RE: Wetland Stream Reconnaissance for Tax Parcels: 00425100000300 and

On January 14, 2015, Wetland Resources, Inc. (WRI) performed a site reconnaissance to
preliminarily evaluate the presence/absence of anadromous and resident fish within the on -site
stream and wetlands on and in the vicinity of the approximate one -acre site located at the above -
mentioned tax parcels in the city of Edmonds, WA. An electrofishing analysis was not conducted
due to stream conditions and seasonal restrictions on sampling.
SITE DESCRIPTION
Access to the site is via an existing driveway off of Olympic View Drive. An existing single-family
residence is located on the southern portion of the site, with most of.the northern parcel
composed of maintained garden and grassy lawn. Site topography is a moderate west aspect
slope. A small creek enters the southern parcel from a culvert under Olympic View Drive and
flows west through the property along the south side of the single-family residence. It flows into a
small man-made pond in the western portion of the property. This pond extends off -site to the
west, where it outlets into a narrow concrete spillway that extends approximately fifteen feet
before cascading down approximately ten feet into a much larger pond. Surrounding land use is
primarily residential. Vegetation on the subject parcels is a mix of ornamental and native species
including: English ivy (Hedera helix), western red cedar (Thuja plicata), yellow archangel (Lamiastmm
galeobdolon), English holly (Ilex aquifolium), sword fern (Polystichum munitum), rhododendron
(Rhododendron spp.), weeping willow (Salix cultivar), English laurel (Prunus laurocerasus), and snowberry
(Symphoricarpos albus). I
METHODOLOGY
Prior to conducting the on -site investigation of the project area, public resource information was
reviewed to identify fish presence within the sampling area. These sources included the,
USDA/NRCS Web Soil Survey, WDFW SalmonScape Interactive Mapping System, WDFW
Priority Habitat and Species (PHS) Interactive Map, the City of Edmonds watersheds map, the
Snohomish County SnoScape mapping tool, the WDNR Forest Practices Application and
Review System (FPARS) water typing map, and the Edmonds Community Development Code

(ECDC).
Wetland Resources' staff conducted a site visit in January 2015, to locate wetlands and streams
on -site and within 200 feet of the subject property. Wetland conditions were evaluated using
routine methodology described in the 2010 Regional Supplement to the Corps of Engineers Wetland
Delineation Manual: Western Mountains, Valleys, and Coast Region (Version 2.0), (referred as 2010
Regional Supplement). The methodology in the 2010 Regional Supplement coincides with the
methodology described in the Washington State Wetlands Identfitcation and Delineation Manual
(Washington State Department of Ecology publication #96-94, March 1997).
The following criteria descriptions were used in the boundary determination:
1) Examination of the site for hydrophytic vegetation (species present and percent cover);
2) Examination of the site for hydric soils;
3) Determining the presence of wetland hydrology
Based on the results of the site reconnaissance, one on -site Type Np stream within the boundary
of the subject parcel. No wetlands were identified within the boundary of the assemblage or
within 200 feet. The on -site stream was depicted on several of the above online mapping
resources, labeled as either "Fruitdale Creek" or "Fruitdale On The Sound Creek". DNR's
FPARS Map shows a fish passage barrier directly downstream of the subject property. None of
the referenced online resources show the on -site portion of the creek as being anadromous or
resident fish habitat, nor does ECDC 23.90.010(A)(1) list this creek among those within the city
of Edmonds in which anadromous fish are known to occur. Online resources show the stream
continuing upstream between 1,400 and 2,000 feet beyond the subject property to the east.
All pools, including the small man-made pond, within the on -site reach were .visually examined
for fish presence starting on the downstream end and slowly working upstream. With the
exception of the small man-made pond, the characteristics of the channels did not provide any
pools that were three square feet in size and/or one foot in depth
FINDINGS/RESULTS
The on -site stream was observed and the presence of the fish passage barrier depicted on the
online FPARS map was verified. No resident or anadromous fish presence was visually observed
in the on -site stream or small on -site in stream pond. ,
Based on the lack of fish observed during my site investigation efforts and the presence of a
downstream fish passage barrier, the stream does not appear to support resident or anadromous
fish. In addition, based on physical stream parameters (gradient, width and open water), it does
not appear to provide the necessary habitat. Existing, available on-line resources also all depict
the on -site and upstream portion of this stream as non -fish habitat. As a result of the above
information, the lack of observed fish, and the appearance that the stream is perennial, it appears
that a Type Np classification is appropriate for the on -site stream segments. Per ECDC
23.90.040(D)(1)(e) Type Np Streams in Edmonds are designated a 50-foot protective buffer from

their delineated ordinary high water marks.
Fish presence/absence was not directly observable in the large in stream man-made pond due to
its off -site location. This pond is within the reach of Fruitdale Creek that has the potential for
anadromous fish access due to lack of fish passage barriers. It is therefore classified as a Type F
anadromous fish -bearing stream, adjacent to non-anadromous fish -bearing stream. Streams with
these characteristics are designated 75-foot protective buffers from their flagged ' ordinary high
water mark. This buffer will extend slightly into the triangular portion of Tax Parcel
-00425100000400, but due to the shape of the lot will not likely impact any potential building
footprint.
USE OF THIS REPORT
This Wetland and Stream Reconnaissance Report is supplied to Gilbert Construction Co. LLC.
as a means of determining the presence of critical areas as required by the City of Edmonds.
This report is based largely on readily observable conditions and, to a lesser extent, on. readily
ascertainable conditions. No attempt has been made to determine hidden or concealed
conditions.
The laws applicable to critical areas are subject,to varying interpretations and may be changed at
any time by the courts or legislative bodies. This report is intended to provide information
deemed -relevant in the applicant's attempt to comply with the laws now in effect.
This reconnaissance and report conforms to the standard of care employed by wetland ecologists.
No other representation or warranty is made concerning the work or this report and any implied
representation or warranty is disclaimed.

During review and inspection of the subject site, it was found that the site may contain (or be.. adjacent. to) critical.
areas, including a Stream pursuant to Chapter 23.40and 23.90 of the Edmonds Community Development Code
(ECDC). Cited sections of the Edmonds Community Development Code (ECDC) can be found on the City, of
Edmonds website at www.ci.edmonds.wa.us.
The subject property is located on -west s,ide of Olympic View Drive Street. The property is lot 5 of Chittenden's
Addition (AFN 2141981). The site gently slopes westward from Olympic View Drive to a comment Tract A of.
Chittenden's Addition. Fruitdale'Creek flows through the common tract adjacent to the subject property and a
couple of ponds located in the comment tract. Buffees.from Fruitdale Creek extend onto the subject property.

General Report Requirements
Critical Areas Reports identify, classify and delineate any areas on or adjacent to the subject property that may
qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific
development proposal. If a specific development proposal results in an alteration to a critical area the critical
areas report will also contain a :mitigation plan. You have.the option of completing the portion of the study that

classifies and delineates the critical areas and waiting until you have a specific development proposal to complete
the study: You. may also choose submit the entire study with your specific development application. Please review
the minimum report requirements for all types of Critical Areas which are listed in ECDC 23.40.090.1). There are
additional report requirements -for different types of critical areas (see below). Note that it is important for the
report to be prepared by a qualified professional as defined in the ordinance. There are options on how to
complete a critical areas study and an approved list of consultants thatyou may choose from. You may contact the
Planning Division for more information. General Mitigation Requirements for all Critical Areas are discussed in
ECDC 23.40.110 through 23.40.140.
Streams
Shell Creek or its tributary is on or near the"subject property. Streams are areas where surface waters produce a
defined channel or bed which demonstrates clear evidence of the passage of water. Streams need not contain
Water year-round'. Streams are regulated as types of Fish and Wildlife Habitat Conservation Areas. Streams are
classified according to whether or not they run year round and whether or not they support fish populations
according to the classification system listed in ECDC 23.90.010.A.1. The minimumbuffer widths for streams vary
depending on the type of stream and are listed in ECDC23.90.040.0.1. In addition to the general_ requirements for
Critical Areas reports referenced above, specific Critical Areas report. requIrements for Fish and Wildlife Habitat
Conservation Areas are provided in ECDC 23.90.020.A to C and additional technical information requirements for
streams are listed in ECDC 23.90.020,D. Development proposals that encroach into streams or their buffers or
building setbacks may be allowed through the approval of certain processes. The width of a stream buffer may be

Thecriteria applied to buffer averaging are listed in 23.90.040.D.2. The maximum amount that the buffer width
can be reduced at any single location through buffer averaging is.50%. Development proposals that.propose
encroachments into, buffers beyond what is allowed through the above methods require a Critical Areas Variance
