The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical Areas inventories, maps, or soil surveys). An applicant, or his/her representative, must fill out the checklist, sign and date it, and submit it to the City. The City will review the checklist, make a precursory site visit, and make a determination of the subsequent steps necessary to complete a development permit application. With a signed copy of this form, the applicant -should also submit a vicinity map or plot plan ior individual lots of the parcel with enough detail that City staff can find and identify the subject parcel(s). In addition, the applicant shall include other pertinent infonamation (eg. site plan, topography map, etc.). or studies. in conjunction with this Checklist to assist staff in completing theik preliminary a !ssment of the site. City Engineer City of Edmonds 98020 Dear Mr. Adams: The City road crew has made several passes at our "across the street drainage problem", by applying more blacktop to the edge of both sides of the road. This has helped. During the last heavy rain I observed the flow that still occurs from the East side of the road to the West, and I called the Street Dept. to remind them that they forgot to add butimunious material to a patch made earlier on the East side of the road to prevent the runoff from coming over to the West side. This patch needs about a four foot strip added to the South side of existing patch - - and this should complete the corrections needed until a re -surfacing can be made. This letter is sent because the previous verbal notifications: (1) to the foreman of the crew completing the work recently; and (2) a phone request to the Street Dept. detailing the area and extent of material needed have produced no results. I will not let this item go unresolved when there is agreement that the added material is needed to prevent the runoff problem. Please see that this last item is completed, so that I do not have to make further communications through.City channels. I received your letter, dated December 31, 1982, and spoke with you by telephone on the morning of January 4, 1983. At that time, I told you that we would keep you informed of the progress of the con- struction of the development. We furnished you with a copy of the approved development plan, and our Street Department and Engineering Inspectors have been in daily contact with your neighbor, Mr. McKenzie. The developer had placed the catch basins at a higher elevation than was approved.. We stopped the paving until the'catch basins are reset. With this development, we will be able to place a catch basin on the west side of 88th Avenue tokeep the drainage from the street off your property. In addition, we are putting a swale on the east side of the road to control any water that might sheet flow from the properties to the east. I discussed all of these improvements with'Mr. McKenzie, and he seems pleased. Dear Mr. Adams: 197224 Nth Ave. West Edmonds, Wa. 98020 Dec. 31st, 1982 Due to impending construction on 88th Ave. W., south of 196th Street,I am concerned with the drainage problem which may be created for the residences on the west side of 88th. 'ometime ago a conduit for drainage was installed in the ditch on the east side of 88th at 19801, 19805, and 19811 - 88th Ave. IV. The ditch was then filled to a grade level even with the street. Since then, runoff water has been an increasing problem for the next -door neighbor at 19726-88th Ave. W. The problem is really created by the lack of engineering applied to the street itself, as when the sanitary sewers were installed in the street a few years back, no crown was made to divert runoff prior to re -surfacing. As a result, runoff from the east side of the street flows across the street to the west side and is a problem for the residences on the west which are at a lower elevation. P1 I On Dec. 30th, I inquired about the engineering plans for conduit noted piled on the street, and was advised by Mr. Jerry Haust of your department that Homeland Co. was building a developmnt on a tract to the rear of 19713-88th Ave. W. He indicated that the open ditch would be piped and the ditch filled. Examining the slope of the area with Mr. Haust indicates that there might be a severe runoff problem unless this installation is engineered to drain runoff on the east side of the street. Mr. Haust said he believed a catch basin was to be installed in the drive, (which slopes up the property 100-200 feet to the east). A conversation with the contractor persons working on the conduit on Dec. 31st, indicated that they were not sure about location of a catch basin and the driveway, although they were in the process of installing pipe through the driveway area. Faulty design and installati - on can certainly create a water problem for the residents on the west side of the street, and! possibly some damage claims against the city. I would certainly appreciate your attention to this situation and would like to have you phone me regarding confirmation that an engineering plan exists. A copy of this letter was left with your office to provide some information to you with respect to the possible outcomes if the drainage problem was not corrected. The need was expressed for an engineering remedy to preclude a suit being brought against the City for damages due to negligence and/or malfeasance. To date I have no response from you regarding this concern. The development across the street has graded out a drive extend- ing the course of the property, and now drains about 300 feet of slope from the East edge of the property down to 88th Ave. W. Because of the engineering plan approved by the City Engineer, the drains are located above surface level, and neighbors and myself have experienced substantial influx of soil as well as water since construction began three months ago. In addition, the residents upon the East side of the street have installed culvert and filled the open ditches which previously retained and drained the runoff water that accumulated from the slope on the East side of the street. The basic problem is a lack of crown on the street to prevent runoff from encroaching upon the residential properties on the West side of the street. The contributing factor has been the approval, authorization to,fill open ditches with culvert without the consideration of engineering requirements to have drains at ground level or below, design drive slopes to ensure runoff to drains rather than cross the street uninhibited because of lack of street crown. Your lack of response causes me some concern about the problems which involve the City, wherein notification of a need might prevent liability for the future. At this time I ask you what remedy can you offer those of us who face this problem? I can assure you we would seek some resolution before making legal action a necessity. Sincerely, W.
