Dear Mrs. Guffey:
In answer to your question regarding the utility charge; the
utility charge was established by the City Council as the basis fo r
financing the Sewer Treatment Plant, which was originally requested by
the State Pollution Control Commission. The Pollution Control Commission
advised this city that NO extensions of the city sewer system would be
allowed whatsoever untirtreatment of the sewage was provided.
In determining the way the first treatment plant would be fin-
anced and subsequent extensions, additions, or the building of new treat-
ment plants; the attorney,, after receiving advice on this matter from
several sources, determined that the charge as made would be legal. The
City of Eemonds received confi mation from the AttornU General that the
utilitv charne is not a Dart of ne My i7on ed indebtedness and also
tVewonfirmation of its lenlity.
According to the City of Edmonds Code; 1'5,20.030 UtiliU char2ts.
A. GENERALLY. The utility charges hereinafter set forth 11 be added
to and made a part of monthly rates for water supplied through the meters
as hereinbefore set forth....."
The utility charge is a fixed amount and does not fluctuate
according to a water meter reading. The present charge of $3.00 per month
per living residence became effective February 2, 1970, by City Co mcil
action, after five (5) public hearings pertaining to these rates and
application of funds.
