and delineate any areas on or adjacent to the subject property that may qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific development proposal. If a specific development proposal results in an alteration to a critical area the critical areas report will also contain a mitigation plan. You have the option of completing the portion of the study that classifies and delineates the critical areas and waiting until you have a specific development proposal to complete the study. The home site is relativelY flat� and the back yard (on the cast side of the house) abuts a slope thatolrops down an estimated 30 feet to 70h Avenue West . ne residence is a two-story, wood fiame structure, built in 19,68. The residence footprint is. approximately 1100 square feet. We observed conditions inside and outside the home. Our observations are summarized below. It is our understanding that Coffinaa Engineers, Inc. is providing structural engineering evaluations of the subject property; our observations were therefore limited to those that we considered relevant to foundation and floor slab suppoit and movement. Exterior Conditions A catchbasin drain in the driveway, at the base of the slope down from the street to the garage, was observed to be partially filled with soil and sediment debris. A flow test of the drain indicated that a maximum of 10 gallons per minute, flows out of the catchbasin through the pipes. The direction of flow appeared to be towards the north. Theoutlet for the drain cold not be located.. I A void is present under the north fbundation wall At the ncTtheast comer of the house. With a tape measure, this void was probed to a length of 21 feet, which is approximately the distance to the south interior waU separating t& garage from the finished daylight baisement. Where visible, the void was up to 3 to 5 inches high and 12 or more inches wide. A deck attached to the east side of the house is supported on posts that areout of plumb. The post are supported at the top of a slope that is estimated to be at an inclination between 30 and 50 percent. The vegetation on the slope suggests that it is comprised of fill that was probably placed when the house was i bifift. The tree�i growing on the slope am slightly bowed, indicative of slow downslopc creep of the slope face. Interior Conditions The second level latchen and hallway floors slopm� towards the center of the house. Sheetrock in the kitchen is cracked. 11e concrete floor slab in the daylight basement.was uncovered at the time of our site visit. We were told that A -Pro was recently hired by the Babsons to inject grout under the floor slab to lift the floor and the floor coverings had been removed for that purpose. Numerous -'/. inch diameter holes were drilled through the floor by A -Pro, but the grouting was not completed. The floor slab wai cracked, and was sloping down several inches towards the east. A foundation supporting ffie central part of the house fivming was present in the north part of the daylight basement. This foundation appears to have, settled several inches. The concrete floor in the garage had several Y4 inch diameter holes that had been drilled by A -Pro, In the, south pad of the garage, one of the holes had repo-ftedly caused A -Pro to stop work.'They had concluded that a leaking sewer was present under the garage floor. By probing with a % inch diameter steel probe, we confirmed that the soils below the floor at this location were soaked with leaking sewage. J-1962,083104 0 0 ZZABabson Residence, 18731 W Place Wes% Edmonds, Washington WNW Allstate Insurance Company Claim # 467 254 9424 J-1962 MIAMI August3l.2004 Z�Nm Page 3 • Tapping on garage floor and daylight basement floor slab induces hollow Sound at numerous locations4 • Underground Detection Services, Inc. was on site on August 4, 2004 to locate and viinv the interior of the sewer near the A -pro driUed hole that encountered leaked sewage. A camera was run down the pipe and disclosed that the pipe sags as it crosses below the south part of the garage floor. The sagging section of pipe appears to have dropped at leasi 3 inches, as evidenced by standing water in the pipe during the inspection. The sagged section is 8 Y2 feet long, and was marked with paint on the. garage floor. The p1N was at a depth of 12 to 14 inches below the garage floor. • There was no leak visible during the inspection of the pipe interior. It appears that the sag ging section of pipe holds water, but leakage occurs when flow backs up in the pipe. • During the pipe inspection, we probed through the A -Pro drilled hole that was close to the pipe. There was no evidence that the drilled hole damaged the p�pe� Geeloge Conditions A K inch diameter steel probe was used to assess soil density 4acent to the house. Probing indicated medium dense to dense surficial conditions adjacent to exterior foundatiom and through the A -pro drilled holes in the interior slab. 'Me geologic setting of the property indicates that the native site soils originated as glacial till, which- typicaUy is of high sts-mgth and relatively incompressible. The topographic conditions suggest that fill underlies much of the house, to estimated thicknesses of up to 10 to 20 feet. Other information John A. Martin & Associate�, Inc, inspected the house on March V, 2001, and prepared a "Nisqually Earthquake Damage Assessment!' summarizing their observations. On that date, no settlement of the garage or daylight basement slab was noted. CONCLUSIONS AND RECOMMENDATIONS Ilere is limited evidence of long term pre-existing settlement and rnovcment at.thosite, despite that fact that a deep fill deposit underlies much of the house. The only area that has subject to damage caused by long term earth mov . ement was the exterior wood deck at the southmt comer of the, house. Based on our visual reconnaissance and evaluation, and considering that the house was inspected during March 2001, we conclude that settlement of the interior daylight basement floor sM,. the central foundation in the north pad of the daylight basement� and the garage floor slab occurred after the February 28, 2001 Nisqually.eaAhquake. It is pwbable that this settlement was caused by leakage from the sewer pipe that crosses under the south part of the garage floor. Leakage from the pipe caused consolidation of the fill that supports the house Although the leak was not found during this evaluation, we consider it probable that earthquake shaking caused or exacerbated the leak, based mainly on the, tin'iing of the leakage. Foundation Underpinning Considering the cause of the damage and construction considerations, we anticipate that the underpimiing of footings via srnall diameter steel pipe piles OocaDy ref�rred to as '�Pin!' pile-$) will provide suitable support for foundation repairs. The axial load capacity of pin piles is based on the diameter of the pile and resistan(�e, from the soils over the embedded portion of the pile. We reconunend that pin piles consist of 2- inch (I.D.) Schedule 80 pin, piles. The 2-inc-h piles should be dtiven to refusal criteria of toss than 1-inch of penetration in 60 seconds of continuous driving using .1 minimum 90-pound jacktiammer under the full weight of one-man. After compaction of the subgrade soils, placement of the pea gravel or crushed rock will fimcdon as a capillary break and w0ding surface. The fines content of the capillary break material should be limited to 3 percent -or less, when based on that soil fiaction passing the U.S. No. 4 sieve.
