City crews, have identified an obstruction created by trees in front of
your residence obstructing easy access to the existing fire hydrant.
There is approximately 1' from the trees.to the hydrant and this is too
close to the hydrant and the trees need to be relocated or removed
Per City Development Code,, 19.75.165; Section D & G (see attached),
please remove this obstruction within 30 days and notify this
department at 771-0234, extension 349, as soon as this has been
completed.
If we do not hear from you in this time, the City will remove this
obstruction and bill the homeowner for time and disposa'l.

water mains in the public right -of, -way of said streets or
highways that are substandard as to size or material
according to applicable City standards shall be replaced with
ductile iron water mains conforming to applicable City
standards and plans.
19.75.165 HYDRANT SPECIFICATIONS
A. Flush Type Hydrant. The installation of flush type hydrants
(hydrants entirely below grade)*is prohibited.
B. Outlets. Fire hydrants shall have two two and one�half inch
hose outlets and one four and one-half inch pumper outlet.
All outlets ports ' shall have national standard thread, and
valve openings no less than five inches in diameter. Fire
hydrants shall meet the American Water Works Association,
Standard No. C-502.
C. Installation, Fittings and Valves. Fire hydrants shall be
installed to meet sound engineering practices and to the
approval of the Public Works Department, who shall also
approve the selection and use of all pipe fittings and
valves. There shall be a.foot valve'installed between the
service main and the hydrant sufficient to permit the repair
and replacement of the hydrant without disruption of water
service. The foot valve shall be installed to Public Works
Department standards. The location of all such valves
installed shall be properly and accurately marked on as -built
plans or drawings with generally acceptable engineering
detail, two copies of which shall be furnished to the Public
Works Department. Valves shall be furnished with a standard
valve box.
D. Street Grade and Hydrant Clearance. Hydrants shall stand
plumb, be setto e.stablished street grade with the lowest
outlet of the hydrant at least 18 inches above the street
grade and ' at least 36 inches of clear area around the hydrant
for cle * arance of I hydrant wrench'on both outlets and on the
control valve. The pumper port shall face the street, as
determined by the Fire Chief.
E. Hydrant Protection. Where needed for hydrant protection from
damage, the Fire -Chief may require hydrants to be protected
by two or more posts, eight inches in diameter by five feet
long, made either of reinforced concrete or steel.
F. Existing Hydrants. If there presently exists fire hydrants
which do not conform -to these requirements, when replaced
they shall be replaced with hydrants which conform.
G4. Surrounding Vegetation....,...No person shall plant any,

of fifty feet along the immediate route of approach. The
owner -occupant of any area in which a hydrant is located
shall be responsible for removing weed and tree growth from
around the hydrant for a distance of not less- than five
feet. The purpose of this sectio-n- is to maintain clear
approach and visual area around the hydrant.
H. Installation and Approval. The installation of the fire
hydrants and mains may be accomplished by . contract or Public
Works Department employees. All installations are to be
approved by the City Engineer.
I. Testinq and Flushinq. Following the installation of fire
hydrants, all. pipes-,- valves and hydrants shall be pressure
tested, purified, flushed and sampled to meet the
requirements of the American Water Works Association,
Standards No. C-502.
19.75-175 SMOKE DETECTORS IN MULTI -FAMILY RESIDENTIAL BUILDINGS
A. All multi -family residential buildings, whether existing or
new, containing three or more units, including but not
limited to, apartment buildings, condominiums, hotels and
motels, whether or not such buildings have kitchen
facilities, shall have smoke detection and fire alarm systems
installed which comply with Section 212-10 Washington
Administrative Code, and, when applicable, Section 14.104(e)
of the 1988 Edition of the Uniform Fire Code, previously
adopted by this chapter. 'Installation of such devices shall
in all respects comply with the provisions of the Uniform
Building Codd as adopted. -
B. Sounding devices shall be installed on each floor*of each
multi -family residential building so that they are audible in
all common areas of the building. Sounding devices must be
audible in each room of every dwelling unit and at least one
such device shall be installed in each unit unless an
acceptable alternative is approved by the Fire Chief. To be
audible within the meaning of this section, the required
sound level, when measured in each room of any dwelling unit
or in every portion of a common area, shall be at 15 decibels
above the ambient noise level and in no event less than 60
decibels.
C. These requirements shall be, and are, a separate enactment
and are a direct exercise of the City's governmental police
powers enacted to.protect the lives and -safety of its
citizens and also to protect property against fire. As such,
these provisions are free standing and are not amendments of
the Uniform Fire or Building Code, provided however, that no.
