SUBJBCT: PARKING PROBLEM IN THE 19700 BLOCK OF 80TH WEST
I had Officer Steer make contact W* who filed the above

parking complaint. She lives at��30,�80th �Placee �We t and her phone number

is 778-8292. According to Office complaint is about sight
distance between 200th Street S�.W. and 200 --feet north on 80th Place West.
When cars are parked on the east side of the roadway within 200 feet, she
feels there is a safety hazard.
The vehicles we looked at were legally parked along the roadway. Officer
Steer has the impression that Mrs. Kerwin -would like the first 200 feet of
80th Place on the east of the street posted as a "no parking" zone. There
should at least be a "limited sight distance" sign on 80th Place West for
drivers turning off of 200th.
We don't see this as an enforcement problem at the present time. , Actually
it is more of a political problem than an , engineering problem.
Approximately three houses. would be affected by any future "no parking"
restrictions.

Enclosed is a petition -to form an LID for a pedestrian
walkway, as per our phone conversation of July 22, 1983. The
standard City walkway facility includes a raised asphalt walk-
way five feet in width, with a curb section at the street to
provide a positive, demarcation between the street and walkway.
We are presently constructing this type of facility on 83rd
Ave. W. to Pine Ridge Park.
Costs can vary considerably with the project, but an
average range would be from $5 to $10 per linear foot. For a
one -hundred foot frontage, over a ten-year assessment, at 10%
interest, the first year assessment would be approximately $100
to $20.0, with a declining amount each year. The method of am-
ortizing an LID is to pay . an equal amount toward the principle
each year, plus the annual accrued interest.
If you and your neighbors should decide to form the LID,
we will prepare a detailed design and cost estimate to be pre-
sented at a public hearing.

SPECIAL INSTRUCTIONS WHEN PETITIONS
ARE REQUIRED TO BE SIGNED BY OWNERS OF PROPERTY:
(a) The sig-nature of a record owner, as determined by the records
of the County Auditor, shall be sufficient without the signa-
ture of his or her spouse.
(b) In the case of mortgaged property, the signature of the mort-
gagor shall be sufficient, without the signature of his or
her spouse.
(c) In the case of property purchased on contract, the signature
of the contract purchaser, as shown by the records of the
County Auditor, shall be deemed sufficient, without the
signature of his or her spouse.
(d) Any officer of a corporation owning land within the area in-
volved, who is duly authorized to execute deeds or encumbrances
on behalf of the corporation, may sign on behalf of such cor-
poration, and shall attach to the petition a certified excerpt
from the by-laws of such corporation showing such authority.
(e) When property stands in the name of a deceased person or any
person for whom guardian has been appointed, the signature of
the executor, administrator, or guardian, as the case may be,
shall be equivalent to the signature of the owner of the pro-
perty.

PETITION FOR STREET L.I.D.
TO THE HONORABLE CITY COUNCIL
OF THE CITY OF EDMONDS, WASHINGTON:
WE, the undersigned, owners of property aggregating a
majority, (1) of the lineal frontage upon the improvement, do
hereby petition the City Council of the City of Edmonds,
Washington, to order a local improvement, the assessment district
of which does not extend beyond the termini of the improvement.
The nature and territorial extent of the proposed improvement
shall be the installation of'pedestrian walkways and related work
necessary to make a complete'improvement in accordance with City
standards on the streets and avenues within the City of Edmonds as
follows:
Both sides,of-80th Place --West,
North of 200th St. S.W. to end of cul-de-sac
All of the foregoing shall be done in accordance with plans
and specifications prepared by and as directed by the City
Engineer.
There shall be included in the cost and expense of said local
improvement all of the cost items listed in the Revised Code of
Washington 35.44.020.
The proportion of the lineal frontage upon the improvement
with- in the proposed district by the petitioners as shown by the
records in the of f ice of the County Auditor is over 50 percent.
The improv ' ement shall be paid for under the mode of "payment
by bonds" by means of special assessments against the properties
speci- fically benefited and included within the boundaries of the
local improvement district.
