About 12:02 A.M., October ' 5, 1981, 1 was called by Bobby
Mills, Street Department Foreman, to go out on drainage.problems.
I left Public.Works shop at approximately 12:30 A.M., called
Sno-Com and was told.of flooding at the intersection -of
188th and 92nd, 18814 88th Avenue W., and 7615 175th Street.
I went to the first two and found nothin(- at that time. Went
to 7615 175th and found the culvert under 175th partially
plugged and some water running over the street. I tried t.o
unplug'culvert with little success. I then drove around to
check all drainage into the problem area and found eve * rything
was in open and flowing. Went,back to 7615 175th Street and
met resident. - he showed me where water had run into his yard.
The resident said that the plugged culvert wasn't the.main
problem but that there was too much watei� in the drainage
system. He asked me if I had been out on a flooding problem
before— I said that I hadand this has been an ongoing problem
that Bob Franklin has been working on.
