CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED (CRA-2006-0097) During review and inspection of the subject site (the northern parcel - one of two parcels that makes up "Old Milltown" — see map on page two of this report), it was found that the site may contain or be adjacent to critical areas, including an Erosion Hazard Area, pursuant to Chapter 23.40 of the Edmonds Community Development Code (ECDC). The LIDAR map indicates erosion potential, as the site slopes down from east to west at slopes of approximately 23% and 25% (see attached map). GENERAL CRITICAL AREAS REPORT REQUIREMENTS Critical Areas Reports identify, classify and delineate any areas on or adjacent to the subject property that may qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific development proposal. If a specific development proposal results in an alteration to a critical area the critical areas report will also contain a mitigation plan. You have the option of completing the portion of the study that classifies and delineates the critical areas and waiting until you have a specific development proposal to complete the study. You may also choose submit the entire study with your specific development application. Please review the minimum report requirements for all types of Critical Areas which are listed in ECDC 23.40.090.D. (ZZA) is pleased to submit this report describing the results of our geotechnical pre -construction evaluation for the western building at the above- referenced project site. We previously completed a preliminary geotechnical evaluation of both the western and eastern buildings at the project site, as described in the following document. Memo: East Retaining Wall and New Footings, Old Milltown Building Renovation, Dayton Street & 5th Avenue S., Edmonds, Washington (dated July 12, 2006). Our complete scope of geotechnical services was outlined in our proposal letter dated June 14, 2006, and was formally authorized by you on June 26, 2006. This report is an instrument of service that conforms to locally accepted geotechnical engineering practice, and it has been prepared for the exc ' lusive use of Grace Architects (formerly called Bridge Architects), in specific association with the stated project and purpose. PROJECT DESCRIPTION The project site comprises a historical commercial property called Old Milltown, which is located in the downtown area of Edmonds, Washington, as shown on the attached Site Location Map (Figure 1). This property currently includes three contiguous buildings (western, eastern, and southern) and an adjacent parking lot. It has a roughly square shape that measures about 150 feet by 170 feet overall and is abutted by Dayton Street on the north, by Maple Street on the south, by 5th Avenue S. on the west, and by residential properties on the east. Our attached Site Vicinity Map (Figure 2) depicts this subject site in relation to various adjacent features. The western and eastern subject buildings are slated for a complete renovation. Most of the original interior walls, floors, ceilings, and roofs will be reconstructed with new concrete or wood elements, but the exterior walls will be largely preserved. Our attached Building & Exploration Plan (Figure 3) illustrates the proposed layout of new structural columns within the western building. Based on the assumptions and preliminary recommendations presented in our previous geotechnical memo, all such columns and walls have been designed to bear on spread footings imposing a maximum allowable static soil pressure of 3000 psf. PURPOSE AND SCOPE The purpose of our geotechnical pre -construction evaluation was to characterize near -surface conditions within the western building, such that we could confirm or confute our preliminary geotechnical design assumptions regarding soil bearing pressures for proposed new footings. We performed our services in general accordance with our aforementioned proposal, except where modifications were warranted by project schedules, access constraints, or client requests. It should be noted that our authorized scope of services did not include a quantitative or qualitative assessment as to the potential presence of regulated environmental contaminants at the project site. We ultimately completed the following scope items: • A review of available topographic and geologic maps pertaining to the site; • A review of limited subsurface data presented by Thorne Environmental, Inc. (TEI) in an excerpt of their environmental report dated July 6, 1989; • A review of limited subsurface data presented by Farallon Consulting, Inc. (FCI) in an excerpt of their environmental report dated May 11, 2006; • A visual surface reconnaissance of the site; • Ten exploratory test pits (designated TP-1 through TP-10) advanced at strategic locations across the western building subgrade; • Geotechnical engineering analyses regarding the existing soil conditions with respect to the proposed footings; • Preparation of this written report. The locations, elevations, and depths associated with our recent on -site explorations are summarized in Table 1 and are illustrated on Figure 3. For completeness, the previous explorations performed and/or reported by TEI and FCI are included on Figure 2. Appendix A describes our field exploration procedures. Appendices B and C contain excerpts from the environmental reports by TEI and FCI, respectively. SITE SETTING Old Milltown is located within an urban area characterized by dense commercial and residential development. Regional surface grades slope generally downward to the west or northwest at a gentle to moderate angle. As such, most of the buildings in the site vicinity are arranged on the sloping terrain in a stair -step fashion. We infer that a moderate amount of cutting and filling has been performed during the past century as part of the existing neighborhood developments. According to the 1983 Geologic Map of the Edmonds East and Part of the Edmonds West Quadrangles, Washington (Map MF-1 541) published by the U.S. Geological Survey, subsurface soil conditions in the site vicinity are dominated by Quaternary -age glacial deposits. Specifically, the map indicates that the site straddles a contact between the Whidbey Formation and a sequence of younger Transitional Beds. The older (lower) deposit is described as compact, oxidized, medium to coarse sands with some peat or organic sands near the top. The ypunger (upper) deposit is described as layered gray clay, silt, and fine sand with some organic sand and gravel near the bottom. SITE CONDITIONS The Old Milltown structure is a composite of old wood -frame and masonry buildings ranging from one to three stories high. Because adjacent grades are higher to the east and south, basement retaining walls run along the eastern and southern sides of the structure. These retaining walls range up to about 20 feet high, and they currently gain lateral support from floor slabs and floor/ceiling framing. At the time of our recent site reconnaissance, demolition work was underway in the western building; most of the interior walls and interior floor slabs had been removed. Gcotechnical Pre-Constructimi Evaluation 0 0 ZZA Old Milltown Building Renovations 9174 14mm 81065097 May IS, 2007 Page 4 According to 'reports by TEI and FCI, subsurface site conditions were previously, explored in 1989 and 2006 using methods that included backhoes, hand augers, power augers, and geoprobes. These explorations generally revealed sandy soils with varying amounts of silt and gravel. Groundwater was observed approximately 5 to 6 feet below grade in the western building. Unfortunately, no SPT sampling or other form of soil -density assessment was performed in conjunction with the exploratory -programs reported by TEI and FCI. Our own recent (April 2007) test pits performed within the western building disclosed subsurface conditions that generally conform to the published mapping designations but vary somewhat across the study area. Specifically, all ten test pits encountered an upper layer of fairly loose, silty sand with varying amounts of gravel. Several test pits revealed lenses of black silt or small debris within this upper layer, which appeared to comprise some combination of fill soils and disturbed native soils. At depths ranging from about 1 to 41/2 feet below base -of -slab level, our te . st pits encountered medium dense, fine sand with varying amounts of silt, gravel, and cobbles, as well as prevalent orange mottling. We infer this lower deposit to be native soil associated with the Whidbey Formation. Although none of our test pits encountered groundwater seepage, the mottling suggests that high groundwater levels have occurred in the past. Figure 2 shows the approximate field locations of previous on -site explorations reported by TEI and FCI. Figure 3 shows the field locations of our recent test pits, all of which were performed within the western building. For convenience, Figure 3 also indicates the depth of the medium dense sand horizon relative to base -of -slab leve . 1. Appendix A presents our stratigraphic test pit logs, while Appendices B and C contain text and/or logs by TEI and FCI. GEOTECHNICAL CONCLUSIONS AND RECOMMENDATIONS Based on the information obtained from our research findings and subsurface explorations, the proposed use of spread footings to support new structural columns and walls within the western building appears feasible from a geotechnical standpoint, contingent on proper subgrade. preparation and footing design. The following paragraphs present our specific geotechnical comments and recommendations concerning new spread footings. Bearina Provisions: The surficial loose sands and black silts underlying the western building are poorly suited for supporting spread footings, due to their somewhat non -uniform density and moderate compressibility. In order to provide adequate bearing conditions for new columns and walls, we recommend that all footings gain support from the underlying medium dense sand deposit, which we observed at depths'on the order of 1 to 41/2 feet below base -of -slab level. Figure 3 indicates the approximate depth of this bearing horizon at each test pit location. Where this bearing horizon depth exceeds the normal footing depth, adequate support can be accomplished by either of the following options: A. Extending all footings downward to bear directly on the medium dense sand deposit. B. Overexcavating and replacing.the overlying loose sands and silts with bearing pads of suitable structural fill. Geotechnic-al Pre-ConstraLlion 1",valtiation 7J 0 Atf Al Old Milltown Building Renovations 81065097 May 15, 2007 Page 5 Subc irade Prer)aration: After the foundation excavations have reached the appropriate depth necessary to accommodate the footings and bearing pads, as discussed above, all exposed subgrades should be compacted to a reasonably firm and unyielding condition by means of a pneumatic impact compactor ("jumping jack"). Any localized zones of soft silt encountered within the footing subgrade areas should be removed before compactive effort is applied. Bearing Pad Materials: if Option B is selected for new footings, we recommend that all bearing pads be composed of a fairly high -strength structural fill material. Conventional angular gravel, such as "Crushed Surfacing Base Course" per WSDOT: 9-03.9(3) or 2-inch-minus "railroad ballast," would be suitable for this purpose. Alternatively, either control led-d ensity fill (CDF) or lean -mix concrete (LMC) could be used if desired for ease of placement and higher shear strength. Bearina Pad Dimensions: Because foundation stresses are transferred outward as well as downward into the bearing soils, all gravel bearing pads should extend horizontally outward from the edge of each footing a distance equal to one-half of the bearing pad thickness. Therefore, a 2-foot-thick gravel bearing pad should extend outward at least 1 foot from each side of a footing. In contrast, bearing pads composed of CDF or LMC would not need to be oversized in this fashion. Bearing Capacities: Based on the dimensional criteria, subgrade conditions, and bearing pad materials described above, we recommend that all footings be designed for the following maximum allowable soil bearing capacities. These values incorporate static and transient (wind or seismic) safety factors of at least 2.0 and 1.5, respectively. Design Parameter Allowable Value Static Bearing Capacity 3000 psf Transient Bearing Capacity 4000 psf Footing Settlements: We estimate that total post -construction settlements of properly designed footings bearing on properly prepared subgrades will not exceed 1 inch. Differential settlements between new foundation elements over horizontal spans of 50 feet could approach 1/2.inch, while differential settlements between new and existing foundation elements could approach 3/4 inch. In all cases, these settlements would be reduced if the actual design bearing pressures are lower than our recommended maximum allowable pressures. Footing and Sternwall Backfill: To provide erosion protection and lateral load resistance, we recommend that all footing excavations be backfilled on all sides of the footings and stemwalls after the concrete has cured. Either imported structural fill or non -organic on -site soils can be used for this purpose, contingent on a suitable moisture content at the time of placement. Regardless of soil type, all footing backfill soil should be compacted to a density of at least 90 percent (based on ASTM: D-1557). We recommend using the following design values, which incorporate static and transient (wind or seismic) safety factors of at least 1.5 and 1.1, respectively. Base friction can be combined with the respective passive pressure to resist static and transient loads. Footings should never be cast atop loose, soft, or frozen soil, slough, debris, existing uncontrolled fill, or surfaces covered by standing water. We recommend that the condition of all subgrades be verified by a ZZA representative before any bearing pad fill is placed, and then again before any footing concrete is poured. Interpretive stratigraphic . logs of our explorations are enclosed in this appendix. Test Pit Procedures Our exploratory test pits were advanced with a small, rubber -track -mounted excavator (trackhoe) operated by Belfor, the on -site contractor: A geotechnical specialist from our firm continuously observed the test pit excavations, logged the subsurface conditions, and obtained representative soil samples. All samples were stored in watertight containers and later transported to our laboratory for further visual examination and testing. After we logged each test pit, the hoe operator backfilled it with excavated soils and tamped the surface. The enclosed Test Pit Logs indicate the vertical sequence of soils and other materials encountered in each test pit, based primarily on our field classifications and supported by our subsequent laboratory examination and/or testing. Where a soil contact was observed to be gradational or undulating, our logs indicate the average contact depth. We estimated the relative density and consistency of the in -situ soils by means of the excavation characteristics and the stability of the test pit sidewalls. Sleister & Sons Construction of Edmonds, Washington between May 30 and June 2, 1989. A total of six test pits were excavated at the locations shown on the attached Figure 2. Under a subsequent scope of work, we were retained to observe the conditions exposed in soils borings completed by others on June 19, 1989. These borings; were intented to provide soils engineering data. Ile locations of the two borings,we observed, B-2 and B-3, are also indicated on Figure 2. A photoioni . zation detector (PID) was used to field screen the. soils for organic vapors. However, the concentrations detected were considered to be serni-quantitative since the measurements were obtained in the open atmospbere about one to two inches above. the excavated soils. The instrument used was a Thermo Environmental Instruments, Inc. Model 580A OVK caUbrated to benzene. The PID had an operating range from 0 to 2,000 parts per million (ppm) with a minimum detection limit of 0.1 PPM­ Selected samples were obtained from the materials excavated from. the test pits since the unshored excavations could not be entered. The soil samples collected from the borings were obtained from split -spoon samplers. Hand tools used to collect the soil samples into containers were decontaminated prior to ea'ch use by washing with detergent, followed by a distMed water rinse. However, the augers and sampling rods used in the geotechnical study completed by others were not steam cleaned prior to use since the borings were intended only for soils engineering data. Glass jars sealed with Teflon -lined lids were used to contain each sample. The jars were labeled as to their respective origins and placed in a chilled ice chest for transport to the contract laboratory. Cbain-of-custody procedures were used to document the sample handling. 2.1 Subsurface Exploraflons in the Upper Parking Lot Test pits TP-1, TP-2, and TP-3 were excavated with a backhoe on May 30, 1989. These excavations extended to a depth of about eleven feet below the existing ground surface� at the south, north and west sides of the estimated 10,000-gallon capacity steel tank underlying the -upper parking lot. The excavations indicated that the tank was aligned north to south with a length of about 18 feet and a diameter of eight feet. The soils encountered in the test pits r consisted of trace silty, sand FILL which extended to the fidl depths explored by the test pits. L Groundwater was not observed in the test pits. No hydrocarbon odors or sheens were detected in the excavated soils and the PD:) did not indicate the presence of detectable organic vapor concentrations. Soil samples for laboratory analysis were collected from the bottom of test pits TP-4, T?-2 and T?-3; these samples were identified as 'Tank 1 SV, 'Tank I S2" and 'Tank 1 SY, respectively. The test pits in the upper parking lot were backfil.led by compacting about one -foot thick lifts of the excavated soils with the backhoe. bucket. The final three soil lifts were each compacted with a portable, gasoline -powered compactor. The densities, of the compacted soils were not measured, as this was outside the scope of work. 0 0 @04OR4 ENVIRONMENT LJniversity Savings Bank Page 5 July 6, 1989 5E-1044-1 On June 19, 1989, a truck -mounted Mobile B-61 drill with hollow -stem. augers was used to com- plete boring B-2 which was cast of the upper tank as shown on Figure 2. Although this boring was part of a separate geotechnical engineering study by others, we had been requested by University Savings Bank to obseNe the drilling and collect soil samples, Ile boring penetrated to about 24 feet below ground surface in unsaturated, gravelly SAND. The PID showed a max- imlim of 0.2 pprn of organic vapors in the split -spoon drive samples obtained. at about five feet intervals in the boring. Soil samples for chemistry analyses were collected at about 16 and 21 feet below ground surface; these samples were identified as "B-2 S-4" and "B-2 S-6", respectively. 2.2 Subsurface Explorations on the Western Portion of the Site 2.2.1 Southern Side of Landscaped Area An FM radio -band survey was conducted on May 30, 1989 in the south side of the landscaped area to explore the extent of the piping connected to the three fin caps on Maple Street. Ile survey was completed by attaching a wire to the.pipe and searching the surrounding area with a FM receiver for a return signal. This survey indicated the three fill pipes converged to the north under the sidewalL However, the response did not persist ten feet to the north of the r fill caps and a signal could not be found elsewhere in the lanoscaped area. Test pits TP-5 and iuiface in TP-6 were then excavated to a depth of about four feet below the existing ground the landscaped area in an attempt to locate the piping. However, no piping could be located in these explorations. Conversations with Lt. Stan Olsen of the Edmonds Fire Department and with other local residents indicated that other underground storage tanks in the lower landscaped area were removed prior to the converslon of the Old MW into a site for small shops in 1973. 2.2.2 Northern Side of Landscaped Area The antique fue, pump on the northern side of the landkaped area was unbolted,from the concrete pad on May 30, 1989 to check for piping that may'hay.e connected to a tank- No piping was observed on the surface. of the concrete slab., . On May 30, 1989, an estimated 1,000-gaflon capacity steel tank was discovered below the exposed vent line near the public TeStrooms. This tank was about 3.5 feet in diameter by more . than eight feet in length and appeared to be filled with oil. The east end of the tank was overlain by a wooden boardwalk and immediately north of the tank was a buDding foundation. Test pit T?4 was hand -bored to a depth of about seven feet below ground surface -on the western end of the tank. Soils encountered in the test pit consisted of about three ' feet of L imported organic -rich, sandy SILT (top -soil) overlying native, silty SAND with cobbles. A soil sample for quantitative chemistry analyses was obtained at depth of about 6.5 below the existing ground surface in the hand boring. This sample was identified as "Tank 2 S?. Groundwater was observed in test pit TP4 at a depth of about seven feet below the eAsting ground surface. Hydrocarbon -like odors were detected below a depth of about six feet in the test pit. Bas-d on the hydrocarbon odors and discussions with Mr. Voss, the hand boring was deepened on June 2, 1989. A portable Acker drilling rig equipped with hollow -stem augers was fised to drill and sample the soils. Groundwater was encountered in the boring beneath a depth of about 5.5 feet below ground surface. We collected soil samples "B-3 S-Y and "B-3 S-4" in the boring at depths of about five feet and nine feet below ground surface, respectively. The boring was terminated at about 12.5 feet below the existing ground surface due to auger refusal in gravelly soils. 3.0 IABORATORY ANALYSES 3.1 Analysis Procedures Chernical. analysis of the collected soil samples was performed by AmTest, Inc. of Redmond, Washingtom The three samples collected in test pits TP-1, TP-2 and TP-3 by the tank in the upper parking 'rank I S2 Tank 1 S3) were analyzed for the lot (identified as samples Tank 1 S1, and concentrations of fuel hydrocarbons and selected volatile aromatic hydrocarbons common to hereafter referred to automotive fuels (�pecifically, benzene, toluene, ethylbenzene, and xylenes, as BTEX). EPA Methods 8015(modified) and 8020 were used to complete the fuel hydrocarbon and BTEX analyses, respectively. These tests were selected since the size of the tank and the in th ank historic site information suggested that diesel or gasoline fuels were stored e t Since the 1,000-g'allon capacity tank appeared to have contained oi� sample 'Tank 2 Sl" from near the water -table surface in test pit T?-4 was selected for quantitative chemistry analyses. This sample, from a depth of about 6.5 feet below ground surface, was analyzed for: 1) Total Petroleum Hydrocarbon (TPH) concentrations by EPA Method 418.1; 2) EP -toxicity for metals by EPA Method 1320; 3) chlorinated solvents by EPA Method 8010; and 4) polychlorinated L biphenyls (PCB) by EPA Method 8080. Sample 'Tank 2 SZ' Erom. about nind feet below the existing grqund surface in test pit TF-4 was then analyzed after the 'Tank 2 S-I" results were reported to US. The soil samples from borings B-2 and B-3 were analyzed for the T?H concentrations by EPA Method 418.1. The temporary wells were purged for several minutes prior to sample collection to allow for removal of fine sediment particles suspended during the advancement of the borings. Reconnaissance groundwater samples were collected directly from the tubing outlet into lab=tory-pTepared containers. The reconnaissance groundwater samples were submitted for laboratory analysis of DRO and ORO by Northwest Method NWTP14-Dx, GRO by Northwest Method NWTPH-Gx, BTEX by EPA Method 8021 B, and dissolved RCRA 8 Metals by EPA Methods 200.9 and 7470A (Appendix C). The soil and reconnaissance groundwater sample containers were clearly labeled using a unique sample number and placed immediately in an iced cooler. The soil samples were submitted to OnSite Environmental, hic. of Redmond, Washington under.standard chain -of -custody protocols. SUBSURF ACE UWESTIGATION RESULTS The results of the subsurface investigation field activities and laboratory analyses are presented below. The boring locations are shown on Figure 2. Borings B I and B2 were advanced in the landscaped area on the southwest portion ofthe Site to evaluate soil and groundwater conditions adjacent to kDown and suspected former USTs (Figure 2). Boring B3 was advanced adjacent to a suspected UST vent line identified during the Site reconnaissance, Borings. B4 and B5 were advanced inside -the northern portion of the building in the fon.-ner garage area (Figure 2). The laboratory analytical results for soil samples collected fxom the borings are summarized on Tables I and 2. Tables. 3 and 4 summarize the analytical results for reconnaissance groundwater samples. A copy of the complete laboratory report for the soil. and reconnaissance groundwater sample analyses is provided in Appendix C. SOIL The soil encountered in boring B1 consists of approximately 4 feet of poorly graded sand with gravel and silt overlying poorly graded silty sand and sand with gravel and silt. Borings B2 through B5 encountered soil consisting of poorly graded fine to medium grained sand with trace amounts of gravel and silt. Sandy silt was encountered from approximately 5 to 6 feet bgs in boring B3. The boring logs for borings BI through B5 are provided in Appendix B. No field evidence of potential contamination, such as unusual odor, discoloration, or sheen, was observed in any of the soil samples. PID measurements recorded during the sample collection ranged from 0.0 to 0.2 parts per million. Concentrations of DRO, ORO, ORO, BTEX, and RCRA 8 Metals were not detected above the MTCA Method A cleanup levels for soil or MTCA Method B cleanup levels for soil, where Method A cleanup levels are not established, in any of the soil samples analyzed from borings B I through B5 (Tables I and 2). May 11, 2006 Page 5 Groundwater was encountered in borings Bl, B2, B4, and B5 at depths ranging from 5.5 to 6 feet bgs, groundwater was not encountered in boring B3. Reconnaissance groundwater samples were collected ftom borings 131, B2, B4, and B5. Concentrations of ORO, GRO, BTEX, and dissolved RCRA 8 Metals were not detected above the MTCA Method A cleanup levels for groundwater or MTCA Method B cleanup levels for groundwater, where Method A cleanup levels are not established (Tables 3 and 4). DRO was detected above the MTCA Method A cleanup level of 500 niicrograms per liter (�igll) in the reconnaissance groundwater sample collected from boring B2 at a concentration of 4,400 )ig/l (Table 4) (Figure 2). DRO was not detected above the laboratory practical quantitation lirnit (PQL) of 250 �tg/l in reconnaissance groundwater samples collected from borings Bl, B4, and B5. CONCLUSIONS The laboratory analytical results detected concentrations of DRO above the MTCA Method A cleanup levels in groundwater in the vicinity of boring B2, located near the former UST in the southwest comer of the Site. DRO was detected in the reconnaissance groundwater sample collected from boring B2 at a concentration of 4,400 jig/], which is above the MTCA Method A cleanup level for groundwater of 500 pg/l. However, DRO was not detected above the laboratory PQL in the soil samples collected from boring B2, indicating that shallow soil has not been impacted in this area. The concentration of DRO detected in groundwater in boring B2 is indicative of a small, localized release. Based on Farallon's review of the envirom-nental activities on the Arco Facility No. 822, located west of the Site, the groundwater flow direction in the Site vicinity is towards the west (Figure 1). Concentrations of DRO in shallow groundwater may have migrated off of the property beneath 5h Avenue South. However, there is insufficient data to evaluate the extent of off -site migration of DRO. in groundwater - Results of the subsurface investigation confirm that shallow subsurface soil beneath the former truck shop and garage has not been impacted by historical Site activities. Since you mentioned earlier that the space you were leasing was 506 square feet, then your parking requirement is three spaces. This is a 50 % increase from the two spaces that would have been required for retail. Therefore you are required to provide one off-street parking space. You may provide this additional parking space in one of three ways: acquire the space on the site, acquire a parking space within the BC -zoned downtown business area, or pay the in -lieu fee. If you want to try to provide the space on the site, the Engineering Division would probably want to make sure you were not taking away street parking to create an off-street space. They also have regulations on size and access to spaces. Edmonds Community Development Code section 17.50.040 gives the requirements if you plan to lease a parking space in the BC -zoned downtown business area. Edmonds Community Development Code section 17.50.070 gives the information about the in -lieu fees. For existing buildings, the fee is $3000 per parking space. I am going to inquire at our next staff meeting (probably Monday, April 1) if the code section 17.50.010.B.2 could be interpreted that the 10 to 100 % is for all of Old Milltown Mall, but I have been told that typically we interpret it to mean just the individual tenant.
