The policy states that the customer will be billed at the retail rate based upon the average water consumption for the same period during the previous year. In addition, the excess water lost from the leak will be billed to customer at the City's wholesale rate with a 15% surcharge added for administrative cost. Only one leak credit will be granted in any three- year period. Should you have any additional questions after you receive your new billing, please contact Ilene Larson, Utility Billing Clerk, at 771-0241. Box 2008 Edmonds WA 98020-2008 Dear Mr. Wade: We just noticed our water bill for the month of August and noted a major increase in our bill. After discussing the bill with your department, we were advised to write you a letter of explanation and request a reconsideration. Attached is a copy of the water bill for our Perrinville carrier Station (7601 Olympic View Drive). As you can see, the consumption is 485 cubic feet (100). This is a 337 cubit foot (100) increase over our previous month's usage. This increase was caused by an improper setting on our automatic sprinkler system and vehicular vandalism damaging several sprinkler heads, causing additional leakage. Both of these problems were discovered on September 1, 1998, when we changed our lawn maintenance. We understand that there can be no relief on our water usage, however, we believe that we should receive relief from the Sewer System surcharge. The additional water usage was on our lawn and not in the plumbing system and therefore did not add water to the sewage system. We are requesting a relief of $835.76 (337 cubic feet [100] x $2.48) on item 3 of our August 1998 water bill for Perrinville Carrier Station, account number 6-04240. Thank you for consideration of this request. Sincerely, Thomas M.
