Edmonds, WA 98020 February 26, 1987 Director Dept. of public Works City of Edmonds Civic Center Edmonds, WA 98020 Dear Sir: FILE 0 Ft%t P ',AR 13 1987 I'm concerned about a dangerous situation on 196th SW at 80th W, where drivers in the right lane need not obey the sign to TURN RIGHT ONLY! West bound in the right lane, one is apt to see a small sign or two warning of the lane end, one of which is obscured by a small deciduous tree at times. Regardless, despite the warnings, the lane user is not forced to turn right as stated! it would appear that the signs lie, or simply imply an empty threat, because time after time, I and many others are endangered by the "me first" type driver who knows this and forces his/her way through at the bottom of the hill. Lights glare and tempers flarel This need not be. This and similarly dangerous patterns (e.g. 76th and 208th, among others) warrant attention and serious study of alternatives. Unlike Lynnwood which invites liability claims by giving no lane end warning, some cities plant semi -barriers such as the (approximate) 1011 x 311 buttons along the projected median of the cross street, some 71 across the arterial and spaced some 5-611 apart. The noticeable bump would remind violators to plan ahead next time (as well as learning that Edmonds is serious about traffic safety rules). Some speedsters may even find that they seldom get ahead by forcing others back. PUBLIC WORKS More advanced warning appears well warranted at this busy point, such as hanging an overhead westbound "Lane Ends" warning sign (or at least display slanted arrows) at the intersection of 196th and 76th. Even knowing that lane change is inevitable, some native drivers manage to sleep all the way from 76th to 80th, which is bad enough, but watching a stranger enter the existing trap west of 76th evokes empathy for the dilemma he is about to face. of course, a final solution would be found if Edmonds were to be truly bold and innovative. Simply dig a 1011 x 6811 slit trench across the right lane along the projected median of 80th, reinforce the edges with concrete, but add no above surface curbing. Oh yesl Do fill it to within 311 of the top not with soft dirt, not sharp tacks. Now for the coup de foudre! Flaunt the city's beautfication theme by planting a low hedge of perennial flowers and add an overhead "Welcome to an Edmonds Kind of Day" sign for other cities to admire and muse, "Now, why didn't we think of the "beautiful barrier" idea?" After all, weren't flowers, rather than tires meant for smelling? The prime question remains serious, however. Does the city mean what it says, or do their signs really lie? Thank you for your early attention to this vintaged safety problem. Very truly yours, Robert E. sarvis
