Project Description
The Hershman Short Plat project (see Figure 1) is a proposed division of the 0.482-acre lot at
20101 - 83d Avenue W into 2 lots. Lot I (10, 118 SF) will front 83d Avenue W and contains an
existing house. Lot 2 (10,893) will be created out of the easterly portion of the site as a flag lot,
and have 3,000 SF home built on it.
The roadway on 83d Avenue W along the frontage of the existing lot will be widened'to 12 feet
to the face of curb with curb, gutter and asphalt cement sidewalk. A paved asphalt cement
driveway to Lot 2 will also be provided as part of the project.
Stormwater on Lot 2 will be treated and detained in pipes prior to pumping to a new catch basin
just east of the ROW on 83rd Avenue W. From this CB stormwater will flow by gravity to a new
catch basin on the east side of 83 rd Avenue W, then connecting to the existing CB on the west
side of 83rd Avenue W.
The drainage basins and proposed improvements are shown on Figures 2 & 3, respectively.
Existing Site Description
The existing site is a 0.482-acre lot with an existing house, paved driveway, and 100-foot long
rockery south and east of the house. There are mature conifers located along the north, east and
southern boundaries. The site slopes down and away from 83 rd Avenue W from NNW to SSE at
about an average 9% slope with one area of about 40% at the south side of Lot 1. There are two
areas against the central southern boundary that the geotechnical report by Associated Earth
Sciences, Inc. June 6, 2007 indicated met the city standards for landslide hazard and erosions
hazard (see Figure 3). The landslide area is entirely on Lot I while the erosion hazard area spans
both lots against the southern boundary.
The geotechnical report indicated the soils on the site were Everett Series, although the USDA
maps have shown it as Alderwood — Urban land complex. There are no wetland areas on the
site.
Stormwater discharge for the site appears to be sheet flow across the southern boundary line.
There are two homes on the lots south of our site that are about 45 to 50 feet south of the
property line.
Developed Site Description
The onsite development will be on Lot 2 and consist of a driveway to the back of the lot and a
3,000 SF home. Stormwater improvements would include a pipe collection system, 48-inch
diameter CMP wet tank, 36-inch diameter CMP detention tank, pump chamber and duplex pump
assembly. A 2-inch diameter plastic force main would deliver the stormwater to a new catch

basin just east of the ROW on 83d Avenue W. From this C13 stormwater will flow b y gravity to
a new catch basin on the east side of . 83 rd Avenue W, then connecting to the existing CB on the
west side of 83 rd Avenue W.
The 48-inch wet tank will be 13.5 feet long and treat runoff collected from the driveway and
offsite area contributing to the driveway. The 36-inch diameter detention tank will detain water
from the driveway and roof. These two tanks will connect to a 54-inch diameter catch basin with
a discharge riser assembly will be located, and then flow to a second structure containing the
duplex pump system.
In addition to receiving the discharge from the stormwater pump the new catch basin on the east
curbline of 83 rd Avenue W will collect runoff from about 107 feet of roadway and direct it to the
existing CB on the west side of the road.
The detention volume was calculated using the SBUH method in Stormshedg for matching
developed release rates to their respective existing 2-year, I 0-year and I 00-year events. The
provided detention volume was calculated assuming gravity flow though riser orifices as directed
by Blaine Chesterfield with the city in a telephone conversation on 8/18/07. Blaine also said the
pump should discharge at the rate of the existing I 00-year storm event. The volume of the
detention pipe is sized to handle runoff from the driveway and roof areas. . The pipe is 36-inch
diameter and 38 feet long which provides a total of 268 cubic feet. The required detention
volume of 251 cubic feet was calculated assuming a single -orifice con trol structure which
provides a I 00-year detention depth of 2.74 feet.
For water quality a wet tank is proposed that will receive runoff from the driveway and direct it
to a 13.5-foot long, 48-inch diameter CMP that provides 145 cubic foot of storage in the middle
three feet. The required volume of 141 cubic feet was calculated using the SBUH method in
StormshedO for the volume of the developed 6-month storm event which was calculated using
the rainfall for the 6-month event dictated by the City of Edmonds.
Stormwater Hydraulics and Pumping Design
The discharge system for the stormwater detention system consists of two 0.5 horsepower pumps
each sized to pump 50% of the peak existing 1 00-year storm event. The existing I 00-year storm
event calculated with Stormshed is 0. 14 CFS 0 equating to 63 GPM or 3 2 GPM per pump.
System losses at 32 GPM equal 19 feet of head, and at 63 GPM equal 28 feet of head (see Table
3). The discharge line is 2-inch diameter HDPE that provides a velocity of 3.5 FPS at 32 GPM
and 6.9 FPS at 64 GPM which should provide good cleansing.

Upstream Analysis
There is a drainage area of about 8,100 SF north of the site that appears to contribute flow along
the length of the proposed driveway. This flow would be collected in the driveway catch basin
and directed to the onsite treatment and detention system. The ground cover includes grass,
trees, driveway and roofs and is shown on Figure 2.
Downstream Analysis
The drainage course from the site was assessed on 8/19/2007. No rainfall had occurred in the
prior 2 days. The downstream conveyance system is described below and shown in Figure 6.
The flow path for surface runoff from the existing site appears to be over the south boundary of
the site. Immediately south of the site are two existing homes that use a common driveway to
connect to 83d Avenue W. The runoff flow path appears to headdown the driveway to a catch
basin about 50 feet east of 83rd Avenue W. This catch basin connects to CB 9-1910 as noted on
the city's stormwater inventory drawing. This CB is on the south side of the driveway entrance
to the two homes on the east side of 83rd Ayenue W. The flow path continues.south in a piped
system to the '/4mile point adjacent to CB 9-173. The lids of the structures were -opened and -no
'signs of flooding or unusual operation were- observed at any. loqation.
