Crews have notified me that it is a ongoing process to remove this material each time they maintain the hydrant which is twice a -year. For your information, it is required by city code to maintain certain distances from ground level as well as surrounding obstructions to assist our fire department in an easy and efficient operation of this utility when it is needed. Please refrain from depositing yard waste in the vicinity in the future for your benefit in the event this hydrant is needed for you or your neighbors. Please note that if city crews need to continue removal of this dirt, you may be billed for the labor incurred to do this in the future. I live at 18927 Olympic View Drive. I have lived heresince Oct. of 1986. I lived in the Bell Aire Condominium before that. I have been an Edmonds resident for thirty five years. I live across the street from the only people on Olympic View Drive who do nothing about the hedge which is on the right of way portion of the property. In the past few years, I have had the permission of both the BeNoits and Dr. Gaylan to trim their hedge (at my expense). It has not been trimmed for the past four or five years. Just recently, I asked for permission again to trim the hedge. Dr. and Mrs. Gaylan were very happy to have me do this work at my expense. They said they felt that since it is on city property, they should not be responsible for keeping it trimmed; therefore, they let me do whatever I wanted. I paid $1,000 for this work. When the landscapers asked the Benoits for their permission, they said that they would not let me trim. I filed a Complaint with the city, and up until yesterday, heard nothing. On Sunday, an officer Rogers of the Edmonds Police came to my home and accused me of damaging the Benoits trees. Of course, this is preposterious, but nevertheless, I was accused. I cannot see any damage from my side, and I told the officer that if I were going to damage a tree, I would at least give myself more view. I told him that I would be a FOOL to do anything so stupid, living right across from them, and after I had filed a Complaint with the city. Very obviously, someone is trying to get back at me, by staging this charade. I am 59 years old, and have never broken a law in my life (except for speeding) and do not intend to start now. Sorry this is longer than I intended. The Benoits told the officer that their hedge had been there since 1982, and that they did not have to trim it. Ann told me that that the ordinance started in 1980, and did not include the Public right of way portion, just private property; therefore, I should be able to trim the hedge, which is now blocking my view, which is a big part of the value of my property (I have gone through a seven year long battle in court to preserve my rights, and will most likely have to sell my house and move back into town in a Condo in the near future. I have been in the process of improving my property at great expense. I have even offered to pay for doing more on their property to help them, if they would let me, including a trellis with Wisteria, but it must have just made them angry. I don't know why. I called Officer Rogers yesterday, after I talked to Ann. He told me again that the Benoits told him the hedge had been there since 1982, which is after (obviously) 1980. The hedge should be cut to six feet, and even if it was there longer, I believe that since it is on the right of way, it should be to six feet. There is also a precedent for cutting as it has been cut several time; before, with no problems. They have allowed two different landscapers of mine to cut it before this. Why not now? I am asking for your permission to trim this hedge to six feet, and keep it to that height. This is only about possibly 80 or 90 feet, and would help me immensely. I am very upset about being falsely accused for something so stupid; however, I take all things seriously, and I realize that it would be me that would want the trees shorter, but to do damage, which is malicieti's is plain crazy. Thank for your cooperation in this endeavor. If this cannot be done, or if it can, could I also be allowed to remove selective branches on the pines in the middle of Blake Place. This would help me a lot also. I don't think this is asking a lot. Why the hedge being shorter would be a problem, or the trees limbed is a mystery to me. Sincerely, Olaree E.
