Regarding the attached complaint, it is my recommednation that this
matter be handled under the provisions of city code section 7.10.110,
Charge and Bill Adjustments.
Any one of us can ride around the City and pick out zoning violations,
but as you are well aware, we are not staffed to resolve all such matters.
Our current policy an following up on all valid written citizens'
complaints already taxes our resources --complaints from other staff
and crew members should be discouraged.

such resolution shall be given in a manner designed to advise
the public of its terms, including by publication in the
official newspaper of the city, not less than one day before
the effective date of such resolution. In the event of a
violation of any such resolution, the water may be turned off
from the premises and the same shall not be.turned on again
until the owner has paid to the water division the charges
set forth in Section 7.10.070. [Ord. 2214 S3, 1981; Ord.
1942 S3, 1977; Ord. 547, 1943; Ord. 413 S21A, 19291.
7.10.070 TURN ON AND TURN OFF CHARGES
A. Charges for turning -water off or on at the main shall be
as follows:
1. Where streets are not paved, fifteen.':dollars.
2. Where streets are paved, the actual cost of such
mayor's approval, the cancellation of uncollectible
bills and accounts.
B. The charge for turning on or turning off the water other
than at the main shall be ten dollars. If the water is
turned on or turned off at any time other*than regular
working hours (eight a.m. to five p.m.), on weekends or
on any holiday, the charge shall be twenty dollars.
[Ord. 2214 S4, 1981; Ord. 2179 S2, 1980; Ord. 2139 S5,
Ob 1980; Ord. 1942 §5, 1977].
7.10.080 REQUEST FOR INSPECTION OF METERS
0
The water division, upon the request of any water user, shall
.inspect the water meter on the user's premises. A deposit of
seven dollars shall be made with such request to cover the
cost of such inspection. In the event such meter is found to
be overregistering, such deposit shall be returned to the
depositor; otherwise, said deposit shall be retained by the
city. [Ord. 821, 1960; Ord. 413 §22, 1929].
7.10.110 CHARGE AND BILL ADJUSTMENTS
The director of public works, or such authorized representa-
tive as he may designate, is authorized to make adjustments
or corrections to billings for any charge for water service,
including but not limited to, connection ch ' arges, minimum
monthly billings, meter charges, penalty and special charges,
improperly charged rates, and, subject to the mayor's
approval, the cancellation of uncollectible bills and
accounts. [Ord. 2179 S2, 19801.
