SUBJECT: HAROLD THOMAS - 19525-81ST.PL. W.
In regard to Mr. Thomas's questions concerning the 6" sewer lateral
serving his and the two adjoining properties, the Sewer Section does
plan to locate and raise to grade the clean out on the west end of this
6" lateral. When the plugged section was opened for repairs, I lamped
the relatively steep lateral to the west and saw no signs of blockage.
The job of locating and raising the cleanout which would allow cleaning
of this lateral is near the top of my list of some 35 others which were
never located or raised.
Concerning the design of the 6" system, it is not ideal, yet with both
cleanouts accessible for maintenance, it will be more than adequate to
handle the three existing properties.

This will serve as a first and final report on the above
claim.
FACTS
This is a sewer back-up in the City's main line due to roots
from a tree in the City's right-of-way. The sewer reached
a level of three to four inches in the house.

Edmonds, Washington 98020 (206) 775-6966 (work).
Cary and Pat Thomas currently reside at 19525 - 81st Place
W. in Edmonds, Washington 98020.
PROPERTY DAMAGE
The owner, Harold Thomas, has presented a claim for clean-up
and sheetrock repair to the basement of his rental property.
The clean-up bill is $349.81. The lowest repair estimate
to the walls is $917.15. The Thomas' also claim their labor
of eight hours x $7.50/hour = $60.00, plus Mr. Thomas missed
� day from his employment as the manager for Prosser Paino and
Organ = $80.00. The Roto-Rooter bill was paid by the claimant
in the amount of $134.34. The total damages claims are
$1,541.30.
Cary and Pat Thomas have not presented a claim for contents
damaged as yet.

SEWER STOPPAGE AT 19525 81ST PLACE, EDMONDS
On November 8, 1978, the City of Edmonds Sewer Division was
notified there was a sewer stoppage at 19525 81st Place
West. Upon arrival at 2:30 p.m. Jim Jensen and Pat Case were
informed that a Roto-Rooter Company had been there and could
not unplug the sewer line. Jim and Pat informed the homeowner
that she would have to call Roto-Rooter back to verify the
rodding.. The homeowner called a different company and Jim
and Pat verified that the problem was on City of Edmonds
property. On November 9, 1978, we tried to locate where
sewer lateral connected to sewer main. As -built on the main
and laterals wer . e incorrect. After digging by hand, Jim and
Pat finally located the lateral and barricaded the excavation
over the weekend.
On November 13, 1978, Scott Highland, Marsh Menne and Jim Jensen
dug . up the lateral at the main, removed two six inch concrete pipes
and rodded main sewer. The main was plugged with grease approxi-
mately 50 feet east of the lateral. Flow was re-established
at 2:00 p.m. The crew then ' re -connected the latera.1 sections,
backfilled, and cleaned up the area.
