SUBJECT: LOCAL CHURCHES HOUSING THE HOMELESS
Directive F.D. 2004-012
It was recently brought to our attention by an alert Engine Company that local churches are
housing the homeless. Upon further investigation by the Fire Prevention Division and the Building
Official, and consultation with the City Attorney, a meeting was held with the umbrella agency
sponsoring the program. On August 4, Gary McComas and Jeannine Graf met with Alana Rose
Gunne,Ex - ecutive Director of the Interfaith Hospitality Network of Seattle (206-363-3199, 206-363-
3199). The following agreement was reached: churches in Edmonds are allowed to host the
homeless under the conditions described below. I
1. The homeless are rigorously screened by members of the Interfaith Hospitality Network of
Seattle.
2. The Interfaith Hospitality Network of Seattle Guest Guidelines is strictly enforced.
3. The Fire Department is notified when an Edmonds area church is housing a group of
homeless. Members receiving notification will send out the dates, and church name and
address via email to:

• Police Sergeants
• SNOCOM (tjyoung@snocom.org)
4. Two non -homeless monitors are on site, awake and performing as a fire/secudty watch.
5. Sleeping areas are located in spaces with obvious and accessible means of egress.
6. A single station smoke detector is located in the designated sleeping area.
7. Documentation of flame-retardant properties of tents being used is provided, or, if none can
be provided, the tents are treated with an approved flame retardant.

through December 25 is:

rooms does not require a fire damper:. These two rooms have rated
doors with self -closers and can be considered as one room. How-
ever, the hole in the ceiling, which is approximately 1 foot by
3 feet in diameter, will have to be repaired.
2. The door to the south furnace room will have to be
replaced with a rated door. Any openings in the door, required
for combustion air, must be provided with self -closing fire -
rated assemblies. To maintain the required area separation
between the furnace room and general use areas, no unprotected
openings are permitted in any walls or ceilings.

Please include the following requirements:
1. Door 14 (south end of classroom) to swing out.
2. Occupancy load signs in assembly rooms if'load is over 50.
3. Exit signs (non -illuminated) for all proper exits,
4. Proper dampers for mechanical room.
5. Sliding division wall it multi -purpose room will.not be
allowed if load is over 50 and additional exits are not
provided.
6. Doors to furnace rooms should be proper t
ype, self -closing.
7. Continuation of proper fire extinguishers.
