I am prepared to meet with you at your convenience to discuss the problems
at Olympic View Drive and Olympic Avenue. Enclosed with my last letter to
you were drawings showing alternatives which were considered in
reconstructing the intersection. Please feel free to mark these drawings
up and mail back to me if you prefer prior to our meeting.
I would like to emphasize we do want to correct any problems as soon as
possible. If we can be of any assistance, please call me at 771-3202

Attached is Jerry Hauth's response to the storm drainage problem
referenced in the Graham letter.
The City is concerned about accidents on Olympic View Drive. The
City's Traffic Engineer, Chris Beckman, is currently reviewing the
history of accidents in the area, the causes for the accidents, and
possible solutions to prevent or reduce the number of future
accidents. The Grahams should be aware, however, that accidents aren't
necessarily caused by the design of a road, or the increase in local
traffic due to new developments. The driver could be the main
contributor to any accident.

On Feb;726, 1986 I received a phone call from Mrs.Graham of 19316
Olympic 'View Drive. She exp]ainnd U`at there were soap suds in
the creek that flows through her property. The people ackoss the
street were washing their c.v and t|., soapy water was flowing
down the street into the caich basio' She went on to add, that
the City had deviously cm.ne"tt.J U'i* .atch basin so that -it
would "illegally" discharge into her creek. She demanded that I
immediately instruct the City urcws io (o/mecL the storm sewer to
the sanitary sewer.
At that point, I tried to exP]ain to hcr that almost all o0the
storm sewers through the entire City disuharge into the creeks. I
also explained that it was ouL ieyal Lo Jump storm water into the
sanitary sewer.
She went on to comment; U/aL ii. was oyain*i the law and someone
with the City should know the E.P.A. laws. She also said that she
would be referring the City Lo ihc Fe.1=ra1 Government for legal
action.

WhileJ was on the site, I had the upp.`rtunity to talk to one of
the young men that had been washing hi, car the week before. He
also was concerned about tho soap in ihe n,opk because he is part
of a salmon enhancement project on t|'e creek.
I explained that there wcrc W."sal".m/ projects on this creek
and everyone was concerned ab"ui a/.y pulloLants getting into the
creek. I also suggested that a -A.^|'1P s"(.'iiuo ho this particular
problem might be to wash thoi/ cars on iho lawn rather than the
street.

Dear Mayor Naughton:
Regarding the above subjects, as we have not received
any reply from you to date, we thought it appropriate
to up-date'the information.
STREAM: "Fruitdale-on-the-Sound"
As of 3/15/86 we have personally observed and photo-
graphed the third occurence of our stream "filling up"
with soap suds. This happens be Citv of
Edmonds has route its storg ; nto.. aiA_s-tream.
Tie rains fiave'een aaded only because of increased
run-off, due to City -authorized development.
We specifically request an answer as to what the city
is going to do about this problem, as its effects are
adversely affecting our property values...
In addition, the increased flows during..heavy rains,
mentioned above, appear to be above the levels ever
previously experienced. We say this because we have
experienced overflow of both of the dams involved in
our part of the stream three times during the past two
winter seasons. This has never happened before, in the
memory of the Chittenden Family, who have lived here
since 1933. We are concerned that these increased
flows may be adversely affecting the integrity of the
above -mentioned dams. If that is the case, clearly
our investment (and those downstream from us) are in
jeopardy and it can only be such because of City -

10authorized development.
INTERSECTION: OLYMPIC VIEW DRIVE & CLYIJU'IC AVENUE
Since the accidents mentioned in our previous letter,
there has been an additionaloccasion of a car "losing
control" on Olympic View Drive and ending up in our
hedge. And further, there has been three occurences
of cars running into and breaking down the sign that
is located in the. "traffic island" in the middle of
that intersection;
In addition to the above, we have been givento under-
stand that the'City is, contending that our neighbors
at-19309 Olympic View Drive are being blamed by the
City for the run-off water that ends up on Olympic
View Drive and theref orepart of the traffic hazard.
How can this be? The changes that have taken place
which affect run-off are obviously and specifically
caused by the development above the (the previously -
mentioned "Zingler Addition").
DEVELOPMENT: (TIE WM . LUND PROPERTY)
This development and "clear -cutting," was mentioned
to you in our.,.previous letter. Because of`the "clear
cutting," the.,pattern of wind has changed drastically
and so has that of "noi:se.."'. Our environment, with
respect to view,` privacy, - noise and safety has been
changed via this City -authorized develo-bment.
o Our large -trees are in jeopardy of -high
winds, as they never previously were and
would note be now, except fore the "clear -
cutting" allowed by the City.
o Our property has been adversely affected
via opening it up to noise, people, traffic,
and,,unsightly views that mere never a prob-
lem and would not be except for the "clear -
cutting" allowed by the City.
Compared to the development of a .lot only two (2)
houses away, where the previous owner personally
required that only the minimum of trees:: be cut, this
development;; -is. already a disaster for all adjacent
propel ty owners.
There is only one house currently being built on Lund's
property and it is only partially constructed. If the
City delays longer, then another will be begun. I do
nat understand why the City cannot do something now to
mitigate the'damage and limit future damage.
' We await your reply to these three problems. They have
been going on for sometime. The time to address them is
now.
