Upon inspection I found an unusual installation. It is not typical to find fire alarm system connected to smoke detectors inside dwelling units, which alerts all tenants to smoke conditions caused by burned toast and other false or transient occurrences. Your existing system provides fire safety, however, your service technician at Aabsco Alarms has identified the FACP as requiring replacement due to the age of the system panel. Your system may require more than panel replacement due to incompatibilities of the older devices with the newer panel. As promised, I am providing two options for yours and your Association's review. The first will meet the minimum requirements for fire alarm system replacement. The second includes my recommendations for upgrade to improve upon the existing system, area coverage, and reduce false alarms. A Fire Alarm permit is required for either option. Minimum Option: Provide design and equipment proposal for approvaland obtain a fire alarm permit. Replace existing panel, Maintain a ' nnunciation panel for dwelling units. Reduce maximum height of manual pull stations to 48" for accessibility. Reconnect sprinkler waterflow alarm and high/low air supervision connections. The sensor is continually monitored to measure any chan ' ge in its sensitivity due to the environment (dirt. smoke, temperature, humidity, etc.). It can give an ad- vance indication to the control panel of the need for maintenance and can be specific as to where the mainte- nance is needed. If local regulations permit, then selected maintenance may be performed as opposed to having to check the sensitivity of all sensors to assure overall per- formance when only a few may be dirty. Designed to operate in conjunction with the FC1 Analog Addressable Fire Alarm controls, the ASD-PL sensor transmits an analoc, value representative of the sensitivity that can be used by the system to determine when main- tenance is required. Signal processing for alarm verifica- tion is built into the system to provide immunity to false alarms. The sensor is of plug-in construction and is directly interchangeable in the same base with the ASD-IL analog ionization and ATD/ATD-R thermal sensors. A wide vari- ety of bases, with sounder, relay, etc., is available. Remote LED annunciator capability is also available as an op- tional accessory The ASD-PL detector is Listed for use inside ducts up to a velocity of 4.000 FPM. These sensors provide open area protection with 50 foot spacing capability, and are designed for use with FCI analog addressable fire alarm control panels. The sensors are continually monitored to meas- ure any change in their sensitivity due to tempera- ture. Two LED's on each sensor light upon alarm and provide a local 3600 visibility of alarm indication. The LED's flash each time the unit is interrogated. Mr. Lehde has indicated that his course will depend to an extent on a detailed inspection of the building and review of costs involved. The procedure then would be an application for a hearing before the City -Board of Appeals if alternate forms of protection to that'required by the code are desired. There are two (2) principal deficiencies in this building. 1) We assume it does not conform to section 1302 which requires a three story hotel to:.be of 1-hour construction. 2) It does not conform to sectiqn'"3302-and 3308 which require two (2) exits properly enclo sed. Construction of a second.floor balcony, the installation of sprinklers, a fire alarm system and other alternatives are being considered. These alternatives would require the approval of the Board of Appeals. Attention should be paid to the fact that enclosed stairs could possibly be incorporated into the altered structure without undue economic penalty and without effect on the exterior appearance of the building. WITNESSETH: WHEREAS, the Owner has ownership of certain land described as follows: 203 Bell Street, the "Old Hotel", which is situate in the City of Edmonds, Washington, and WHEREAS, the Owner has made application to Edmonds.for a rezone from Multiple Residential, High Density (RMH) to.Community Business (BC), in order that Owner be enabled to restore said premises to their original function as an Hotel providing complete hotel services to its guests and visitors, and WHEREAS, the Owner has offered to tender Edmonds this Agreement and Covenants respecting limitations relative to the commercial operation of the property within Owner's ownership, and WHEREAS, the covenants of this Agreement and Covenants..are intended to constitute a basis for rezoning the property as set forth herein and are intended to be in effect from the effective date of such rezone, and WHEREAS, the use of the subject property, an historic site listed on the Washington State Register of Historic Places, will have substantial relation to the people, land and resources, health, welfare, safety and morals of Edmonds, and owner recognizes a need for control and cooperation in securing the proper development of the property to be compatible with the surrounding uses, now, therefore, 1 IT IS HEREBY AGREED AS FOLLOWS: (1). (4) The property owned by owner which is subject to said covenants is legally described as follows, all situate in the City of Edmonds, Snohomish County, State of Washington: The South 30 feet of Lot 11 and all of Lot 12, Block 8, Plat of Edmonds (5) This Agreement and Covenants is conditioned upon said legally described property being rezoned from Multiple Residential, fiigh Density (RMH) to Community Business (BC). 2 (6) The Owner of the above -described real property shall operate said premises as an bona fide Hotel offering all such services as are normally incidental to the operation of an hotel which, in order to properly accomodate its guests and visitors, may include -a Dining Room, Bar, Laundry Service, Gift Shop, Antique Shop, Cigar Store, News Stand, .Travel Agency, Limousine Service, Florist, Coffee Shop, Snack Bar. All other uses permitted in the BC zone which are not related to hotel use shall be excluded. (7) The Owner of the described property shall,rehabilitate the _existing structure to as near original design and appearance as possible and agrees that such work shall be subject to Amenities Design Board review. The Owner shall conform to the site plan submitted with this contract as (Exhibit A) and approval in accordance with Chapter 12.20 of the Edmonds City Code. (8) Owner agrees that all rehabilitation work shall be done in such a manner that will cause no unusual noise or disturbance in the area neighborhood and that no unsightly debris shall be allowed to accumulate nor any nuisance be created. After exterior work is completed, the property grounds shall be properly planted and landscaped in a manner which shall harmonize with the surrounding uses as well as with the style of the Old Hotel itself, subject to Amenities Design Board review and approval. (9) No applications shall be made by Owner of his successors or assigns to amend this Agreement"and Covenants for a period of two (2) years from the date of this Agreement. Thereafter, either owner or his successors or assigns, or Edmonds may, upon application filed in the same manner as a rezone application, apply to amend or terminate the provisions 3 and covenants of this Agreement or to change the zoning on 'said property.'' Said application to change or terminate the provisions and covenants or to rezone said property shall, as aforestated, be.heard in the normal manner at appropriate public hearings as any other application for a rezone of property in the City of Edmonds. Such action by Edmonds shall not release Owner or his successors or assigns from the obligations assumed under this agreement. The building is located in Fire Zone 11 and is a group H occupancy. 2. Cursory examination indicates that the construction is type V-N (unprotected wood frame). Inspection of the underfloor area on October 10, 1974, indicated deterioration of some structural members. 3. The building does not comply with provisions of the Uniform Building Code relating to existing buildings (section 1313). 4. Additions, alterations and repairs to existing buildings musl comply with section 104 of the 1973 Uniform Building Code. 5. It should be noted that a group H occupancy is not permitted in a three story type V-N bu,ilding (Table 5-D). 6. The building department recognizes the desire for the preservation and restoration of historic buildings such as the Olympic Hotel. We also stress the importance of code requirements for life safety in buildings where people sleep. 7. Currently, proposed revisions to the present building code are being considered in order to provide for repairs and alterations to historic,buildings while providing an acceptable level of safety to the occupants. However, exceptions or deviations to the present codes would require a Board of Appeals hearing and approval.
