CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED (CA-05-10)
During review and inspection of the subject site, it was found that the site may contain critical
areas, including Geologically Hazardous areas and Wildlife Habitat pursuant to Chapter 23.40
of the Edmonds Community Development Code (ECDC).
GENERAL CRITICAL AREAS REPORT REQUIREMENTS
Critical Areas Reportsidentify, classify and delineate any areas on or adjacent to the subject
property that may qualify as critical areas. They also assess these areas and identify any
potentiat impacts resulting from your specific development proposal. If a specific development
proposal results in an alteration to a critical area the critical areas report will also contain a
mitigation plan. You have the option of completing the portion of the study that classifies and
delineates the critical areas and waiting until you have a specific development proposal to
complete the study. You may also choose submit the entire study,with your specific
development application.
Please review the minimum report requirements for all types of Critical Areas which are
listed in ECDC 23.40.090.D. There are additional report requirements for different types
of critical areas (see below).
Note that it is important for the report to be prepared by a qualified professional as
defined in the ordinance. There are options on how to complete a critical areas study
and an approved list of consultants that you may choose from. You may contact the
Planning Division for more information.
General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110
through 23.40.140.
STUDY REQUIREMENT — LANDSLIDE HAZARD AREA
It appears that this property contains or is adjacent to a Landslide Hazard Area.
• Any area with a slope of forty percent (40%) or steeper and with a vertical relief of ten
(10) or more feet (except areas composed of consolidated bedrock).
• Landslide Hazard Areas are further defined and illustrated in (23.80.020.B.).
• In addition to the general requirements for Critical Areas reports referenced above,
specific Critical Area report requirements for Landslide Hazard Areas are provided in
ECDC 23.80.050.
DEVELOPMENT PROPOSALS ASSOCIATED WITH LANDSLIDE HAZARD AREAS
Development is restricted within a Landslide Hazard Area and its buffer.
• Projects that will intrude into these areas will require a report by a licensed Geotechnical
Engineer.
• The criteria that are applied depend on the amount that the buffer is reduced.
• The buffer can be reduced to a minimum of ten (10) feet (with an additional 15' building
setback per ECDC 23.40.280) if a report is prepared that meets the standards listed in
ECDC 23.80.050). 1 Pealteration must also meet the require *ets listed ECDC
23.80.060.
In addition, proposals to reduce the buffer to less than ten (10) feet must comply with
the design standards listed in ECDC 23.80.070.A.3.
STUDY REQUIREMENT — FISH AND WILDLIFE HABITAT
Since the sight is within a mapped wildlife habitat area, the City would like to preserve
as much of the native vegetation as possible.
DEVELOPMENT PROPOSALS ON A SITE WITH WILDLIFE HABITAT
The applicant must submit a clearing/tree cutting plan with any development permit.
Tree cutting and clearing of native vegetation shall be limited to the footprint of
development.
ALLOWED ACTIVITIES
Certain activities are allowed in or near critical area buffers as specified in ECDC

Dear Mr. Landsverk,
This report presents the results of our geotechnical investigation of the property located
on the north side of SR 524 and adjacent to 94th Place West in Edmonds. The new
single family two story residence will be built on this currently undeveloped parcel.
The purpose of this report is to provide a description of the site and subsurface
conditions, and to present geotechnical recommendations for the design of the proposed
residence. USGS mapping for this area of Edmonds and previous experience in the area
were used as references for this report. A Site Plan prepared by The Leren Company
was also reviewed in connection with our site evaluation.
Site Conditions
The site extends west Off Of 901 Avenue, and is situated on a sloping parcel that
descends to SR 524 on the south side of the property. Surface elevations range from 124
feet on the north side to about 100 feet just south of the proposed residence. Natural
slope gradients range from about 3H:lVtO 2H:iV, and there is a graded road and flat
pad area that exists near the center of the proposed building pad.
Field exploration included the excavation of five test pits to depths ranging up to eight
feet. All of these test pits encountered an upper fill zone that ranged from one to nine
feet in depth. Below the fill was a topsoil layer approximately one foot thick that was
underlain by weathered deposits of advance outwash soils (Qva). Groundwater seepage
was not encountered in any of the test pits. Locations of these test pits are shown on the
attached Drawing No. 1.

proposed residence, the existing native Outwash deposits will provide satisfactory
support for the single family structure. Depth to bearing soils across the site will vary
depending on the depth of excavation below existing grade and the elevation of the
lower floor level that is expected to range from 113 to 115 feet. Only minor grading and
fill placement is planned around the completed residential structure. The glacial
Outwash soils are moderately pervious and with provide a suitable medium for vertical
percolation of storm water collected from this site.
Site Grading
The lower floor will be a post and beam system and will not require placement of fill
within the interior of the residence. Some fill placement will result from footing
excavation spoils and lowering of existing grades on the north side of the basement area.
The organic topsoils can be used in landscape areas of the site, and the onsite Outwash
deposits are considered excellent for structural fill if required. It is recommended that
all exterior fill be placed in thin lifts and compacted to a uniformly high density to
minimize settlement and erosion problems around the completed structure. All
granular fill soils should be compacted to at least 90% as determined by ASTM D1557
test method.
Exterior slabs on grade should also be underlain by compacted granular fill after
removal of the topsoils. All concrete slabs should be reinforced to minimize shrinkage
cracking, with control joints in these slabs at approximately 8 to lo foot centers.
Foundations
A majority of the foundations will consist of continuous bearing wall footings that will
extend through the fill and onto the medium dense to dense Outwash deposits. Depths
of these footings should be a minimum Of 24 inches below existing grade, but it is
expected that footings could extend four to six feet or more below final grade due to
existing fill soils. Consideration should be given to using driven pipe piles for
foundation support along the south and westerly sides of the structure because of the
presence of unsuitable fill and topsoil material.
An allowable soil bearing value Of 2000 psf may be used in the design of footings
bearing on the Outwash soils. This value may be increased 33% for short durations of
loading due to wind or seismic forces. Estimated settlement of these footings will be in
the range of 1/2 to 3/4 inch under the anticipated structural loads.
Resistance to lateral loading on the structure can be provided by passive earth pressure
on the foundation walls. An allowable passive pressure Of 250 pef may be used for
resisting these forces. The potential for site liquefaction is considered very low.

Retaining Walls
Retaining walls may be designed for an active pressure Of 30 pef for level backfill and 45
pcf for sloping backfill surcharge conditions. Resistance to lateral soil pressures
may be provided by a passive earth pressure Of 250 pcf when the footing is supported by
dense native soils or properly compacted backfill. Retaining wall footings may be
designed for a soil bearing value Of 3000 psf for footings bearing on the Outwash soils.
A footing subdrain will not be required at the base of the exposed foundation stem walls
due to the presence of the pervious Outwash deposits, although we recommend that the
basement retaining walls have a footing subdrain. This subdrain should be embedded in
drain gravel and wrapped with a geofilter cloth.
Pipe Pile Foundations
Driven pipe piles may be required where footing depths exceed about 4 to 5 feet below
existing grades. Equipment access on this site will allow the use of a backhoe to install
the larger 3 and 4 inch diameter piles. We recommend the use of Schedule 8o
galvanized pipe that should be driven to refusal using an 850# pneumatic hammer. Pile
capacities for the 3 and 4 inch piles is 12 and 20 kips respectively.
Site DrajngZe
Surface water runoff from house roof areas or the hardscape around the residence
should be collected by tightlines and area drains that lead to an appropriate storm drain
system. It is recommended that all storm water be collected and discharged into the
native Outwash gravel deposits at shallow depths below existing grades, but at a
distance of at least 15 feet from the steep slopes on the south side of the property.

We recommend that we be retained to review the final drawings for foundations and
earthwork to confirm that they are consistent with the recommendations of this report.
Construction monitoring and consultation services should also be provided to verify that
subsurface conditions are similar to those described in this report. Should conditions be
revealed during construction that vary from the anticipated subsurface profile, we will
evaluate those conditions and provide alternative recommendations where appropriate.
The conclusions and recommendations presented in this report are based on 1) our
interpretation of soil conditions on this site, 2) confirmation of the actual subsurface
conditions encountered during construction, and 3) the assumption that sufficient
observation and testing will be performed during the appropriate phases of the work.

In follow-up of our precon meeting on Tuesday, October 25 regarding ourjob at subject site. I would
like to restate my understanding of our conversation regarding the following:
1. Construction Sequence - we will be applying for a ROWpermit for a single lane closure along 196th
in order to provide a side sewer stub for our project. We will by tying the storm drain into an existing
catch basin at the S.E. comer of 194th, maintaining a 10'horizontal seperation between water & sewer
and a 2'vertical seperation between storm & sewer in the same ditch line.
2. Trees - I have contacted Steve Bullock in planning and am currently working with him regarding the
dead, diseased and dangerous trees on my lot. I would like to state my concern over the dead, diseased
and dangerous trees within the city Right of Way. I take no responsibility for these trees and am
requesting via this letter that the city review the trees at this loation for any necessary preventative
maintenance that may be required to prevent damage to my property.

Dear Mr. Landsverk,
This report presents the results of our geotechnical investigation of the property located
on the north side of SR 524 and adjacent to 94 1h Place West in Edmonds. The new
single family two story residence will be built on this currently pndeveloped parcel.
The purpose of this report is to provide a description of the site and subsurface
conditions, and to present geotechnical recommendations for the design of the proposed
residence. USGS mapping for this area of Edmonds and previous experience in the area
were used as references for this report. A Site Plan prepared by The Leren Company
was also reviewed in connection with our site evaluation.
Site Conditions
The site extends west Off Of 94 th Avenue, and is situated on a sloping parcel that
descends to SR 524 on the south side of the property. Surface elevations range from 124
feet on the north side to about ioo feet just south of the proposed residence. Natural
slope gradients range from about 31-1:1V to 21-1:1V, and there is a graded road and flat
pad area that exists near the center of the proposed building pad.
Field exploration included the excavation of five test pits to depths ranging up to eight
feet. All of these test pits encountered an upper fill zone that ranged from one to nine
feet in depth. Below the fill was a topsoil layer approximately one foot thick that was
underlain by weathered deposits of advance outwash soils (Qva). Groundwater seepage
was not encountered in any of the test pits. Locations of these test pits are shown on the
attached Drawing No. 1.

Based on the results of our site investigation and on review of your plans for the

proposed residence, the existing native Outwash deposits will provide satisfactory
support for the single family structure. Depth to bearing soils across the site will vary
depending on the depth of excavation below existing grade and the elevation of the
lower floor level that is expected to range from 113 to 115 feet. Only minor grading and
fill placement is planned around the completed residential structure. The glacial
Outwash soils are moderately pervious and with provide a suitable medium for vertical
percolation of storm water collected from this site.
Site Grading
The lower floor will be a post and beam system and will not require placement of fill
within the interior of the residence. Some fill placement will result from footing
excavation spoils and lowering of existing grades on the north side of the basement area.
The organic topsoils can be used in landscape areas of the site, and the onsite Outwash
deposits are considered excellent for structural fill if required. It is recommended that
all exterior fill be placed in thin lifts and compacted to a uniformly high density to
minimize settlement and erosion problems around the completed structure. All
granular fill soils should be compacted to at least go% as determined by ASTM D1557
test method.
Exterior slabs on grade should also be underlain by compacted granular fill after
removal. of the topsoils. All concrete. slabs should be reinforced to minimize shrinkage
cracking, with control joints in these slabs at approximately 8 to io foot centers.
Foundations
A majority of the foundations will consist of continuous bearing wall footings that will
extend through the fill and onto the medium dense to dense Outwash deposits. Depths
of these footings should be a minimum Of 24 inches below existing grade, but it is
expected that footings could extend four to six feet or more below final'grade due to
existing fill soils. Consideration should be given to using driven pipe piles for
foundation support along the south and westerly sides of the structure because of the
presence of unsuitable fill and topsoil material.
An allowable soil bearing value Of 2000 psf may be used in the design of footings
bearing on the Outwash soils. This value may be increased 33% for short durations of
loading due to wind or seismic forces. Estimated settlement of these footings will be in
the range of 1/2 t o 3/4inch under the anticipated structural loads.
Resistance to lateral loading on the structure can be provided by passive earth pressure
on the foundation walls. An allowable passive pressure Of 250 pcf may be used for
resisting these forces. The potential for site liquefaction is considered very low.

Retaining Walls
Retaining walls may be designed for an. active pressure Of 30 pef for level backfill and 45
pcf for sloping backfill surcharge conditions. Resistance to lateral soil pressures
may be provided by a passive earth pressure Of 250 pcf when the footing is supported by
dense native soils or properly compacted backfill. Retaining wall footings may be
designed for a soil bearing value Of 3000 psf for footings bearing on the Outwash soils.
A footing subdrain will not be required at the base of the exposed foundation stem walls
due to the presence of the pervious Outwash deposits, although we recommend that the
basement retaining walls have a footing subdrain. This subdrain should be embedded in
drain gravel and wrapped with a geofilter cloth.
Pipe Pile Foundations
Driven pipe piles may be required where footing depths exceed about 4 to 5 feet below
existing grades. Equipment access on this site will allow the use of a backhoe to install
the larger 3 and 4 inch diameter piles. We recommend the use of Schedule 8o
galvanized pipe that should be driven to refusal using an 850# pneumatic hammer. Pile
capacities for the 3 and 4 inch piles is 12 and 2o kips respectively.
Site DrainUe
Surface water runoff from house roof areas or the hardscape around the residence
should be collected by tightlines and area drains that lead to an appropriate storm drain
system. It is recommended that all storm water be collected and discharged into the
native Outwash gravel deposits at shallow depths below existing grades, but at a
distance of at least 15 feet from the,steep,sl9pes on the south side of the property.
Summa
We recommend that we be retained to review the final drawings for foundations and
earthwork to confirm that they are consistent with the recommendations of this report.
Construction monitoring and consultation services should also be provided to verify that
subsurface conditions are similar to those described in this report. Should conditions be
revealed during construction that vary from the anticipated subsurface profile, we will
evaluate those conditions and provide alternative recommendations where appropriate.
The conclusions and recommendations presented in this report are based on 1) our
interpretation of soil conditions on this site, 2) confirmation of the actual subsurface
conditions encountered during construction, and 3) the assumption that sufficient
observation and testing will be performed during the appropriate phases of the work.

This review letter is in response to the ECDC requirements for'steep Slope Exemption
for the proposed residence construction at 19524 90' Place West in Edmonds. We
previously submitted a geotechnical report summarizing our geological exploration and
recommendations for foundation construction. On the basis of that investigation 'We.
conchided that Lbp.ske was underlain by dense glacial OtAwash dppo.sik LII.A were
determined to be stable and suitable for support of the new structure.
No gr-ading will be performed on tbe steep slope areas, except behind the proposed
rockery walls and the concrete perimeter foundation walls. It is understood that the
rockery walls will not exceed eight feet in height, and that they will be constructed in
accordance with the City of Edmonds requirements and per the plans prepared by
Sound Structural Solutions dated 8/8/o.5. All base rocks for the rockery will bear on
competent native Outwash soils and will be inspected at the time of construdion.
We found no impermeable soils or groundwater seepage conditions that would create an
unstable slope condition. Existing fill soils greater than three feet in thickness will he
removed at the time the building pad is excavated to the planned elevation Of 114 feet.
And filially there was no evidence of landsliding or slope instability that would impacl.
