READ THE FOLLOWING AND SIGN:
a. Property owners must obtain a permit to install 'Side sewers on
their property. A licensed side sewer contractor must be employed to
construct side sewers in tlYe public' right-of-way.
b. The side sewer contractor assumes full reponsibility for each
installation for one year.
C. Commercial establishment requires a minimum of a six inch (6")
side sewer line.
d. Side sewers may not be installed closer than thirty inches (30")
to any structure.
e. Side sewer lines must 0 be laid at a minimum grade. of 2% (1.15 0
and maximum grade of 100% (45 ). 0
f., No turn in side s8wer greater than 45 (1/8,bend) is 0 allowed
between cleanout. All 90 turns must be constructed of a 45 (1/8
bend) and�Mye with removable cap.
g. No down spouts, footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel is require ' d for bedding when installing sewer lines
through other than granular soil.
i. Cleanouts are required at 30"-60" from each plumbing exit line
and at minimum intervals of 100' along sewer 'line tun.
j. Trenches within City right-of-way must be restored to original
conditions. Contractors shal.1 be responsible for right-of-way failure
due to poor compaction of fill.
k. Side sewer must be left uncovered until inspected and approved
by the City.
1. Inspection during normal working hours only. Two (2) working
days notice required.

To answer your inquiry regarding utility charges, the following
will explain the basis for the utility charges you are paying bi-
monthly.
In 1970, Ordinance No. 1465 was passed by the City Council.
This ordi-nance redesignated the "Sewer Service" charge as the
Utility Charge.
These charges develop revenue to provide For such things as
sanitary sewage collection, treatment, disposal and outfall,
together with storm and surface water collection and disposal.
Also, in 1977 the City Council. reaffirmed their position regard-
ing utility charges and stressed that "persons not connected to the
sewer systems have received from their I )ayment of the utility charges
to including mitigation of pollution in Puget Sound and streams,
prevention of soil instability, increase sewer and storm drainage
capacity, development, refinement and improvement of.comprehensive
W
storm and sewer plans, and long range planning for specific areas
now unconnected to the sewer system.
It was a pleasure to talk to you again, and I hope this will
help explain the utility charges.

Dear Mr.' Williams:
By previous letter of October 23, 1981f you were advised
of City ordinances that require you to connect to the City
sanitary sewer system since you own property located within
200 feet of a sanitary sewer line. However, as of this date
I am advised by the City Engineer that you have taken no
steps to connect your property to the sewer system.
As you wege advised by the City Engineert Section
18-10.010 of t e Edmonds Community Development Code requires
all owners of property located within 200 feet of a sanitary
sewer line to make connection within 60 days from completion
of said sewer line# or from acquiring your property.
Ordinances of the City provide that any person who fails
to connect to the City sewer system shall be guilty of a
misdemeanor, and upon conviction thereof, be punished by a
fine of up to $250 or imprisonment of up to 90 dayst or both
such fine and imprisonment. In addition, ordinances of the
City provide that each and every day of continued violation
may be considered a separate offense punishable as set forth
above. Moreover, Section 18.10.010 of the Edmonds Community
Development code provides that in addition to criminal penal-
ties# the City may direct the Public Works Director to termi-
nate water service to the property that fails to connect to
sanitary sewers$ andf in addition, the City may cause the
connection to be made and thereafter cause a lien to be
attached to the property for the costs of connection.
If, within 10 days from the date of this letter, you
have not made application to the Engineering Department for
connection of your property located at 19224 - 76th Ave. Went
to the City sewer system, the City will have no choice but to
take all available steps to enforce its ordinances* including
initiating appropriate criminal proceedings in the South
Snohomish County District Court# terminating water service to
your propertys and/or ordering the work to be done by City

forces and attaching a lien to your property thereafter. The
choice is entirely yours,
Either bring yourself into compliance with City Code# or
the City will be forced to take all available action to
enforce its ordinances.
By copy of this letter I am requesting the City Engineer

connection, and whet�er I or not you are proceeding *xpedi-
tiously to connect your property to the City sewer system.

Our records indicate that you are not connected to the sanitary
sewer.
The City Code requires that you connect to the City sewer and
that if a health hazard exists, the City may shut off your
water supply.
It appears that a health hazard exists. Therefore, the conn6c-
tion must be made as soon as possible.
Please make the connection by October 30, 1981 or notify me in
writing of your schedule.
For permits and other information regarding the technical re-
quirements of the installation, please contact our Building De-

belonged to Frank Ross, who passed away in 1974. Ms. Ross,
sister to Frank Ross, presently resides in California and

sometime in June or July, 1976. Ms. Ross contacted our office
4/13/76 and was referred to Engineering for calculation of
the connection fee. At that time, Engineering granted an
extension to June/July 1976. On 6/15/76, we will check to see
if Ms. Ross has returned from California.

Trejo submitted a letter to the Kiyor requesting an extension
to the end of May. On S/5/76, a certified letter was sent
granting an extension to 5/31/76i On 6/3/76, connection had not
been completed; therefore, water service was terminated. After

the home owners called the office, we granted an extension t6

Mr. Small of the connection fee and,required he contact our
office by S/6/76. Mr. Small then directed a letter to the Mayor
on 5/7 requesting an extension. By Ron Whaley's directive, we
sent a certified letter on 5/19 granting a 90-day extension
until 8/IS/76.

the Lowery's.

On December 28, 1981 you applied for and paid for a permit to
connect a side sewer to your property. The side sewer crosses
a separate lot which requires an easement.
An easement was prepared by the.City Engineering Division and
given to you to sign and have 'recorded with the Snohomish
County Auditor. Also, the side sewer was inspected and
approved for -cover on January 29, 1982 as a matter of safety.
However, the subject 'permit cannot be given final approval'
without a copy of the recorded easement. Please send us
a copy of this recorded easement as soon as possible.

To answer your inquiry regarding utility charges, the following
will explain the basis for the utility charges you are paying bi-
monthly.
In.1970, Ordinance No. 1465 was passed by the City Council.
This ordinance redesignated the "Sewer Service" charge as, the
Utility Charge.
These charges develop revenue to provide for such things as
sanitary sewage collection, treatment, disposal'and outfall,
together with storm and surface water collection and disposal.
Also, in 1977 the City Council reaffirmed their position regard-
ing utility charges and stressed that "persons not connected to the
sewer systems have received from their payment of the utility charges
to including mitigation of pollution in Puget Sound and streams,
prevention of soil instability, increase sewer and storm drainage
-capacity, development, refinement and improv6men� of comprehensive.
storm and sewer plans, and long range planning for specific areas'
now,unconnected to the sewer system.

We have recently received a complaint regarding odors which are
apparently coming from you r sewage drain field.
Our records indicate that you are not connected to the sanitary
sewer.
The City Code requires that you connect to the City sewer and
that if a health hazard exists, the City may shut off your
water supply.
It appears that a health hazard exists. Therefore, the conn6c-
tion must be made as soon as possible.
Please make the connection by October 30, 1981 or notify me in
writing of your schedule.
For permits and other information regarding the technical re-
quirements of �he installation, please contact our Building . De-
partment at 505 Bell Street.

Since this is Mr. Williams' second request for an
extension due to.unemployment, it is my recommendation
that a 90-day extension be granted instead of 6 months
to a year. During this time, approximately four other
possible "hardship" cases will need to be handled when
extensions run ou�. These four possible hardship cases
are:

system. However, your connection fee of $360 must be paid in full
prior to obtaining a Side -Sewer Permit.

this connection must be completed by April 13, 1976.. If the,connection
is not completed within this time, water service to the subject property
will be terminated.
