Dear Mr. Fenwick:
I have reviewed your account and will allow a credit for the billing period between
April 26, 1999 through August 25, 1999 in accordance with our City policy. The policy
states that the customer will be billed at the retail rate based upon the average water
consumption for the same period during the previous year. In.addition, the excess water
lost from the leak will be billed to customer at the City's wholesale rate with a 15%
surcharge added for administrative cost. Only one leak credit will be granted in any three-
year period.

When I received my July 21, 1999, water bill I noticed that my consumption had
increased dramatically. This led me to check my water line and discover a leak therein. I
immediately repaired the problem.
Between the time you read my meter (6-25-99) and the billing date (7-21-99) almost an
entire month had elapsed. During which time the leak remained undetected. Thus, the
consumption from 4-26-99 to 8-25-99 totaled 61 units. My normal consumption for this
same period by my estimates should have been about 32 units. (Note: During the June to
August time period last year my consumption rate spiked upward to 26 units because I
pressure washed my house, outbuilding and fence in preparation for painting.)
I am writing you to request a credit for the approximately 29 units of water consumption
that occurred due to a leak in my water line. If this request is in keeping with your policy
concerning water line leaks please reflect the credit on my next bill.

It is my understanding that in certain situations you allow a
customer credit for charges resulting from a water main leak. I
am writing you this letter to request such consideration.
On April 23, 1993 1 purchased the house at 19005 - 80th West. On
May 17, 1993 1 contacted the Water Department to investigate
surface water on the road easement in front of my neighbor's
house. They found that it was my line leaking and I had it
repaired the same day.
I have enclosed for your review the two bills from the City of
Edmonds I am requesting some credit for and a copy of the repair
invoice from my plumber. To help you in estimating normal
consumption you should know that I am the sole occupant of this
home and have two children who visit every other weekend.
