Dear Mr. Alberts:
Thank you for your letter of December 3, 1986. Somehow we are
lacking in communications, so let me try to clarify.
A sewer LID is formed so that properties may be served. Your main
line was 17 feet deep for that purpose but the service lines were
raised to a depth of only 8 feet. This was insufficient to serve
the buildings on our sloping lot. Therefore, we had to enter 80th
Ave. West and pick up the side sewer . at a point deep enough to
serve our buildings. This is the expense we are trying to recover.
If your service lines had been correctly installed, there wo�ld
have been no need for corrections, therefore, we ask you to satisfy
our claim promptly.

per QCD.
Existing sewer, at the property line, was only 8 feet deep on 80th Avenue,
West, although the main was 17 feet deep. This sewer was not deep enough to 6--
serve the Western portion of our site.
Enclosed is a topog of the site. We expect that LID will reimburse us for
this- costo $2,409-50 ($250-00 for sidewalk repair plus the attached B&M i�v.)

2. A maintenance bond is required for the storm system, paving and landscaping
the amount to be posted is $5,214.90, which -is held for two years. This
must be posted prior to the final approval on the project.
3. Provide an as -built detail of the concrete fence which was constructed along
196th Street without approved plans or.a permit. Complete the permit
application enclosed for the fence and return' -to" the Building Division

performance bond and issuance of the certificate of occupancy. Submit a

Prior to approving the subject plan, we have a few
additions and changes to address:
1) The rockery at the south end of the property
must not be located on the right-of-way.
2) Please add the following notes to the plan:
a) All roof drains to be tightlined to deten-
tion system. .
b) All runoff from paved surfaces to enter de-
tention system.
c) Maintenance to be responsibility of property
owner (s),.
3) The pond dimensions shown on the plan appear to
refer to the active detention volume without the
one -foot freeboard. It seems worthwhile to con-
sider showing finished dimensions to avoid possi-
ble confusion during construction.
Please revise the original and resubmit four prints.

1971, CF-aPter 43.21C, RCW, requires all state and local
governmental agencies to consider environmental values
both for their own actions and when licensing private
proposals. The Act also requires that an Environmental
Impact Statement (EIS) be prepared for all major actions
significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies
involved determine whether or not a proposal is such a

Dear Bjorn:
I have.reviewed your claim for extending certain sewer stubs to your
Townhouse Green project. I have examined the correspondence and talked
to Bob Alberts, the City Engineer.
The LID was constructed in 1967. The design of the sewers was reviewed
by the adjoining and participating property owners and met their needs
as they were determined in 1967. The fact that develo�ment in 1987 is
requiring a different alignment which was not anticipated 20 years ago
is, I believe, irrelevant to the original LID. Your seeking of
compensation from the City is, in my judgement, beyond the bounds of
reasonable and legal expectations. The City fulfilled its contractural
obligations as represented in the LID, and to our knowledge no protest
took place. In fact, I am somewhat perplexed at the rationale you are
using to make the claim.
If you feel that somehow both Bob and I have missed something which is
obvious to you, or that we misunderstand the basis for your claim,
please get back to me. Otherwise, your claim must be denied.

I received your voice mail on February 20 expressing your concerns about the work being done on the
sewer lines in your area. It is unfortunate that you are being inconvenienced, but occasionally it is
necessary to do this type of maintenance operation. . The pipes simply had to be replac4 and there is no
wayto do it without stopping the flow of waste products through the lines.
During the course of each day, a seefion of pipe is replaced, and if flows were not stopped, they would be
deposited into the soil until new connections can be made.
Your comments indicated that the crews were not working long enough shifts and, as a result, the project
would be inconveniencing you for a prolonged period of time. This schedule was set for the express
purpose : of keeping such inconvenience to a minimum. It was believed. that by not starting until 9 a.m. most
people would have utilized their facilities and be out of the house for work or other commitments. Work is
stopped at 3 p.m. so the routine of the day can be re-established as people are returning home.
I am sure this is a case of never being able to please everyone. Most of the people in the area appreciate
the scheduling arrangements.
I am sorry it is not acceptable to you, but there is nothing that can be done to eliminate the need for the
project to be continued to completion.
