No permits have been located in the City's files showing that the structure was converted into a residence. Therefore, research would need to be done' at the County to determine if this structum was constructed as a residence or if pen -nits were obtained to' convert the structure into a residence prior to the site being annexed into the City in 1963. If the structure is not a legal residence, it appears that this lot would have been considered to be combined with the lot addressed 19303 88th Ave W because these.lots:have been held under common ownership and the area of 19229 88'h Ave W is substantially below the minimum lot area required for the RS- 10 zone. It was noted that the signing aspect for such streets and trails is a major step for any city. There was a.question of protection for the people.using this type of recreation system. It was explained that the access and arterial function of streets takes priority of the recreational function. Mr. Logan recommended these four plans and asked that particular emphasis be given to the development of foot paths and bicycle paths. In the audience there were members of the Olympic Cycle Club representing bicy- cle riders in the South Snohomish County area, and 4H groups to represent the interests of the horseback riders. There was no person or group present to com- ment on foot paths or scenic street routes. Barbara Nelson, 2531 NW 195th Pl, a leader in the Tumbleweeds 4H group in Ed- monds, appreciated that her group was included in the review process. She said there is need for a place to ride horses and she wondered if more wooded areas could be set away from main roads and residential areas. They would prefer park areas and dirt roads if possible. Harry Osborne, 19804 83rd W., made comment regarding a blind spot at the top of the hill at 83rd on 200th and suggested a stop sign be installed. Mr. Larson concurred with Mr. Osborne regarding the danger in this area, and thought the City Engineers should note the area and possibly install a sign. The 4H mem- bers asked if their understanding were correct that there were certain areas that horses were prohibited, such as Yost Park. Mr. Logan said this was correct. Chairman Dickson asked about the 120 acre University Property and Mr. Logan said there were some very wet places in the area which made it difficult to develop as a recreation area. The city and county would like to buy this land and plan a series of trails on it. The Chairman also said the ideal design would be a loop trail so those parking cars or horse trailers could return to the point from which they started. Mr. Larson of the Commission asked about a bridle trail through Shell Valley.to llth Ave. Mr. Logan said this valley has been utilized on the bicycle and foot path system but would not include horses, as there is need to find a way out of the West end without using Yost Park. Mr. Boye's comment was that cars and horses are not compatable as horses are sometimes unpredictable and drivers don't always realize this. He suggested holding in abayance the horse trails, just now until something better could be worked out. Mr. Shippen suggested that some road shoulders be improved for horse travel. A motion was made by Mr. Larson that the Commission recommend the adoption of the four proposed street systems on the Comprehensive Plan using Shell Valley as a route for a bridle trail. The motion was seconded bV Mrs. Shippen and tarried unanimously. R-2-71 G. John Doces - Rezone from Multiple Residential High Density (RMH) to Single Residential 8000 Square Feet (RS-8) property located between 240th and 242nd Streets S. W. about 540 feet east of U. S. 99. The rezone request was initiated by the Planning Commission. Mr. Logan showed the existing zoning and land use and reported that the proposed change does not conflict with any other plans for the neighborhood. This proposal would tend to implement a policy of the City, Council Resolution No. 219, passed in February 1970 stating the City's intention to preserve single family zoning adjacent to U. S. 99 without further intrusion of commercial and apartment zon- ing. If the proposed rezoning is approved, the contract regarding LID participa- tion submitted by Mr. Doces in 1967 will be invalidated. In spite of the loss of this agreement, Mr. Logan recommended that the application be approved. Mr. Logan further stated that impact of this rezone would be of benefit to the public utility and street systems but it would probably not reduce school enroll- ments,Cas� the number of children in apartments is smaller than in single family dwellings. It was also found that an apartment "buffer" was not a good way to separate the two areas. Mr. Dickson asked the Commission for questions and Mr. Maxwell asked if there were maps showing the proposed road SR104 which would make a change in the neigh- 4 borhood by making 242nd a deadend. Mr. Logan explained the Highway Department plans for the intersection of U.
