In response to your letter of February 27, 1978, regard-
ing a drainage situation located at the rear of the lot known
as 20035 82nd Avenue West, please be advised of the following:
1. A catch basin has been . s talled at the northeast
's
corner of the lot. The basin has�a��,Lnderground pipe which is
a,
directed to an on -site retention acility. The installation
is in accordance with City Code andhas been approved by the
City of Edmonds.
2. The roof down -spout drains located on the north side
of the house have been connected to the existing footing drains.
If you have any questions, please contact the Engineering
Division of the Public Works Department at 775-2525, ext. 220,
between the hours of 8 a.m. and 5 p.m., Monday through Friday.

Dear Mr. Larson:
After numerous verbal contacts with you and members of your
staff to resolve the problems discussed below, I have de-
cided to formalize the sequence of events, to date.
I made my first contact with your office on about December 16,
1977. At that time, the changes made on the property south
of mine, in conjunction with rain that had fallen the pre-
vious few days, created a large pond in my back yard. After
discussions with neighbors, Mr. McNamara and Mr. Elston, and
an excavator who had previously worked in the area, it be-
came evident that the pond was the result of the "filling -
in" of a natural water drainage system on the -property south
of mine by Mr. Percy Buchanan and Mr. Ted Hollcraft. The
natural drainage system had been established and in opera-
tion for a number of years prior to its recent alteration.
Between approximately December 19, 1977 and February 3,
1978, 1 was in constant contact with Engineering Division
and Building Division -personnel from the City of Edmonds.
The majority of my conversations were with Mr. Bill Nimms,
City Engineer. He agreed that the problem had been created
by the alteration of the land south of mine. During this
time period, your office sent registered letters to both
Mr. Buchanan and Mr. Hollcraft. Mr. Nimms said the letters
stated that a professional engineer would have to design a
formal plan to take care of the drainage problem within �
ten days and the City of Edmonds would be responsible for
ensuring the adequacy of the proposed system.
Until recently, I assumed action was being taken by Messrs.
Buchanan and Hollcraft and being monitored by the respon-
sible personnel within the City Departments. On February 6,
1978 1 learned the house which had been constructed by Mr.
Hollcraft on the property south of mine had been sold.
Knowing the drainage problem had not been resolved, I con-
tacted Mr. Nimms in an attempt to determine how the house
could have been sold after I had previously been tolg that

the drainage system would have to pass the City's inspection.
I was told that Mr. Hollcraft would again be contacted and
I would be updated on the results of the conversation as
soon as possible. At this time, I mentioned that another
problem had been created by the roof drain construction on
the house directly south of mine. The drains were constructed
such that the water runs north onto my proDerty. This drain-
age system is in violation of City Ordinance 1924, Chapter
12.17, as I understand it.
After waiting over two weeks, I got in contact with Mr. Nimms.
Generally, he informed me of the following:
(i) the City has not yet made a final inspection of the
problem and the sale of the house would not affect
the need for and results of the inspection,
(ii) he (Mr. Nimms) acts in an advisory capacity and
could not say whether or not the present situation
would be accepted by the City's Building Dep-grtment,
and
(iii) my concerns could also be addressed to Mr. Whittcutt,
Edmonds Building Department'.
I hope this information can be used to ensure that the current
situation is corrected. I would like to be informed of any
actions currently planned or in process in connection with
this problem.
