I apologize for being unable to address you properly by
name. I called on you at home this morning, while on my way
downstream to survey the mud deposits from the emergency
discharging of Chittenden_ pond during the severe rainstorm
several nights ago. The situation was such that our pond was
overflowing in torrents, tearing away dirt and gardens behind the
dam, so that immediate opening of the lower gate appeared to be
the only remedy at that late hour.
The primary purpose for my walk down -stream this morning was
to advise all persons through whose property the creek flows,
that as soon as our pond resumes its normal flow next week, the
Chittenden Pond Committee will carry through with a cleanup of
whatever mud deposits have disturbed the immediate vicinity of
the stream. All residents we were able to reach express an
understanding and empathetic attitude toward our handling of the
emergency brought about by the heavy rainstorm. We sincerely hope
that you were not overly affected by this unavoidable course of
action. I would be more than pleased to meet with any of you at
your convenience should you wish further explanation.
This summer a meeting is contemplated of all residents
bordering our creek to talk over our responsibilities as
"concerned Keepers" of our creek and its environment. Also to be
discussed will be the perennial problem of storm sewer pollution
of the creek by hazardous materials. The meeting will be hosted
by the Chittenden Committee, and the guest speaker is expected to
be a representative of the FISH AND WILDLIFE SERVICE from our
area.

Attached you will find items' of correspondence with Mr.
ChittendenPlease note that he has a large water bill
due to no fault of his,own. Vandals (kids, I assume),
went i-n and turned on,'a faucet on a vacant lot which the
meter;'/reader found due to a high reading and notified
Mr/Chittenden. He/was very appreciative of this. He
does understand his responsibilities and only asked for
Aome consideration, if possible.
I recommend two things; 1) allow him a reduction on a
leak credi7/t'of $100.00 and allow him to make payments
of $50.00 per month; 2) not allow a reduction and allow
him to pay $50.00 per month.
As you know, this is my responsibility, though I ask
your recommendation. Mr. Chittenden has been a long
time resident and his willingness to cooperate with the
City has been good over the years.

discussing it with you. It came in yesterday and gave me the shock of nay
life: d This especially since over the last 5 yrs my LZUAL bill ranged from
J145 (1979) to �10, vh ile the averaF,e for the June -July period (v+>h ich this is)
has run 532 to �48.
Robert, I don it know what you people can° did about this; you would have to
drop by and take a look to understand how it could happen. It was deliberate
vandalism. Some neighbor - kid got in there -and opened up the last
faucet in the line. Pretty sure I know vdlo it was, but cannot prove it.
Originally we had this garden line running froMthe south side of the house
around the south end of the pond; 5 stems in all, and this kid picked the one
farthest from the house. Since we subdivided in 1967 I practically never go
over there anymore. In fact itrnow so overgrown with brush, blackberries, etc.,
that all but that one faucet are buried out of sight.
I DID notice that pressure in the house was down a bit the past week, but
attributed this to normal summer load. I SHOULDhare-s1uhbed off this line
years ago but there were reasoner why I could not do this.
I would appreciate any consideration the Department can give to this
problem, and very much appreciate your field representative letting me know
about the meter check when he did.

The City of Edmonds Public Works and Engineering Departments
will--hold'an informal public hearing on Tuesday, May 24, 1983
at 5:30 p.m. at the Community Services Building (old library),
250-5th Ave. N. This hearing is to obtain and discuss ideas
to update the intersection at Puget Way and Olympic Avenue.

Re proposal on revdrse: I Probably will not be able�to attend the Hearing
May 24 next, so am sending this letter.
I am sure all of us flanking this intersection believe your proposal has
merit since up to now earlier corrective stdps have not been effective. I under-
stand a full traffic light is proposed here. I do not belyeve this is necessary
and have s suggestion for a less expensive instln which shod prove effective,
(see diagram).
By introducing a slightly curved center rib at the point shown, then erecting
a stop sign near the little bridge over the creek, an effective deterrent should
be created..
The center rib especially will force southbound traffic planning to turn
onto Olympic Avenue to slow down if they expect to make the turn at all. The
stop sign merely makes it "legal."
