CORRESPONDENCE/COMMENTS FROM STA John Bissell, Associate Planner, stated comments from staff will be made under Item No. 8 on the agenda. 3. ARCHITECTURAL DESIGN BOARD COMMENTS Boardmember Sullivan commented that he was disappointed the City Council overruled the Architectural Design Board (ADB) decision 96-56. He did not feel it was judged under the same merits that the ADB is required to assess projects. Boardmember Frank concurred. She recommended John Bissell attend the City Council meetings where the ADB decisions are being appealed in order to provide the ADB's point of view. 4. APPROYAL OF MINUTES BOARDMEMBER. He stated the roofing will be installed in a regulated modulation LU U) manner to give a linear expression. 0 Responding to questions of Boardmember Young, Mr. Hart stated the remodeling will start in late July of this year. The students will spend nine months next year at Esperance; when this school is finished they will come back to it at the beginning of 1998. It is an eleven -month project. Applicant/Property Owner Applicant's Representative Old Mill Town Anne Wambach C/O Quantum Management 8715 192nd St. SW P.O. Box 2170 Edmonds, WA 98026 Lynnwood, WA 98036 B. Site Location: 201 5th Avenue South C. Introduction/Proposal: Old Mill Town is an older building in the downtown area. This building is a multiple tenant, retail building. In the south west comer of the building site (at the intersection of 5th Avenue South and Maple Street) there is a landscaped area with a gazebo. The existing landscaping is poorly maintained. The applicant is proposing to remove the majority of the landscaping to the north of the gazebo, and replace the landscaping with exposed aggregate concrete. The applicant is proposing to retain the existing tree, and to install a small box hedge along the perimeter of the new paved area. The applicant is also proposing to rehabilitate the landscaping on the south side of the existing gazebo. The rehabilitation will include new plants and as many relocated plants from the north side of the gazebo as possible. The applicant has stated that the proposed change will accomplish two design objectives. First, the Gazebo has proven to be too small for any actual use. By enlarging the paved area around the gazebo, it will be possible to make better use of the gazebo. Additionally, the removal of the larger, overgrown plants from the landscaped area will allow greater visibility of the business located east of the courtyard. By retaining a box hedge around the perimeter of the new paved area, the paved area will be physically and visually separated from the sidewalk, thus keeping the courtyard appearance. it should be noted that the plans submitted are only partially to scale. The area of proposed landscape reduction is in scale. The landscape area to the south of the gazebo is actually significantly larger than the area proposed to be paved. Also the portion of the building to the north of the area to be paved is much larger than shown. D. Summary: Staff believes that the Architectural Design Board can find that the proposal is supported by the ADB design criteria and the design related policies in the Comprehensive Plan.
