I'm a little unclear of the purpose of this permit. If it is to reflect our switch to liquid chlorine from chlorine gas, then the
wording should delete the reference to "Sulphur Dioxide" and change "hypochlorite" to "sodium hypochlorite".
If the purpose is to reflect all hazardous materials at the plant, then it should:
delete "sulphur dioxide"
change "hypochlorite" to "sodium hypochlorite"
add "sodium bisulfite"
add "sodium hydroxide"
add "No. 2 diesel fuel". We have a 6000 gallon LIST
I think this information is in the annual Tier Two Community Right to Know report.

This info is per our conversation. We will be contracting to upgrade the fire alarm
control panel at the Harbor Master Condos located at 200 2nd Ave N, Edmonds.
We will monitor this new panel offsite thru ACI in Lacey, WA. During this project we
will disconnect and remove the 'system' smoke detectors in the units and replace
them with heats. The customer is having 120vac single -station detectors installed.
Also, during this project we will add smoke & heat detectors in the lobby and
storage areas per your letter dated 5/23/00. We are also installing 3 new
hornstrobes at locations that you and the customer agreed upon. We cannot
submit drawings due to availability and associated costs. I believe this meets with

Thank you for contacting me with your concerns regarding your fire alarm syst ' em and
maintenance required replacement.of Harbormaster Condominiums Fire Alarm Control
Panel (FACP).
Upon inspection I found an unusual installation. It is not typical to find fire alarm system
connected to smoke detectors inside dwelling units, which alerts all tenants to smoke
conditions caused by burned toast and other false or transient occurrences.
Your existing system provides fire safety, however, your service technician at Aabsco
Alarms has identified the FACP as requiring replacement due to the age of the system
panel. Your system may require more than panel replacement due to incompatibilities of
the older devices with the newer panel.
As promised, I am providing two options for yours and your Association's review. The
first will meet the minimum requirements for fire alarm system replacement. The second
includes my recommendations for upgrade to improve upon the existing system, area
coverage, and reduce false alarms. A Fire Alarm permit is required for either option.
Minimum Option:
Provide design and equipment proposal for approvaland obtain a fire alarm permit.
Replace existing panel,
Maintain a ' nnunciation panel for dwelling units.
Reduce maximum height of manual pull stations to 48" for accessibility.
Reconnect sprinkler waterflow alarm and high/low air supervision connections.
Zone automatic devices by floor, manual devices may be single -zoned.
Provide remote monitoring (if existing).

Front -panel intuitive programming eliminates the need for
computers and software programs, and facilitates the instal-
lation regardless of the complexity of the application.
The sophisticated circuitry and powerful analog software
enables it to read specific (default/user) sensitivity levels of
each sensor and compensate for any changes due to age or
environmental conditions. In accordance with the FCI repu-
tation for rugged reliability, the panel is designed to withstand
6000 VAC transients, far in excess of required limits. A single
optional module allows Class A operation for both signaling
line circuits and notification appliance circuits.
Designed around multigle processors, the 7 100 Series fea-
tures the proven ADAC degrade mode of operation that
assures the panel will process alarms if the human interface
fails or will annunciate total failure if the main system proc-
essor fails. It also incorporates the FC1 Listed Integrated
Sensitivity Testing (LIST) which meets the NFPA 72 sensi-
tivity testing and maintenance requirements. The LIST test-
ing saves substantial time and money in both maintenance
and service while virtually eliminating unwanted alarms.
The four ampere power limited power supply operates on
120 VAC, 50/60 Hz and is capable of maintaining batteries
up to 31 ampere/hours in capacity.
Housed in an attractive contemporary styled cabinet, the
7100 offers ample wiring space for power limited and non -
power limited wiring separation, combined with adequate
space for housing batteries up to 7 AH capacity.

INSTRUMENTS
DESCRIPTION
The FCI Model ASD-PL Low Profile Analog, Address-
able Photoelectronic Sensor is 1.7-inches hioh when
mounted in a standard base, thus presenting a very low
profile suitable for installation where architectural re-
quirements are a prime concern.
The sensor is continually monitored to measure any
chan ' ge in its sensitivity due to the environment (dirt.
smoke, temperature, humidity, etc.). It can give an ad-
vance indication to the control panel of the need for
maintenance and can be specific as to where the mainte-
nance is needed. If local regulations permit, then selected
maintenance may be performed as opposed to having to
check the sensitivity of all sensors to assure overall per-
formance when only a few may be dirty.
Designed to operate in conjunction with the FC1 Analog
Addressable Fire Alarm controls, the ASD-PL sensor
transmits an analoc, value representative of the sensitivity
that can be used by the system to determine when main-
tenance is required. Signal processing for alarm verifica-
tion is built into the system to provide immunity to false
alarms.
The sensor is of plug-in construction and is directly
interchangeable in the same base with the ASD-IL analog
ionization and ATD/ATD-R thermal sensors. A wide vari-
ety of bases, with sounder, relay, etc., is available. Remote
LED annunciator capability is also available as an op-
tional accessory
The ASD-PL detector is Listed for use inside ducts up
to a velocity of 4.000 FPM.
The sensor may be tested from the cdntrol panel, or
functional testina can be performed by applyina a test
masmet according to the test procedures.
An optional isolator base, Model B224B I, is also avail-
able. Installation of two of these isolator bases allows
Style 7 operation forall sensors located between the bases.

INSTALLATION
Place the sensor into the ,ensor base. Turn the sensor
clockwise until the sensor locks into place.
To use the tarnper-proof feature, break the smaller tab
on the baseasshown in the installation instructions. Instill]
the sensor To remove the sensor from the base when LISill'!
the tamper -proof feature, insert the blade ofa snial I screw-
driver into the hole on the side of the base and push the
plastic leveraway front the detector head. This will allow
the sensor to be rotated counterclockwise for removal.
NOTE: The decorative rin2 must be removed in order to
remove the head when using the tamper -proof feature.

TESTING
Sensors may be tested locally in the followincy ways:

performed with the aid of a voltmeter and Test
Kit. P/N 119-90 ION. For the complete

• C. Aerosol Generator - The Gernini Model 501
aerosol cenerator may be used to perform a
functional test. Follow instnictions in the
Generator instruction manual.
• D. Sensor sensitivity may be tested and
measured at the control unit. Refer to the
control panel operating manual.

DESCRIPTION
The ATD, ATD-R analog addressable thermal
sensors contain a state-of-the-art electronic dual
thermistor sensing circuit for fast response. These
sensors provide open area protection with 50 foot
spacing capability, and are designed for use with
FCI analog addressable fire alarm control panels.
The sensors are continually monitored to meas-
ure any change in their sensitivity due to tempera-
ture.
Two LED's on each sensor light upon alarm and
provide a local 3600 visibility of alarm indication.
The LED's flash each time the unit is interrogated.
The sensors are of plug-in construction and are
directly interchangeable in the same base with the
ASD-I and ASD-P analog ionization and pho-
toelectronic smoke sensors. The bases include a
tamper -proof feature which, when activated, pre-
vents removal of the sensor without the use of a
tool.
The sensorsmaybe functionally tested byapply-
ing a test magnet according to the test procedures.
The sensors should be cleaned at least once a
year by removing it from its mounting base and
using a vacuum cleaner to remove dust from the
sensing chamber.
Remote LED annunciator capability is available
as an optional accessory.

HORNS
In the SpectralertTm Series electronic horns, state-of-the-art
electronics, combined with the durability of a rugged plastic
housing, eliminates the effects of inrush and RFI contact
noise.
These horns are also available with strobes to meet the
requirements of UL Standard 1971 and the Americans with
Disabilities Act (ADA).
Field -selectable (reversible) features available are:
• Continuous or Audible Emergency Evacuation
Signal per ANSI S3.41 (Temporal Pattern).
• High or low dBA sound output, 10 1 or 96 dBA.
• High or low tone operation, electromechanical or
3,000 Hz; interrupted.
The horris are indoor Listed and mount on a standard 4"
back box, flush mount, or surface mount with Model 1313S
skirt. "K" Model horris and horn/strobes are Listed as rain-
proof per UL 50 (NEMA 3R).
STROBES
The strobes operate on 24 VDC, contain xenon flash tubes,
and are available in a "stand-alone" configuration, or integral
with the horn. They are visible from all sides of the high
impact lens which has a clear front diffuser.
The Spectralert"m strobes have a nominal flash rate of 1.0
flash per second and are intended for non -sleeping ar-
eas/ADA applications 15/75 cd (Model S241575-FC), or 75
cd (Model S2475-FC), and sleeping areas, I 10 cd (Model
S241 I 0-FC).
Regular strobes are indoor Listed, while "K!'Model strobes
are Listed as weatherproof per UL 1638.
The strobes may be used in conjunction with the MDL-FC
synchronization module which can synchronize two Style Y
(Class B) or one Style Z (Class A) circuit. It can also generate
an ANSI S3.41 temporal pattern. The module allows the
horns on combination horn/strobe units to be silenced on
Class B circuits. The MDL-FC module mounts flush in a
4-inch square electrical box.
Horns, strobes and accessories are available in either red or
white finish.
SIGNAL COVERAGE
Most codes require that the notification appliances be "in-
telligible and audible in all occupied areas." Thus, additional
appliances may be necessary to compensate for sound ab-
sorbing construction. Verify recommended minimum re-
quirements with applicable enforcement agencies.

shown,on plans.
2. RecommQnd, due to maximum protection offered,
that the area separation wall be moved to the
north side of the entry and recreation areas.
On the upper floors the elevator shaft offers
a better physical separation of the building.
The only change needed in the basement would
be to _1�ave the garage wall as shown, or to
extend the sprinkler system to cover to the
recoranended separation wall.
3. Openings into stairwells shall be as required
in Section 3303(c), including One -hour U.L.
doors, frames and self -closers.
4. Garbage chute -to be U.L. listed ' assembly and
provided with approved sprinkler system.
5. Recommend sprinkler systera be extended into
adjacent parking and storage in basement.
6. Provide heat or smoke detectors in storage,
elevator equipment, entry, hobhy and recreat-
ion areas in basement. Such areas to be inter-

As a.fojlow-up to the council meeting of 1-21-75, 1 further
discussed with the building owner the alternate methods of
providing life safety in this structure.
Mr. Lehde has indicated that his course will depend to an
extent on a detailed inspection of the building and review
of costs involved. The procedure then would be an application
for a hearing before the City -Board of Appeals if alternate
forms of protection to that'required by the code are desired.
There are two (2) principal deficiencies in this building.
1) We assume it does not conform to section 1302 which
requires a three story hotel to:.be of 1-hour construction.
2) It does not conform to sectiqn'"3302-and 3308 which require
two (2) exits properly enclo sed.
Construction of a second.floor balcony, the installation of
sprinklers, a fire alarm system and other alternatives are
being considered. These alternatives would require the
approval of the Board of Appeals.
Attention should be paid to the fact that enclosed stairs
could possibly be incorporated into the altered structure
without undue economic penalty and without effect on the
exterior appearance of the building.
We have indicated our desire to work closely with the owner
in a solution that will satisfy all considerations.

petition for the formation of a local improvement district
to provide parking facilities or other business improve-
ment district to provide such parking or otherwise.. parti-
cipate in any municipal parking project through "in lieu
of" payments or other method of charges for any such type
of parking facility that includes the Applicant's property
within the zone or areas benefited by the proposed parking
f acility.

AGREEMENT AND COVENANTS
THIS.IS AN AGREEMENT AND COVENANTS BETWEEN RAYMOND C. LEHDE JR.,
hereinafter referred to as "OWNER" and the CITY OF EDMONDS, a municipal
corporation, hereinafter referred to as "EDMONDS".
WITNESSETH:
WHEREAS, the Owner has ownership of certain land described as
follows: 203 Bell Street, the "Old Hotel", which is situate in the
City of Edmonds, Washington, and
WHEREAS, the Owner has made application to Edmonds.for a rezone
from Multiple Residential, High Density (RMH) to.Community Business (BC),
in order that Owner be enabled to restore said premises to their original
function as an Hotel providing complete hotel services to its guests and
visitors, and
WHEREAS, the Owner has offered to tender Edmonds this Agreement and
Covenants respecting limitations relative to the commercial operation
of the property within Owner's ownership, and
WHEREAS, the covenants of this Agreement and Covenants..are intended
to constitute a basis for rezoning the property as set forth herein and
are intended to be in effect from the effective date of such rezone, and
WHEREAS, the use of the subject property, an historic site listed on
the Washington State Register of Historic Places, will have substantial
relation to the people, land and resources, health, welfare, safety and
morals of Edmonds, and owner recognizes a need for control and cooperation
in securing the proper development of the property to be compatible with
the surrounding uses, now, therefore,

IT IS HEREBY AGREED AS FOLLOWS:
(1). This Agreement and Covi�nants-is ter.dered to Edmonds by Owner,.
and accepted by Edmonds, and all parties agree it is applicable to the
parties to this Agreement, their heirs, successors and assigns, both as
to duties and benefits. owner agrees that this agreement shall be
specifically enforceable by Edmonds in equity.
(2) Edmonds shall be under no obligation to issue owner or his
successors or assigns a building permit for improvements or expansion
upon any of the property of owner unless such improvements comply with
the terms hereof and the applicable ordinances at the time of any
application for building permit.
(3) This Agreement and each part of it shall be considered
covenants running with the land covered hereby, and shall be binding
upon the successors and assigns of owner, and shall be recorded with the
Snohomish County Auditor in the Grantor -Grantee Index with Owner being
listed as Grantor and the City.of Edmonds as Grantee and all costs of
such recordation shall be paid by Owner. Such recordation and payment
of.said costs shall be a condition precedent to Owner's exercising any

rights under the terms of this Agreement.
(4) The property owned by owner which is subject to said covenants
is legally described as follows, all situate in the City of Edmonds,
Snohomish County, State of Washington:
The South 30 feet of Lot 11 and all of Lot 12, Block 8, Plat of
Edmonds
(5) This Agreement and Covenants is conditioned upon said legally
described property being rezoned from Multiple Residential, fiigh Density
(RMH) to Community Business (BC).

(6) The Owner of the above -described real property shall operate
said premises as an bona fide Hotel offering all such services as are
normally incidental to the operation of an hotel which, in order to
properly accomodate its guests and visitors, may include -a Dining Room,
Bar, Laundry Service, Gift Shop, Antique Shop, Cigar Store, News Stand,
.Travel Agency, Limousine Service, Florist, Coffee Shop, Snack Bar. All
other uses permitted in the BC zone which are not related to hotel use
shall be excluded.
(7) The Owner of the described property shall,rehabilitate the
_existing structure to as near original design and appearance as possible
and agrees that such work shall be subject to Amenities Design Board
review. The Owner shall conform to the site plan submitted with this
contract as (Exhibit A) and approval in accordance with Chapter 12.20 of
the Edmonds City Code.
(8) Owner agrees that all rehabilitation work shall be done in
such a manner that will cause no unusual noise or disturbance in the
area neighborhood and that no unsightly debris shall be allowed to
accumulate nor any nuisance be created. After exterior work is completed,
the property grounds shall be properly planted and landscaped in a manner
which shall harmonize with the surrounding uses as well as with the style
of the Old Hotel itself, subject to Amenities Design Board review and
approval.
(9) No applications shall be made by Owner of his successors or
assigns to amend this Agreement"and Covenants for a period of two (2)
years from the date of this Agreement. Thereafter, either owner or his
successors or assigns, or Edmonds may, upon application filed in the same
manner as a rezone application, apply to amend or terminate the provisions

and covenants of this Agreement or to change the zoning on 'said property.''
Said application to change or terminate the provisions and covenants or
to rezone said property shall, as aforestated, be.heard in the normal
manner at appropriate public hearings as any other application for a
rezone of property in the City of Edmonds. Such action by Edmonds shall
not release Owner or his successors or assigns from the obligations
assumed under this agreement.
(10) That in the event Edmonds must bring suit to -enforce any of the
provisions of this Agreement and Covenants, Owner agrees on behalf of
himself, his heirs, executors and assigns, orsuccessors in interest,
to pay all costs of said litigation to Edmonds, together with a sum
as and for reasonable attorney's fees provided the city prevails.

Since study of contract rezone R-10-74 indicates that extensive
remodelling of the above structure is contemplated the following
information should be of value'to you in preparation of building
plans.
1. The building is located in Fire Zone 11 and is a group H
occupancy.
2. Cursory examination indicates that the construction is type
V-N (unprotected wood frame). Inspection of the underfloor
area on October 10, 1974, indicated deterioration of some
structural members.
3. The building does not comply with provisions of the Uniform
Building Code relating to existing buildings (section 1313).
4. Additions, alterations and repairs to existing buildings
musl comply with section 104 of the 1973 Uniform Building
Code.
5. It should be noted that a group H occupancy is not permitted
in a three story type V-N bu,ilding (Table 5-D).
6. The building department recognizes the desire for the
preservation and restoration of historic buildings such as
the Olympic Hotel. We also stress the importance of code
requirements for life safety in buildings where people sleep.
7. Currently, proposed revisions to the present building code
are being considered in order to provide for repairs and
alterations to historic,buildings while providing an acceptable
level of safety to the occupants. However, exceptions or
deviations to the present codes would require a Board of
Appeals hearing and approval.
