The policy states that the customer will be billed at the retail rate based upon the average water consumption for the same period during the previous year. In addition, the excess water lost from the leak will be billed to customer at the City's wholesale rate with a 15% surcharge added for administrative cost. Only one leak credit will be granted in any three- year period. We had a leak pipe around the shrubs in front of my house in early January. We discovered the leakage on January 13 morning and we switched off the main switch immediately. On Jan 14, we asked South County Plumbing to fix for us and it costs us $252.67. The leakage, I think, is the reason for the water and surcharge jurriped from $5 5.91 to 201.63. In this connection, I would appreciate if you would consider reducing the combined utility charge for us. I am glad to enclose the plumbing bill and the two combined utility bills (this period and previous period) for your reference.
