Our inspection revealed the fan is disconnected and although an ancillary fan is provided which circulates air, it is not exhausting air to the exterior, which is required by the International Mechanical Code. Therefore, pursuant to International Mechanical Code Table 403.3, toilet room exhaust ventilation shall be provided at a minimum of 75 cftn per water closet or urinal and shall properly exhaust to the exterior of the building. As facility manager for the Antique Mall, this correction shall be complete by August 25, 2006. Failure to provide a code compliant fan by this deadline shall result in the start of the civil penalties process whereby compliance to the codes shall be secured and fines may result for non-compliance. It is not the City's intent to cause you undue hardship however, compliance to the codes is mandatory for the fair and equal treatment of all citizens and is required for the health and sanitation of the public at large. ESNW sampled, logged, and observed two test pits. It is our understanding that infiltration methods, such as infiltration tre ' nches, may be utilized for the proposed building and parking improvements at the subject site. Sand deposits encountered at the test excavations throughout the site possess moderate infiltration characteristics. The approximate locations of the test pit excavations are provided on the attached site plans. Test pit logs and sieve analysis data are also provided cis an attachment to this letter. Test Excavations Test pits TP-1 and TP-2 were excavated at representative locations within the site (see attached site plans).. The excavations were advanced to depths of approximately six feet below existing grade. The test pits were observed approximately two hours after a high tide of positive 9.8 feet. Soils were observed to consist of sand and loamy sand (USDA Classification). Groundwater was observed at a depth of 4.5 feet. Soil throughout the test pit excavations were uniform with respect to the sand deposits. Design Infiltration Rate For design, the long term infiltration rate was evaluated based on the criteria specified in the referenced 2005 DOE Manual (Section 3.3.6). Table 3.7 of the referenced DOE Manual provides criteria for estimating the long term infiltration rate based on sieve analysis data and soil classification. Based on the sieve analysis data from soil samples collected at test pits TP- 1 and TP-2, the soil is classified as. a very gravelly coarse sand to gravelly loamy sand. Based on Table 3.7 values, the tested soils would correspond to long term infiltration rates of approximately 0.5 in./hr. to 2.00 in./hr. Based on the sieve analysis testing and observation of soil conditions by the undersigned during the field exploration, the criteria specified in Table 3.7 of the referenced DOE Manual is an acceptable method for deriving a long term infiltration rate. Based on review of the soil data and referenced DOE Manual (and the overall uniformity of the sand soils), the following long term infiltration rate is recommended for design: 9 Recommended Long Term Infiltration Rate 0.5 in./hr. The. above recommended infiltration rate is relatively conservative, in our opinion, given the adoption of the lower (loamy sand) value recommended for design. Salish Landing was formerly the Edmonds Shopping Center. The property is located on the northeast comer of the intersection of Sunset Avenue and Dayton Street (see Fig. 1). The shopping center was reportedly built in 1966 and the buildings were supported on piles with lengths on the order of 10 to 23 feet. Soils underlying the site of the shopping center include highly compressible peat that has contributed to as much as 3 feet of differential settlement between 1966 and 1980 when 3 geotechnical borings were advanced at the site to provide recommendations for building improvements. The locations of these borings, B-1-80 thru B-3-80, are shown on Figure 2 along with our estimates of the depth to the top of the soil bearing stratum. Additional borings were drilled at the site in 1991 in conjunction with other improvements at the shopping center. The locations of these borings are also shown on Figure 2 as Borings B-1-91 thru B-3-91 and logs of all borings are presented in Figures 3 thru 7. Based on our review of the existing borings logs as well as our reconnaissance of the exiting conditions at the site, settlement and maintenance of the parking lot will be a 3213 Eastlake Avenue East Suite B Seattle. Consequently, long,term settlement must be anticipated for any structure, including the paved parking areas that are not supported on piles. Settlement in the parking areas will also affect site utilities and may result in breaks of water service lines as well as breaks and sags in sewer lines. Additionally, it appears that the augercast pile supported sidewalk on the east side of the former Safeway building had settled about 6 to 8 inches. This sidewalk, however, has been demolished as part of the proposed site improvements. Because of the settlement prone soils underlying the site, we recommend that the new sidewalks, decks, and landscape planter structures be supported on 3 inch diameter pipe piles that are driven to refusal in the underlying competent glacially consolidated soils. Detailed design recommendations are as follows: Pile Capacity - The number of piles required depends on the magnitude of the design load. An allowable axial compression capacity of 6 tons may be used for 3-inch diameter piles with an approximate factor of safety of 2.0. Penetration resistance required to achieve the capacities will be determined based on the hammer used to install the pile. Tensile capacity of pin piles should be ignored in design calculations. It is our experience that the driven pipe pile foundations should provide adequate support with total settlements on the order of V2-inch or less. Pin Pile Specifications - We recommend that the following specifications be included on the foundation plan: 1. 3-inch diameter piles should consist of galvanized Schedule-40, ASTM A-53 Grade "A" pipe. 2. 3-inch piles shall be driven to refusal with a minimum 650-lb hydraulic hammer. The driving criteria will be determined based on the actual hammer size selected by the contractor, and a static load test program (see discussion in Item 3). 3. At least 3% (but no more than 5) of the 3-inch pin piles should be load tested. All load tests shall be performed in accordance with the procedure outlined in ASTM DI 143. The maximum test load shall be 2 times the design load. The objective of the testing program is to verify the adequacy of the driving criteria, and the efficiency of the hammer used for the project 4. Piles shall be driven in nominal sections and connected with compression fitted sleeve couplers (see detail below — Courtesy of McDowell Pile King, Kent, WA). We discourage welding of pipe joints, particularly when galvanized pipe is used, as we have frequently observed welds broken during driving. 13-063 Salish Crossing.doex PanGEO, Inc. The quality of a pin pile foundation is dependent, in part, on the experience and professionalism of the installation company. We recommend that a contractor with experienced personnel be selected to install the piles. Lateral Forces - Lateral capacity of vertical pin piles should be ignored in design calculations. Some resistance to lateral loads may be accomplished by battering the piles to a slope of 3(H): 12(V), or steeper. Grade BeamtPile Cap Embedment - We recommend that the grade beams and pile caps located around the perimeter of the structure be embedded such that the bottom of the grade beam is at least 12 inches below the adjacent ground surface. Estimated Pile Length - The required pile length in order to develop the recommended pile capacity may vary depending on the actual subsurface and driving conditions encountered. For planning and cost estimating purposes, we estimate that an average pile length of about 30 feet will be needed. Obstructions - Obstructions may be encountered during pile driving. Where possible, the obstructions should be removed to facilitate the pile driving. If obstructions cannot be removed, the structural engineer of record should be notified to revise the pile layout to accommodate the adjustment. We prepared this report for Salish Landing LLC and the project design team. Recommendations contained in this report are based on a site reconnaissance, a review of pertinent subsurface information, and our understanding of the project. A. Parker Development Co.., Inc. hereby withdraws its application for the vacation of the subject street areas. After discussing the problem with Mr. Larson, we have been convinced that a program wherein we would pave the subject areas at our own expense to city specifications, and use the space for parking under a "use permit" would be more in keeping with the policies of the city. We understand that though the street is at present unimproved, there may at some future date be a need for such a street in the event that the Great Northern roadbed is used for rapid transit. We therefore apply for a "use permit" for utilization of the subject street areas for parking attributable to our shopping center adjoining. Conditions of such permit would be that we improve the property at our own expense, provide replacement parking in the future an our other property if full street improvements are deemed.necessary by the city, and maintain and sweep the properties under the "use permit" in the interim. We wish to express again our appreciation for the fine cooperation we have received from all departments of administration for the city of Edmonds in the development of the Edmonds Plaza shopping center and hope that the withdrawal of our vacation peti- tion in favor of the "use permit" approach to our desire for additional parking will be acceptable to the City Council.
