INVESTIGATION: It was confirmed by Scott Highland of the Water and Sewer Dept. of the City of Edmonds that the City of Edmonds Sewer Division was clearing the sewer main which runs along the norith side of Soundview Pl. He indicated that they were aware of the backup in this residence and the claimant has confirmed that City crews did come to her aid and suggested that she place a towel over the toilet in order to prevent further blowout of the sanitary sewer system via the toilet when they came back down the street for a second cleanout. The City crews confirm that they could see no definite damage. However, at the time of their inspection, there was evidence,that a backup had occurred in the bathroom area. HAHN DIRECTOR RE: Problems with venting of your plumbing fixturesat 18919 Soundview Place Dear Resident: The City's sewer cleaning records show that the home at this address is experiencing problems with the venting of some of your plumbing fixtures when the City crew is conducting cleaning operations of the City sewer line in front of this address. The City's cleaning operation is essential for both you and your neighbors. It cleans debris in lines to prevent plugs, prevents corrosion and potential future collapse, and achieves a better flow characteristic in the public sewer lines. We need to do this often -- perhaps even 3 times a year -- in some critical areas. The City's cleaning operation typically involves the utilization of a high pressure water jet. The problem which occurs at the home is the result of a high pressure surge through your internal plumbing system. A properly constructed plumbing system is designed to easily vent this additional pressure without any visible impact at your residence. An undersized venting pipe (or not having enough vents) cannot handle the pressure surge, and the only release that's available is then through your toilet (or another fixture). The Uniform Plumbing Code typically requires a 211 vent, and further requires a separate vent for each plumbing fixture which is connected to the sewer (a toilet, a sink, a shower). Your home clearly does not have an adequate venting system (you either have a 1-1/411 vent, or not enough of them), and you therefore may continue to experience the pressure surges. The City does not have a choice as far as discharging its responsibility in cleaning the public sewer line. It is therefore up to you to take corrective measures as to how to properly vent your own plumbing system. The City has come up with two options that will remedy your problem: Option 1: Upgrade stack vents for toilet ' s and other fixtures which are experiencing problems to required sizes. Enclose box so it can vent properly when excess pressure is put on house lines. This option would be the cheapest and simplest way of correcting this problem. At the same time, it would allow access to sanitary sewer lines if stoppage should occur. This vent clean -out would allow a place for backup in lines to go before entering your house and causing costly damage. The City would appreciate your expeditious cooperation in this matter. The City must continue proper maintenance of its sewer lines, but we obviously do not wish to see continued problems occurring on your property because of poorly designed vents. It is your responsibility to correct these deficiencies. We cannot keep notifying you each time we come out to clean the line. It's up to you to have a plumbing system that conforms to code. The stream continues west approximately 500 feet before outfalling into the Puget Sound. PROPOSED DEVELOPMENT The site is proposed as a 4 lot short plat, with Lot 4 retaining the existing residence. The existing tennis court and residence on Lot 1 will be removed. Stormwater runoff from developed areas will be conveyed and collected in an underground detention facility sized for I a. 10 year predeveloped release rate and providing storage for a 25 year design storm using Snohomish County Y and W formulas. Stormwater will be released into the stream prior to the 36" culvert crossing. Fruitdale creek passes through the subject property on the west side near the street frontage of Sound View Place. This stream is identified as a Class 2 stream with salmonids. A class 2 stream is a perennial or ephemeral stream with less flow than 20 cfs. When a class 2 stream is used by salmonids, a 50 foot buffer is required from the top of the bank of the stream and a 15 foot building setback from the edge of the buffer. The applicant provided the City with surveyed maps dated 6/5/92 and 7/13/92, outlining the proposed short subdivision. This map showed Fruitdale Creek and a proposed 50 foot buffer and a proposed 15 foot building setback from the creek. Ile applicant also provided the City with a large scale detailed surveyed map of the creek and the creek's buffer indicating that the proposed buffer would be measured from the top of the bank of the stream. A site inspection was made at the subject site by Don Fiene, City of Edmonds Hydraulics Engineer and John Bissell, City of Edmonds Code Enforcement Technician. This site inspection revealed that the provided map conformed with the existing conditions. In addition this inspection revealed that the subject buffer area is currently vegetated with natural shrubs, vines, trees and grasses. The grasses have been cut short to form a lawn. Since this stream is already mapped as a class 2 stream with salmonids and since the applicant has provided detailed survey information delineating the location of the stream, the buffer and the setback, no other information is needed to create conditions of approval of a building permit or a subdivision. Therefore no further studies will be required. I recommend the following conditions be required with the approval of a building permit for the subject site or with the approval of a subdivision request: 1. A separate legal description and tract is to be created for the buffer area as shown on the surveyed maps dated 6/5/92 and 7/13/92 submitted with the critical areas checklist. 2. Ile buffer area shall be set aside as a separate tract with equal ownership to all lots created in the short plat or, the applicant may chose to dedicate this area to the City.. 3. A native growth protection easement shall be prepared in a form acceptable to the City Attorney for the buffer tract, and shall be recorded with the subdivision 4. The east and north east boundary of the buffer is to be physically delineated on the property with a wood fence no more than four feet and no lees than three feet in height. The fence shall not be more than 35 % solid.
