It will cost $5,000 for 50,000 copies and they are trying to raise $6,000-$7,000 to produce more copies. $2,200 has been raised from the business sector and Mr. Ehrling asked the City to participate in the amount of $2,000. If that much is raised Rainier Bank will then give them a signature loan for the balance at the prime interest rate. He also intends to solicit funds from the local service organizations. Ken Fenwick, 20112 80th W., again discussed his drainage problems. He had appeared before the Council in February and he said he has been talking with the City for He had been advised that the City had seven months and it still is not resolved. approved the funds to deal with the problem and he said an engineer looked at the situation and said the plans would be completed in two weeks and then would be turned over to the Building Department. On May 26 he had received a letter from City Engineer Jim Adams saying preliminary plans were in process, and he had reviewd those plans on this date, but work still was not begun. Mr. Adams responded that this was approved for this summer's construction and the preliminary design is completed. He had already written a memo for next week's Council meeting, asking for a bid opening of June 22. He noted that originally the Public Works Department was going to do it in- house but that was changed because of the necessary depth of the ditches. He hoped to open bids June 22 and that construction would start within the following two weeks. He said he never anticipated doing this project until this summer because they do not put in storm sewers when it is raining. Karen Bradshaw, 18821 89th Ave. W., asked for support to save Edmonds High School. She agreed that one of the high schools should be closed, but not Edmonds High School. She noted that a nearby grade school also will be closed, and that will leave only one grade school in the City. She felt small businesses would be affected by these closures and that young families will not be attracted to Edmonds. She noted that Edmonds High is centrally located, and the School District wants to put the administra- tive and alternative education classes there, but she said the offices can be anywhere, and Edmonds High has the most walkers, using only three buses. Also 550 of the 700 students going to College Place Middle School are walkers, and that is a feeder school to Edmonds High. She distributed flyers giving information about the next three School Board meetings, and she asked for support and representation at those meetings. Councilmember Hall said she recently had discussed this with Superintendent Hal Reasby and she said the report on which they are basing their decision does not take into consideration the impact on the residential communities. She said she would personally try to see what can be done. Wayne Tanaka, City Attorney Jackie Parrett, Deputy City Clerk AUDIENCE Ken Fenwick,.20112*80th W., discussed a drainage problem at his home which he had been unable to-re§olvd with the City. His home is in a low area and the runoff from the streets floods it. City Engineer Jim Adams said his drainage system was designed to take care of his own site but the entire area drains into his yard and the system does not accommodate that. Mr. Fenwick viewed this as an error on the part of the City of Edmonds, saying the City forced the builder to jump through several hoops before approving the drainage system, and it was not an oversight but an error. Councilmember Gould had looked at this area and said this is at the bottom of 80th St. and the City has three different projects on its list to take care of that inadequacy. Mr. Adams agreed that it is on the high priority list, but he said they have not been putting in any systems in the last three years so the systems have not caught up to the building. Mr. Fenwick said he had hired an engineer to inspect his property, and the City had sent out a hydraulics engineer to inspect, as well as two building inspectors. Also two City workers went out to test the fire hydrant --and the test flooded his property --and he said every person who inspected his property and drainfield has said it should never have been built the way it was built. Randy Gosser, 20118 80th W., said his problem is worse than Mr. Fenwick's, and when it rains his front door is cut off by 15"- 18" of water, and the silt rises and flows through his drainage field and he is afraid it will clog up if the problem is not handled quickly. These gentlemen were advised that this project would be considered this evening amongst others which have been given priority listing. MAYOR Mayor Harrison advised that, for the second consecutive year, the Finance Department had earned a national award, and he introduced Jim Bannerman, a member of the Board of Directors of the Municipal Finance Officers Association of the United States and Canada, to make the award. Mr. Bannerman stated that it is unusual for a City to earn this award twice, and especially in consecutive years, and last year Edmonds was the only city in the State to earn it. He said it demonstrates the professionalism and quality of the people on the staff. He presented the award to the Mayor, who in turn commended the Finance Director and his staff. Mr. Bannerman also presented a plaque to Finance Director Art Housler, and Councilmember Gould expressed thanks to Mr. Housler, Mr. Ristau, and the Finance Department, and he also thanked Mr. Banner- man for coming from Bellingham to make the award.
