Gentlemen,
A water quality discharge problem was brought to my attention on October 28, 1993.
Milky white water was spotted in the storm drain system downstream and was traced to
its origination at a residence in Edmonds that was being painted by your company.
The discharge of untreated wastes to waters of the state constitutes a violation of RCW
90.48.080 of the Washington State Pollution Control Law and could be subject to
enforcement actions, which includes penalties up to $10,000 per day.
A copy of this letter is being mailed to the Washington State Department of Ecology.
