NAUGHTEN MAYOR In the past, the City of Edmonds Engineering Department conducted several reviews of the intersection of Puget Drive and 94th Place West. As you are aware, in the process of the Vinyard Property Subdivision, discussion took place and it was agreed to restrict the intersection to a right -in, right -out only operation. These hearings were posted and the neighbors were notified. The reason for these restrictions is the limited sight distance for vehicles exiting 94th Place West in judging oncoming westbound Puget Drive traffic. It is our contention that the intersection, in its current state, does not provide sufficient sight distance to allow drivers enough reaction time for the left turn movement. This was also the judgment and recommendation of the Vinyard's engineer, Reid, Middleton and Associates. Unfortunately, there is no easy solution to correct the existing condition. Cutting back the side slope on Puget Drive and replacing the retainage wall is very expensive and, in fact, may not improve the sight distance enough to allow the left turn. I do not believe a third lane, which your April 16 letter refers to, would improve the sight distance enough to allow the left turn movement. In fact, it would make Puget Drive wider, requiring even more time to execute a left turn. The best solution would be to provide another access to the properties. I cannot recommend allowing left turns at this inter- section. I realize this causes some inconvenience to the residents, however, in our engineering judgment, it is better to allow the inconvenience over allowing accidents at this intersection. We have been living at our' present address.since 1.962 and have had no problems with our driveway until Puget Drive was beautified. Rock was piled up alongside alnew sidewalk and took away enough of our line of vision that it became impossible to see clearly into the westbound lane of traffic.. We had a consultation with some city planners at this location and they concluded that we needed traffic revision. This was.done and has compounded our problem. Now when we approach our driveway (94th Place . West) from the west, we have to drive to the top of the hill (88th West, which is also a hazardous intersection) to turn around and re -approach it from the east. This amounts to nearly one mile (.8 on the oddometer). On leaving the driveway to go east vie must now go west until we can find a safe turn around. Talk has reached our ears that, we raay have all of this solved with a. -,third lane. This might work in the future but we need your help now. We need at least as much visibility as we had before all of these improvements. When said highway was Oimproved" a rock.wall was put up alongside. the sidewalk. This greatly impaired our vision of traffic approach- ing from the east. Now, in the.piocess of allowing a sub -division of my property, we are prohibited from making left turns in either direction. The "no left turn" when approaching from the west is especially inconvenient, as we must drive almost.a mile out of our way when coming from that direction. We have been making left turns here safely for twenty-five years and th,ink this restriction is unnecessary, I did not realize that this was included in the plans for my sub- division. The traffic pattern as it now stands is not only very inconvenient ' for all of us who live here, but will make it diffi- cult, if not impossible ,)for me to sell my valuable view property. You have eliminated traffic from heading east onto Puget Drive. Before this road was improved (?) we had adequate visibility up the hill and entered Puget Drive with confidence. Now such is not the case. ------------- Driving east on Puget Drive and wanting to enter onto 94th Place W. always has given us good visibility up Puget Drive and a left turn made safely. You have taken this away from us and compel us to drive to negotiate a turn at 88th and 196th, a much worse, no visibility situation. Compelling us to a right turn only, when entering Puget Drive is actually a more scary.situation as most cars must cross the west bound lane and into.the eastbound lane to make the "U" turn; thus putting the car into the path of traffic coming up the hill.
