We understand that the construction of a wood deck over the moderate to steep slope behind the
house of the subject residence site is proposed. We also understand that City of Edmonds has
concern about the impact from'construction of the deck on the stability of this slope. At your
request, we have completed an evaluation of the stability of the slope. Presented in this letter
report are our findings, conclusion and recommendations from this evaluation.
SITE CONDITIONS
Surface Conditions
The subject residence site is situated just below the crest of a moderate to steep, westerly -
declining hillside. The ten-ain within the site slopes down westerly initially gently from the east
lot line to the rear of the house, then moderately to steeply past the west lot line down to a
rockery lining the neighbor's driveway. The slope behind the house, over which the construction
of a wood deck is proposed, is covered with dense shrubs and brush.

Geologic Setting and Soil Conditions
The Geoloizic Mar) of the Eastern Half and Part of the Western Half Quadrangles, Washingto ,
by James P. Minard, published by U. S. Geological Survey in 1983, was referenced for the
geologic and soil conditions of the lot. According to this publication, the surficial soil units at
and in the vicinity of the subject residence is mapped as Vashon Till (Qvo underlain by Advance
Outwash (Qva).
Ile geology of the Puget Sound Lowland has been modified by the advance and retreat of
several glaciers in the past and subsequent deposits and erosion. The latest glacier advanced to
the Puget Sound Lowland is referred to as the Vashon Stade of the Fraser Glaciation, which has
occurred during the later stages of the Pleistocene Epoch and retreated from the region some
14,500 years ago.
The Vashon till soil unit is deposited directly by glacial ice during the most recent glacial period
as it advanced over an eroded, irregular surface of older formations and sediments. It is a
mixture of unsorted clay, silt, sand, gravel, and scattered cobbles and boulders, often referred to
as "hard pan". The Vashon till soils over the top two to four feet are normally weathered to a
medium -dense state, and is moderately permeable and compressible. The underlying fresh till is
very dense and is practically impervious to stormwater infiltration. The fresh till has the strength
of low-grade concrete and can stand in a steep natural or cut slope for a long period. If remains
undisturbed and well -drained, the fresh till can provide excellent foundation support with little
settlement expected.
The advance outwash soil unit, normally underlying the Vashon till soil unit, is composed of
stratified sand and gravel with minor amounts of silt and clay, laid down by the meltwater of

advancing glacial ice. Due to its generally granular composition, the advance outwash deposits
are generally of moderately high permeability and drains relatively well. The advance outwash
deposits kre glacially overridden and is generally dense to very dense in its natural, undisturbed
state. It can stand in steep cuts or natural slopes for a moderately extended period of time with
minor raveling when undisturbed. Where exposed on slopes devoid of vegetation cover and
subjected to discharge of concentrated stormwater, the advance outwash deposits may be
gradually eroded and slough to a flatter inclination. The advance outwash deposits in their
native, undisturbed state can provide good foundation support.
Groundwater Conditions
The fresh till soils are of extremely low permeability and would perch stormwater infiltrating into
the surficial more permeable soils. The underlying advance outwash soils are of moderate
permeability and would allow water to seep through relatively easily. The near -surface
groundwater perched over the fresh till soils would fluctuate seasonally. It may dry up
completely in the dryer summer months and accumulate and rise during the wet winter months.
GEOLOGIC HAZARDS AND MITIGATION
Landslide Hazard
The dense to very -dense, fresh, till and advance outwash soils underlying the site at shallow
depth are of moderately high to very high shear strength and have good to excellent resistance
against slope failures. Therefore, it is unlikely for deep-seated landslides to occur on the site.
Erosion Hazard
The surficial weathered soils mantling the moderate to steep slope behind the house are of low to
moderate resistance against erosion, while the underlying dense to very -dense fresh till and

advance outwash soils are of moderately high resistance against erosion. The weak surficial soils
over the slope may be eroded if they are devoid of vegetation cover and overly saturated. To
minimize such hazard, recommendations provided in this report should be implemented during
construction.
Seismic Hazard
The Puget Sound region is classified as Seismic Zone 3 by the Uniform Building Code (UBC),
The dense to very -dense, fresh, till and advance outwash soils underlying the site at shallow
depth should make it rather unlikely for seismic hazards, such as liquefaction or lateral soil
spreading, to occur on the slope. The deck to be constructed over the slope, however, should be
designed for the seismic forces during strong earthquakes. Based on the soil conditions
encountered by the test pits, we recommend that Seismic Use Group I and Site Class D be used
in the seismic design of the proposed buildings in accordance with the 2003 Intemationai
Building Code (113C).
DISCUSSION AND CONCLUSION
The fresh Vashon till and advance outwash soils underlying the residence site at shallow depth
are of moderately high to high shear strength and have good to excellence resistance against
slope failures. We understand that the subject residence was built in the early 1940s. It has
endured three strong earthquakes (the 1949 Magnitude 7.1 Tacoma -Seattle Earthquake, the 1965
Magnitude 6.5 Oly7npia Earthquake, and the 2001 Magnitude 6.8 Nisqually Earthquake) and at
one 100-ycar rainstorm (the 1996 — 1997 Holiday Storm) without damages. We also conducted a
site reconnaissance on July 20, 2007, and found no signs of soil movement on the slope. The
neighbor's rockery lining the toe cut of the slope also appears to be stable without signs of
distress. Therefore, it is our opinion that the slope behind the house is stable. Based on the

geologic and soil conditions of the site and our observations of the site conditions, it is our
conclusion that the slope behind the house will be able to remain stable for the construction of
the proposed deck, provided the following recommendations are implemented during
construction.
RECOMMENDATIONS
Deck Foundations
The minimize disturbance to the slope behind the house, we recommend the proposed deck be
supported on pin piles or helical piers. Two-inch steel pipe pin piles (2.375-inch outside
diameter by 0.154-inch wall) driven with a 90-pound jackhammer to refusal should be able to
develop an allowable bearing capacity of 2-tons per each pile with a factor of safety of at least
1.7. Reffisal is defined as no more one inch of pile penetration for 60 seconds of continuous
driving.
The deck may also be supported on single 8-inch helical piers. A single 8-inch helical pier
advanced into the ground under at least 1,200 foot-pounds of torque will be able to develop an
allowable bearing capacity of 2-tons per each pier with a factor of safety of at least 1.7.
Erosion Control
To minimize erosion on the slope, vegetation cover outside of construction limits of the deck
should be preserved and maintained. Loose spoil soils should not be disposed of onto the slope.
Exposed unpaved ground resWted from construction activities should be re -vegetated as soon as
possible. Re -vegetated areas should be covered with clear plastic sheets until the vegetation is
fully established.

Drainage Control
Concentrated stormwater should not be disposed uncontrolled onto the slope. Stormwater over
impervious surfaces, such as roofs and paved driveway, should be captured by underground drain
line systems connected to roof downspouts or by catch basins installed In paved roadways,
Water collected in such drainage systems should be tightlined to discharge into a storm sewer.

READ THE FOLLOWTNG AND SIGN:
a. Property owners must obtain a permit to install side -sewers on
their property. A licensed side sewer contractor must be employed to
construct side sewers in the public right-of-way.
b. The side sewer contractor assumes full reponsibility for each
E-4 installation for one year.
c. Commercial establishment requires a minimum of a six inch (6")
side sewer line.
8 d. Side sewers may not be installed closer than thirty inches (30")
to any structure.
e. Side sewer lines must be laid at a minimum grade of 2% (1.15 0
and maximum grade of 100% (45 0 ).

f. No turn in side,s8wer greater than 45 (1/8,bend) is 0 allowed
between cleanout. All 90 turns must be constructed of a 45 (1/8
bend) and wye with removable cap.
