RE: Lock boxes on schools in Edmonds School District #15.
In 1995, the Edmonds School District eliminated their nighttime security patrol for
budgetary purposes. In eliminating this position, it became difficult for our engine
companies to gain access'to the interior of schools in the event of a fire alarm. In October
of 1995 1 met with Diane Weber, loss prevention coordinator for the school district, and
requested they install lock boxes with appropriate keys on all schools in Lynnwood. Since
Ms. Weber could see the need for lock boxes on all their schools, she asked if they could
install Lynnwood lock boxes throughout the Edmonds School District.
On or about October 12, 1995, 1 met with Gary McComas, Brad Reading and Tom Foster
to see if they had any objections to the plan. All three Fire Marshals told me that since
their respective departments have the Lynnwood lock box key on their engines, it, would
be fine to install Lynnwood boxes.
In November 1995, 1 delivered the lock boxes to Mike Means, the school district
locksmith. I requested the boxes.be installed near the office door of each school since the
fire alarm panels are located in or near the school offices. In January of 1996 they finally
finished the job and in nearly every case they were installed "on" the office door.
Over the past two weeks, I installed the appropriate keys into 32 schools throughout the
district. I found the keys in the old lock box at Brier Middle School do not fit, but Mike
Means is planning to rekey the entire school and will provide the correct key at that time.
Lynndale Elementary and Lynnwood Intermediate will also be rekeyed soon. Seaview
Elementary and Meadowdale High School have no lock boxes, because of planned
remodels this year. However, I told Mike to install a box on Meadowdale High anyway,
because of continued problems with that alarm panel. I also told Mike he may have to re-
install a Fire District One lock box near the sprinkler room at Hilltop Elementary if the fire
district requested it.

The purpose,of this letter is to provide information about "Firebusters", a
fire safety program sponsored by the Edmonds Fire Department and fire departments
throughout the state. The basis of the "Firebusters" program is a series of news
reports prepared for students which will air on KIRO-7 News the week of February
3 - 7, 1992. The series will air each night between 5:30 and 6:00 p.m.
"Firebusters" worksheets, which contain questions pertaining to the series,
will be provided by Tom VonSchuessler of the Fire Prevention Office for distribu-
tion to your students. The worksheets may be completed at home or at school as
part of a classroom lesson. The worksheets also include a letter to parents frcm.
me explaining the program.
Students who complete a worksheet and return it to a fire station or to
school by February 29, 1992 are eligible to win prizes including a trip for a
family of four to Disneyland. Those students who return THE BOTTOM PORTION of
the worksheet to a Skipper's Restaurant will receive a free kid's meal and will
also be eligible to win the above prizes.
Teacher information packets will also be provided to your school describing
the program. Included are lesson plans for teachers who may wish to include
"Firebusters" topics in their classroom activities. You way also wish to video-
tape the program and show it in class.
This is the fifth year of the "Firebusters" program. Washington Public Fire
Educators, sponsors of the program, have made efforts to incorporate suggestions
made by education professionals to continue to inprove the program. The series
of topics and questions are prepared for a student audience.
I hope you will join efforts to promote fire safety by encouraging participa-

latch on the outside exit door in Room #3 of the old unit
building. As long as you do not exceed 50 people in that
room, you are only required to have one exit. Therefore, you
may post that door "not an exit" and install any latch you
feel i ' s appropriate. You may also wish to install a doorbell
on that door, as we discussed on November 15th, to alert your
staff that that door has been opened (in the event the latch
is not latched) and one of your students is exiting.

We have discussed your special needs at Maplewood School
quite extensively. The following items are a result of these
discussions:
1. All doorways and exits should be wheelchair accessi-
ble. An area of concern is at Room #3 where there
is presently a 3" to 5" drop. A ramp or slope
should be installed in the areas commonly used by
wheelchair students.
2. Where wheelchair students are commonly in atten-
dance, all exit doors should be of the push button
power operated type. This would allow all students
to exit without someone holding the door for them.
3. Students should not exit into a parking lot or drive-
way area. If this is unavoidable, they should be
directed to a different safe area after exiting.
4. All staff should participate * in the Fire Drill.
5. Staff should insure all interior and exterior doors
are closed. This prevents the spread of fire should
one actually occur.
6. The fire alarm should be checked to insure it can be
heard in Rooms 1, 2, 3 and 4.
7. School staff should provide easily accessible towels
and blankets that can be used for students exiting
the pool area. We normally do not carry these items
in sufficient quantities to handle all students. if
they were readily available just inside the pool
exit, your staff or our personnel could insure all
students are kept warm.

We have a class of 11 young, severely retarded and multiple -
handicapped students. Three of these students are constantly
trying to run out of the room. There are always 6 adults with
these 11 students, all of whom need individual attention. To
prevent the 3 students from leaving the room, we are blocking the
doorway. We would prefer to place a latch up high on the door,
which we feel would be safer for any situation. The maintenance
department will not place this latch without approval from the Fire
Department.
We do seek your approval. for this latch as we feel this will be
safer: 1) To prevent the 3 students from leaving the room; and 2)
To be able to use this door quickly in case of an emergency by
unhooking the latch.
We would appreciate your assistance and consideration on this

SUBJECT: Defective Hydrants at the Maplewood School at
20100 - 84th Ave. W.
On April 30, 1980., while the Fire Department was drilling
at the Maplewood School, it was discovered that there is a
problem with two hydrants at that location. The first hydrant,
located on the Northwest side, leaks excessively and could
have an underground leak. If this problem goes unsolved, it
could possibly cause an undermining effect of the area. The
second hydrant, located on the Southwest. side, does not have
the required.clearance from the lowest port. 'As per City -of
Edmonds Code 10.10.120, the hydrant shall stand plum and not
less than la" above the street grade from the lowest port.

9. By State law there is to be one drill per month. Drills will be planned so
there is little -disruption as possible.

onto a fire lane.
11. All therapists, assistants, administrative personnel, and -volunteers not
assigned or needed in their immediate area, report to Preschool - "C" - "OH"
areas and assist.
12. In Your substitute folder leave a copy of EMERGENCY PROCEDURES and a note of
exp'lanation, if necessary,- regarding any unique circumstances in your class.

Students dressed - Exit South doors through Boys and Girls locker rooms. Exit the
building through the West door and move to the blacktopped playground area. Remain
in a group.
Students undressed or in the pool - Move to the North wall of the pool area and
wait for instructions over the intercom. Instructions for the pool evacuation will
come from the Program Manager, Nurse, Psychologist or Secretary. When instructed
obtain blankets from the pool storage area, wrap wet students in blankets, and exit
thl-OLIgh the North Door and wait directly outside. An Aide CAR will park on the
Northeast side of the building to provide shelter if necessary.,

on Jun.e 12, 1978, your school was inspected by members of
the Edmonds Fire Prevention Bureau.
We request the following corrections:
1. Replace combustible waste containers with'approved
noncombustible types. Plastic liners.may be used
in approved containers.
2., Replace 212 gallon pressurized waters with 2:A,
,10:B,C fire extinguishers.
3. , Obtain and mount a 2:A, 20:B,C extinguisher in the
mechanical room.
4. Provide permanent mounting brackets for all fire
extinguishers so that ' the top of the extinguisher is
not more than five feet above the floor and the
bottom not less than 18 inches above grade.
5. Service fire extinguishers.
6. Move Hydrochloric Acid into the Chlorine Storage
Room and post sign outside the door stating that
these chemicals are stored therein.
7. Remove obstructions blocking access to fire extin-
guisher in Room 9.

9. Remove extension cords which are being used in place
of permanent wiring in the Psychology Office,.Room 6

In a meeting with Bob Brown, Edmonds School District, Fire Chief Cooper.
and myself,. today, we determined the following:
1. Ma i n concern. of, Chief Cooper is equipment access. Proximity to
property lines (fences) as related to personnel is important,,.but
greatest concern is equipment access.
2. There was agreement by Mr. Bob Brown to adjust the south wing of.
the, bui ]ding to the west to provide a minimum 20 foot opening at
the property, -line at the southeast corner of the proposed additi on'.
-With this -adjustment made the setbacks meet the approval of the.Fire
Chief.
