HAHN DIRECTOR I have prepared the attached table from the actual budget categories in 1989. The budget for sewage (both sanitary and storm) varies from year to year, primarily because the expenditures for capital construction projects and studies or plans can be very different each year. For example, next year the City is planning to spend about $2.4 million for a stormwater facility ($875,000 will be a grant from the State) -- this is the Shell Creek bypass project. We don't spend $875,000 for this category every year. So, fluctuations in the percentages will occur. The City Budget is organized according to divisional lines -- for example, the sewer division, the treatment plant division. Each function that is performed will cover one or more of the categories of the sewer bill. For example, the debt service for the wastewater treatment plant upgrade to secondary levels of treatment -- $758,325 -- pays both for pollution control as well as processing capacity. It would be extremely difficult to know exactly how much is in each category, and it would take an engineering analysis to develop a credible number for each. I hesitate to make an estimate, but if you need the breakdown, perhaps $100,000 can be attributed to capacity. There is no money spent for the category "long range planning for ... un-connected areas...". There is no money being spent this year on "sewer and storm drainage capacity", although this is a tough call -- cleaning out an existing line does technically increase capacity. But next year this category goes way up because of the project mentioned above (Shell Creek by pass). The Lynnwood Treatment line -- $241,000 -- is for the category of pollution control, and it pays the City of Lynnwood for processing north Edmonds sewage. * Incorporated August 11, 1890 * Sister Cities International — Hekinan, Japan I have also listed in the last column the Edmonds employee salaries and benefits within each applicable line.
