The policy states that the customer will be billed at the retail rate based upon the average water consumption for the same period during the previous year. In addition, the excess water lost from the leak will be billed to customer at the City's wholesale rate with a 15% surcharge added for administrative cost. You will recall early in September I was made aware of a major water leak by a meter reader. RESOLUTION: I have repaired the leak by replacing the entire 60 feet of water line and with your approval buried the line. I think this leak started out slow and got bigger over time and believe we were effected much earlier than this billing period reflects.
