On a reinspection at the above location, I found that the owner had no - t
relocated power lines and telephone wires across driveway to provide the
required minimum 13 feet, 6 inch clearance. The original inspection was
made 11-17-87 and three (3) reinspections have been made.
Today I found that the fire extinguishers had been given their annual
service check on 04-02-88 as requested. However, the service disconnect,
i.e., meters to each unit, have not been;.marked to identify the unit it
serves and the hazard of low wires across.the access driveway still remains.
Vertical clearance less than 10 feet.

UNIFORM FIRE CODE
Scope
Sec. 85. 101. This article applies to the permanent or temporary use of electri-
cal appliances, fixtures, motor or wifing.
EXCEPTION: Low -voltage wining, such as communications and signal wifing.
This article shall be enforced in cooperation with the authofity having jurisdic-
tion for the enforcement of the Electrical Code.
Definitions
Sec . 85.102. For the purposes of this article, certain terms are defined as
follows:
APPLIANCE or FIXTURE is a device or machine that is operated by
electricity to perform a specific task or function and shall be known as:
(a) Fixed: An appliance or fixture which is fastened or otherwise secured at a
specific location.
(b) Portable: An appliance or fixture which is actually moved or can easily be
moved from one place to another in normal use.
(c) Stationary: An appliance or fixture which is not easily moved from one
place to another in normal use.
EXTENSION CORD (portable flexible cord) is wiring of any length which
has one male connector on one end and one or more female connectors on the
other.
FLEXIBLE CORD is wiring which is attached to an appliance or fixture in
accordance with the manufacturer's design for the purpose of attaching to a
receptacle for power supply.
. MULTIPLUG ADAPTER is any device that plugs into a receptacle and
allows that receptacle to supply power to more appliances or fixtures than that for
which it was ofiginally designed, such as cube adapters, strip plugs and multiplug
extension cords.
PERMANENT WIRING is any wiring affixed to a structure in accordance
with the Electrical Code.
RECEPTACLE is an electrical outlet designed for use with a plug or connector
for the purpose of supplying electfical power to an appliance or fixture.
TEMPORARY WIRING is wiring installed in an approved manner for a
specified period when approved by the authority enforcing the Electrical Code.
Use of Temporary Wiring
Sec. 85.103. (a) During Construction. Temporary wiring for electrical power
and lighting installations shall be permitted during the pefiod of construction,
remodeling, repair or demolition of buildings, structures, equipment or similar
activities.
(b) During Special Events and Holidays. Temporary wiring for electrical

(FPN): For higher voltages, see Article 710.
(FPN): As used in this section, a motor control center is an
assembly of one or more enclosed sections having a common power
bus and principally containing motor control units.
110-17. Guarding of Live Parts (600 Volts, Nominal, or
Less).
(a) Live Parts Guarded Against Accidental Contact. Ex-
cept as elsewhere required or permitted by this Code, live parts
of electric equipment operating at 50 volts or more shall be
guarded against accidental contact by approved enclosures or
by any of the following:
(1) By location in a room, vault, or similar enclosure that is
accessible only to qualified persons.
(2) By suitable permanent, substantial partitions or screens
so arranged that only qualified persons will have access to the
space within reach of the live parts. Any openings in such
partitions or screens shall be so sized and located that persons
are. not likely to come into accidental contact with the live parts
or to bring conducting objects into contact with them.
. (3) By location on a suitable balcony, gallery, or platform
so elevated and arranged as to exclude unqualified persons.
(4) By elevation of 8 feet (2.44 m) or more above the floor
or other working surface.
(b) Prevent Physical Damage. In locations where electric
equipment would be exposed to physical damage, enclosures or
guards shall be so arranged and of such strength as to prevent
such damage.
(c) Warning Signs. Entrances to rooms and other guarded
locations containing exposed live parts shall be marked with
conspicuous warning signs forbidding unqualified persons to
enter.
(FPN): For motors, see Sections 430-132 and 430-133. For over
600 volts, see Section 110-34.
110-18. Arcing Parts. Parts of electric equipment which in
ordinary operation produce arcs, sparks, flames, or molten
metal shall be enclosed or separated and isolated from all
combustible material.
(FPN): For hazardous (classified) locations, see Articles 500
through 517. For motors, see Section 430-14.
110-19. Light and Power from Railway Conductors. Cir-
cuits for lighting and power shall not be connected to any system
containing trolley wires with a ground retum.
Exception: Car houses, power houses, or passenger and
freight stations operated in connection with electric railways.
110-21. Marking. The manufacturer's name, trademark, or
other descriptive marking by which the organization responsible
for the product may be identified shall be placed on all electric
equipment. Other markings shall be provided giving voltage,
current, wattage, or other ratings as are specified elsewhere in
this Code. The marking shall be of sufficient durability to
withstand the environment involved.
110-22. Identification of Disconnecting Means. Each dis-
connecting means required by this Code for motors and appli-
ances, and each service, feeder, or branch circuit at the point
where it originates shall be legibly marked to indicate its
purpose unless located and arranged so the purpose is evident.
The marking shall be of sufficient durability to withstand the
environment involved.
B. Over 600 Volts, Nominal
110-30. General. Conductors and equipment used on circuits
over 600 volts, nominal, shall comply with all applicable provi-
sions of the preceding sections of this article and with the
following sections, which supplement or modify the preceding
sections. In no case shall the provisions of this part apply to
equipment on the supply side of the service conductors.
110-31. Enclosure for Electrical Installations. Electrical in-
stallations in a vault, room, or closet or in an area surrounded by
a wall, screen, or fence, access to which is controlled by lock
and key or other approved means, shall be considered to be
accessible to qualified persons only. The type of enclosure used
in a given case shall be designed and constructed according to
the nature and degree of the hazard(s) associated with the
installation.
A wall, screen, or fence less than 8 feet (2.44 m) in height shall
not be considered as preventing access unless it has other
features that provide a degree of isolation equivalent to an 8-foot
(2.44-m) fence.
(FPN): Article 450 covers minimum construction requirements
for transformer vaults.
(FPN): Isolation by elevation is covered in paragraph (b) of this
section and in Section 110-34.
(a) Indoor Installations.
(1) In Places Accessible to Unqualified Persons. In-
door electrical installations that are open to unqualified persons
shall be made with metal -enclosed equipment or shall be en-
closed in a vault or in an area access to which is controlled by a
lock. Metal -enclosed switchgear, unit substations, transform-
ers, pull boxes, connection boxes, and other similar associated
equipment shall be marked with appropriate caution signs.
Openings in ventilated dry -type transformers or similar open-
ings in other equipment shall be designed so that foreign objects
inserted through these openings will be deflected from energized
parts.
(2) In Places Accessible to Clualified Persons Only.
Indoor electrical installations considered accessible to qualified
persons only in accordance with this section shall comply with
Sections 110-34, 710-32, and 710-33.
(b) Outdoor Installations.
(1) In Places Accessible to Unqualified Persons. Out-
door electrical installations that are open to unqualified persons
shall comply with Article 225.
(FPN): For clearances of conductors for system voltages over
600 volts, nominal, see National Electrical Safety Code (ANSI
C2-1984).
(2) In Places Accessible to Ouallfied Persons Only.
Outdoor electrical installations having exposed live parts shall
be accessible to qualified persons only in accordance with the
first paragraph of this section and shall comply with Sections
110-34, 710-32, and 710-33.
(c) Metal -Enclosed Equipment Accessible to Unqualified
Persons. Ventilating or similar openings in equipment shall be
so designed that foreign objects inserted through these openings
will be deflected from energized parts. When exposed to phys-
ical damage from vehicular traffic suitable guards shall be
provided. Metal -enclosed equipment located outdoors accessi-
ble to the general public shall be designed so that exposed nuts
or bolts cannot be readily removed, permitting access to live
parts. Where metal -enclosed equipment is accessible to the
general public and the bottom of the enclosure is less than 8 feet
(2.44 m) above the floor or grade level, the enclosure door or
hinged cover shall be kept locked.
110-32. Work Space about Equipment. Sufficient space
shall be provided and maintained about electric equipment to
permit ready and safe operation and maintenance of such
equipment. Where energized parts are exposed, the minimum
clear work space shall not be less than 6 V2 feet (1.98 m) high
(measured vertically from the floor or platform), or less than 3
feet (914 mm) wide (measured parallel to the equipment). The
depth shall be as required in Section 110-34(a). In all cases, the
work space shall be adequate to permit at least a,90-degree
opening of doors or hinged panels.

equipment or hydrant. A minimum 3-foot clear space shall be maintained around
the circumference of the fire hydrants except as otherwise required or approved by
the chief.
Fire Apparatus Access Roads
See. 10.207. (a) General. Fire apparatus access roads shall be provided and
maintained in accordance with the provisions of this section.
(b) Where Required. Fire apparatus access roads shall be required for every
�.-buildlng hereafter constructed %%.hen any portion of an exterior wall ofthe first
story is located more than 150 feet from fire department vehicle access.
EXCEPTIONS: 1. When conditions prevent the installation of an approved fire
apparatus access road, the chief may permit the installation of a fire -protection
system or systems in lieu of a road, provided the system or systems are not otherwise
required bv this or any other code.
2. When there are not more than two Group R. Division 3 or Group N1 Occupan-
cies, the requirements of this section may be modif led, provided, in the opinion of
the chief, f ire-f ighting or rescue operations would not be impaired.
(c) Permissible Modifications. Clearances or widths required by this section
may be increased when, in the opinion of the chief. minimum clearances or
widths are not adequate to provide fire apparatus access. For high -piled combusti-
ble storage, see Section 81.109.
(d) Surface. Fire apparatus access roads shall be designed and maintained to
support the imposed loads of fire apparatus and shall be providedwith a surface so
as to provide all-weather driving capabilities.
(e) Width. The minimum unobstructed width of a fire apparatus access road
shall be not less than 20 feet.
.-.(f) Vertical Clearance. All fire apparatus access roads shall have an unob-
structed vertical clearance of not less than 13 feet 6 inches.
EXCEPTION: Upon approval vertical clearance may be reduced, provided such
reduction does not impair access by fire apparatus and approved signs are installed
and maintained indicating the established vertical clearance.
(g) Turning Radius. The tuming radius of a fire apparatus access road shall be
as approved by the chief.
(h) lbrnarounds. All dead-end fire apparatus access roads in excess of 150
feet in length shall be provided with approved provisions for the tuming around of
fire apparatus.
(i) Bridges. Nkrhen a bridge is required to be used as access under this section, it
shall be constructed and maintained in accordance with the applicable sections of
the Building Code and using designed live loading sufficient to carry the imposed
loads of fire apparatus.
0) Grade. The gradient for a fire apparatus access road shall not exceed the
maximum approved by the chief.
(k) Obstruction. The required width of any fire apparatus access road shall not
be obstructed in an), manner, including parking of vehicles. Minimum required

On: November 17, 1987
At that time a notice was issued indicating the corrections
required to provide compliance with the applicable codes, regula-
tions and ordinances. Compliance is required by the Uniform Fire
Code, Section 3.102.
Reinspections were made on December 30, 1987 and February 1,
1988 in an attempt to gain compliance with the above mentioned Fire
Code Regulations. We were unsuccessful in obtaining compliance.
This letter is to inform you that a fire inspector for the
Edmonds Fire Department will make a reinspection at the above.men-
tioned establishment on April 15, 1988 to determine if the necessary
corrections have.been made. If the necessary corrections have not
be completed by April 4, 1988, a citation will be issued which will

Please find enclosed the response to your survey on fire alarms.
I have investigated getting the fire extinguishers at my apartment
house serviced. The Ansul company in Edmonds has indicated they
are not interested in servicing fire extinguisher made by Sears.
These fire extinguishers are new and show a proper charge reading
on their pressure gage. For this reason I would like you to wave the
requirement to have them tagged.
You have indicated that the wires leading into the apartment are too
low. Please indicate this to the PUD and ask them to raise them high
enough to allow the fire trucks to pass.
I will add an apartment marker to each of the apartment meters as
you suggested in your letter.
Thank you for your suggestions to improve the fire safety at my
apartment building. If you have any additional comments please let
me know.

SUBJECT: REVISION IN THE FIRE AND LIFE SAFETY CODE

Due to'recent changes in the new Edmonds Community DevelODment
Code and the Life Safety Code, the Fire Marshal's Office will
be enforcing the following requirements.
The following will effect all apartments and condominums within
the limits of the City of Edmonds.
1. Smoke detectors in each living unit. W.A.C. Chapter
212-10
The,following will effect all apartments and condominums with
two or more doors that open on a common area/corridor.
2. Self -closures on all living unit/corridor doors.
Life Safety Code 19-3.6.2
3., Fire rating on living unit/corridor door:
a. Minimum 20 minute door (label on hinge side of
the door)
b. 1 3/411 solid bonded woodcore door. Life Safety
Code 19-3.6.3
We request that the above items be checked by you for compliance
and noted on the attached form. Your reply ver-ifving compliance
or current status is to be received by this office within thirty
(30) days.

Dear Sir:
The Edmonds Fire Department received a call from Ms. Ann Viernes,
19504 - 84th W., requesting an inspection of lighting fixtures
within her apartment unit.,
Upon inspection, it was noted that the lighting fixtures in the
two east bedrooms and the northerly light fixture in the
kitchen were in obvious need of repair and/or replacement.
The Edmonds Fire Department recommends immediate action
towards correcting this potentially dangerous situation.
