HALL MAYOR The purpose of this letter is to followup on a Building Division correction notice dated 5/13/93, for the construction work completed on your property.' Recent changes in the code exempts permits for hot tubs less than 2000 gallons that are placed on grade. However, permits are required for deck and stair construction 30" inches or more above grade. The City Building Inspector has informed me that the stair configuration leading to the deck area does not meet exemption criteria and therefore a building permit is required. The Building Division is responsible to enforce the provisions of the code equally among all members of the community. Compliance is required by all citizens to ensure equal treatment. According to the available information, a building permit is required for the decking you built around the hot tub. Please complete the enclosed critical areas checklist and permit application and submit these, documents with the permit fee of $41.50 by July 16th, 1993. Our water meter is located on Sound View Place and our house is about 100 yards away. Within a few months after our water line and driveway were installed, we noticed water seeping up through the blacktop. My wife suspected a leak and called the Edmonds Water Department who came out and checked the seepage. They found no indication of a leak on the water meter so we concluded that the seepage must be from ground water, which is not uncommon in this area. In late July of this year, someone from the Water Department left a note on our door saying that we had a water leak which did not show on our meter. That seemed strange so I talked with several people from the Water Department about how I could test for a leak. I did not want to spend time and money looking for a leak if none existed. Finally a man from the Department came out and we determined that, in fact, there was a leak in our water line and that it did in fact show on our meter, but it required about 5 minutes of observation to confirm it. I estimated that we could be losing about 50 gallons of water a day through the leak. I then dug down and found the leak, A and B Plumbing came and repaired the leak and the seepage has stopped. I am writing to request an adjustment on our past water bills because obviously we have not used as much water these past 13 years as we have been billed for and payed for.
