The Edmonds Police Chief sent a copy of your letter to the Engineering Division
for our response. Your concern for the safety of pedestrians at Olympic View
Drive and Puget Dr. is appreciated. Shortly after that traffic signal was
reinstalled in 1990, the Public Works Division installed a warning sign on
Olympic View Drive reminding drivers to stop for pedestrians in the crosswalk.
As you are no doubt aware, that is the state law. It is unfortunate that some
drivers have chosen not to obey that law.
Your suggestion to stop all traffic in all directions for pedestrians to cross has
been used in some jurisdictions. It is however typically used in downtown areas
where there is a high volume of pedestrian traffic. To change an intersection
such as this one would cause undue delay to motorists, while improving the
crossing for pedestrians only marginally. If you continue to notice motorists not
yielding to the pedestrians, you should report them to the Edmonds Police
Department.

In July of 186, ,your dept. personnel cnm,e to the above address
And moved the water meter from its location to a new one on
Olympic View Dr.
The following meter reading indicAted a leak in the system, a
craeping meter. Personnel from the water dept. came back and dug
several inspection holes Along the pipe line. It was determined
the leak wns on my property. Bobby Mills refused to have water
dept. personnel investigate Any further. He told me if I could
show proof of the leak being caused by nny thin; the water dept.
did, they would reimberse me for the wasted water.
Our bill is '"•U3. - "'37. per rending. .Four billings came in at
58. - >162. This average is 4.20. per bill in excess. There are

feel the leak was caused by City Personnel. I will give you the credit
as stated before the first billing period. I feel the age of the
material is what contributed to the leak and not the relocation of our

As you stated in your letter dated May 12, 1987, I told you that if you
could prove that the City crews did in fact damage your service line,
we would be more than happy to reimburse you for water loss and the
repair.
To date, we have not been called to 19211 Olympic View Dr. to inspect
the damage nor 'did we see any proof of damaged material which would
allow me to pay the expense you requested. You stated a connection had
to be replaced. Had you called me or the Water Section to inspect the
leak, I would have something to go on. For that reason, I must refuse
to reimburse you per your request.
Also, for the water leaking for eight months, your request for
reimbursement is again unreasonable. The City's policy is credit for
one period only which I will authorize.
Should you have any additional questions, please feel free to give me a
call at 771-3202, extension 296.
