A. Project Summary
The project consists of a 2-lot short plat currently associated with tax parcel
#27041900207700 and addressed 8409 202nd Street SW (see attached vicinity map in
section C); 8409 202nd St SW is occupied by an existing single family residence. The
proposed development will remove the existing structures onsite and construct a new
residence with an address of 20112 84th Ave W (Lot #1). The second lot, constructed under
separate permit BLD 20141101, will be addressed 8411 202nd St SW (Lot #2). The total
site (Lot) area is 18,580 sf; the total project includes some additional frontage area (450 sf)
that is being converted into driveways for the proposed residences, thus the project site
totals approximately 19,030 square feet.
A.1 RISTING SITE CONDITIONS
The total site is currently occupied by a single family residence with access from an existing
driveway on the east side of the parcel onto 84th Ave West. The site is bordered by residential
properties on all sides. There are no streams or wetlands on or immediately adjacent to the
site. Additional discussion of the local drainage basin and downstream path is discussed in
Section F of this report.

Access to the site is directly from 84th Ave W for Lot #1 through a proposed driveway; Lot #2
(under separate permit) will access the site from 202nd Street SW through a separate
proposed driveway. The site is generally flat with an average slope across the site of
approximately 2-4%. Run-off from the site sheet flows in a southerly direction. Sheet -flow
runoff from the site flows to the existing flow line along the north side of 202nd St SW and
flows easterly. The shallow ditch flows (easterly flow) along the north side of 202nd St SW
gets collected in an existing catchbasin near the southeast corner of the site and is directed
west through the City's closed drainage system (pipes).

A.2 DEVELOPED SITE CONDITIONS
The proposed project includes removal of the existing single family residence and
replacement with two new single family residences and driveways. Infrastructure
improvements for each lot include driveway, walkway, patios, storm water collection,
conveyance and underground detention pipes/tanks to control stormwater runoff and
connection of the typical utilities; water, sewer, gas, electric, and communication services as
needed.
A majority of the site will be cleared during site grading activities in the development area of
the site. Landscaping and lawn around the new development will stabilize the site upon
building construction. A storm drainage collection and detention pipe will be installed along
the easterly boundary of Lot #1 to control the individual drainage runoff from the proposed
Lot #1 site improvements. A similar system will be constructed along the south boundary of
Lot #2, under separate permit. All roof top drains and runoff flows from the driveway areas
shall be routed to the proposed detention systems to be installed on each individual lot. See
section E for additional evaluation of the storm drainage control systems.

A.3 SUMMARY OF MINIMUM REQUIREMENTS FOR SMALL SITE PROJECTS
5.1 Small Site Minimum Requirement #1 - Preparation of Stormwater Site Plan
The proposed site development consists of disturbing about 0.43 acres of land and creating
a maximum of 4,000 sf of impervious surface per lot. Thus, the project is classified as a
Category 1 Small Site Project per the City's classification system. A site development plan
has been prepared and a reduced copy of the plan is included in Section B of this report.
5.2 Small Site Minimum Requirement #2 - Construction Stormwater Pollution Prevention
A summary of the site's grading and erosion control measures along with grading estimations
are included in section G.- Grading and Erosion Control Summary and Grading Calculations.
The grading quantities are estimated to be 350 CY of cut and 350 CY of fill for the total site.
The total site disturbance area of the project is less than one acre, thus a formal Notice of
Intent application for NPDES coverage will not be made to the Department of Ecology.
5.3 Small Site Minimum Requirement #3 - Source Control of Pollution
No extraordinary measures are required for the proposed development (single family
residence) of the site. Water quality is exempt as there is less than 2,000 sf of Pollution
Generating Impervious Surface (driveway area approximately 800 sf) is proposed onsite.
5.4 Small Site Minimum Requirement #4 - Preservation of Natural Drainage Systems and
Outfalls
The current discharge point of the site is to the north side of 202nd St. SW, adjacent to the
south side of the site. The proposed project will maintain the same discharge point.
5.5 Small Site Minimum Requirement #5 - Onsite Stormwater Management
LID measures include compost amended soils (BMPT5.13) for all disturbed pervious surface
areas. Additionally flow control will be provided onsite with standard underground detention
pipe/tank on each individual lot. See section E for summary of flow control.
5.7 Small Site Minimum Requirement #7 - Flow Control
Flow control (storm water detention) designs and sizing calculations are provided in section
E. Stormwater Control System Summary and Calculations. On -site flow control will be
provided by standard on -site underground detention pipe/tank for each lot. The detention
pipes have been designed to meet the flow control standards of a Category 1- Small Site
project.

No wetlands are known to exist on or adjacent to the site.
5.9 Small Site Minimum Requirement #9 - Operation and Maintenance

The proposed storm water system will not be constructed in or adjacent to a critical area or
critical area buffer. Any necessary cost estimates and bonds will be provided by the applicant

E. STORMWATER CONTROL SYSTEM SUMMARY AND CALCULATIONS:
The project proposes to create, replace and/or retain approximately 4,000 sf of impervious
surface for each lot. To mitigate the development of the site, underground detention
pipe/tank systems will be installed on each lot to control the drainage runoff (flow control).
All of the on -site impervious surfaces shall be collected and routed to the on -site detention
systems. The site is located within the Northstream watershed basin which per Edmonds
code is a Creek -basin (See Figure A, City of Edmonds Watershed Map at the end of this
section). Per City standards a project with greater than 2,000 sf of effective impervious area
shall detain the 10-year developed storm and release at 0.25 cfs/acre of impervious, or
follow the simplified sizing guidelines of the E72-A Edmonds handout. The project shall follow
the design guidelines of Table 1, shown on the following page for a maximum area of 4,000
sf of impervious area for each lot.
The following is a summary of the design for the underground detention pipe.

Per Table 1 of the E72-A, simplified detention pipe sizing City of Edmonds Hand out the plan -
design calls for a 81 ft long 18 in diameter detention pipe with a 3/4 in diameter orifice.
This satisfies the flow control requirements for a Category 1 Small site project. See the E72-A
Table 1 on the following page, and the full City of Edmonds E72-A Detention Sizing Simplified
form in the Appendix.

F. DOWNSTREAM DRAINAGE DESCRIPTION
The site is located in the Northstream watershed basin. The Northstream basin is a large
urban basin that collects stormwater runoff from residential areas along Puget Drive, in the
central portion of the City (see watershed map in previous section).
Current storm runoff from the site sheet flows to the southern portion of the site and flows
into the public storm conveyance system near the southeast corner of the site. The gutter
line along the north side of 202nd Street SW collects runoff in a catchbasin at the southern
portion of the site (Point A). The conveyance system travels west for approximately 240 feet
before crossing underneath 202nd Street SW (Point B). From here the system continues to
travel west along the south side of the road for 1,040 feet to the west side of the intersection
of 202nd Street SW and 88th Avenue W (Point Q.
The conveyance system continues through the yards of private residential properties west
280 feet then north 680 feet and before combining with the storm system along 200th Street
SW (Point D). The system crosses underneath 200th Street SW and continues north along the
west side of 98th Place W for 260 feet (Point E). From here flows continue west through
private residential properties for 110 feet and then northwest for 200 feet before out -falling
into Northstreann Creek (Point F). This marks the end of the downstream analysis.
The majority of the downstream system consists of a man-made pipe and catchbasin system.
No apparent flooding or system inadequacies within a 1/4 mile downstream of the site were
discovered during research of the downstream system.

G. GRADING AND EROSION CONTROL SUMMARY AND GRADING
CALCULATIONS
This project will require grading to construct the proposed building; driveway walk area and
utilities (including the stormwater detention system). Standard erosion control measures are
proposed to be used during construction. The primary erosion and sediment control BIVIP
during construction will be proper soil stabilization methods. Exposed soils shall be
stabilized by application of effective BMPs that protect the soil from the erosive forces of
raindrops, flowing water, and wind. Applicable practices include, but not limited to,
temporary and permanent seeding, sodding, mulching, plastic covering, erosion control
fabrics, matting, soil application of polyacrylamide (pam) , the early application of gravel base
on areas to be paved, and dust control. The contractor shall select a soil stabilization
method best suited for the particular situation. Stock piles must be stabilized and protected
with sediment trapping measu'res. In addition, site containment of exposed soils shall be
sustained by using silt fence barriers along the down -slope boundaries of the site's
disturbance areas. See the site development plan for details.
Estimated grading calculations: The quantities listed are for the permitting process only and
should not be considered precise amounts for bidding purposes. The estimated grading
quantities are:

H. OPERATION AND MAINTENANCE GUIDELINES
These guidelines are intended to provide operation and maintenance instructions for the
proposed storm drainage control facilities. The individual Lot owners are responsible for
maintenance of storm drainage facilities within the individual lots. The owners are not
responsible for maintenance within the public right-of-way.
This manual is not comprehensive. Although it explains the intended operation of the various
components of the drainage system, and suggests a routine of inspection and maintenance,
it cannot anticipate every problem. Once a historical record of maintenance is established, it
may be prudent to alter the routine. It is recommended that maintenance records be kept,
and that the records be reviewed periodically.
Concept of Operation: The drainage design is shown and described in the final site
development engineering plans and report. The approved site development plans and report
should be retained by the owner and used as a reference to identify drainage facilities
outlined in this manual.
Conveyance Systems. The design objective in pipe sizing was to convey the 100-year storm
without the water surface exceeding the ground elevation. Frequent overtopping of the pipe
system in a particular area might indicate a downstream blockage. Overtopping of the drain
systems at the yard drains or cleanouts is an indication that maintenance is required.
Recommended Inspections of Facilities. The following are inspection guidelines for the
drainage system. The inspections should occur prior to the winter rain season, leaving
sufficient time to correct any detected maintenance problems, and at the end of the season
to determine the effect of the season's runoff. Once a historical basis is developed the
frequency of inspection may be modified as necessary.

STORMWATER DETENTION SYSTEM SIMPLIFIED SIZING FOR
CATEGORY 1 SMALL SITE PROJECTS
This handout provides information on the design, construction, and maintenance of stormwater
detention systems for Categoa I Small Site Projects. By designing and constructing a detention system
using this handout, a Category 1 Small Site can meet the stormwater flow Control requirements in Small
Site Minimum Requirement #7. For more details on stormwater management requirements, see Handout
#E72, Edmonds Community Development Code (ECDC) Chapter 18.30, including Exhibit A: Edmonds
Stormwater Code Supplement (Supplement).
Introduction
Generally, a Category I Small Site Project' will have
between 2,000 and 5,000 square feet of new plus
replaced impervious surface area that requires flow
control under Small Site Minimum Requirement #7.
If your site is a Category 2 Small Site Project] or a
Large Site Project' that will have stormwater detention
system, this handout cannot be used. See the Supplement
for more details.
A detention system is a drainage system that collects
stormwater runoff from roofs, driveways, sidewalks,
patios, or other impervious surfaces, stores the runoff in
a large underground pipe, then slowly releases the runoff
though a small hole (orifice) into an approved discharge
point (usually the City's storm drainage system). Figure
I shows a typical detention system for a Category I
Small Site Project.
Runoff enters the upstream catch basin where any
sediment or other solids sink to the bottom. Regular
cleaning of this and other aspects of the detention
system is very important to keep the system operating
properly (see Maintenance section below). The detention
pipe is sloped towards the outlet to keep any solids that
make it though the upstream catch basin moving though
the system to the downstream catch basin. This
downstream catch basin (or manhole) contains the flow
control structure. This flow control structure is a riser
"tee" with a small hole or orifice on the bottom
connected to the outlet pipe. If the topography of the
property is such that is not possible to discharge from
the outlet catch basin by gravity to the approved
discharged point, then the flow control structure may be
replaced by a pump system, if approved by the City
Engineering Division. See the City Engineering
Division Pumping Policy for more details.

Design and Construction Requirements
Table I provides a lookup -table for sizing the detention
pipe and outlet orifice size based on the amount of
impervious surface area draining to the system. This
table is based on a flow control standard 2 for the I 0-yr
recurrence storm (storm that has a 10% chance of
occurring in any given year). To use the table, first
determine the impervious surface area draining to the
proposed detention system. If your value falls in
between values in the first column, use the next highest
value (i.e. if you have 2,600 sf or impervious area, use
the sizing requirements for 3,000 sf). The "length of
pipe" value in the body of the table varies based on the
diameter of the pipe chosen for use. The diameter of the
pipe chosen will be based on your assessment of site
specific factors such as slope, amount of cover over the
system, physical constraints, and others. The different
shading in the table provides information on the outlet
orifice size required for any given combination of pipe
length and pipe diameter to meet the flow control
standard. Note that detention systems must be located
entirely on private property and not in the City's right-
of-way or easements.
Table 2 provides the approved material for use as
stormwater detention pipes and the required catch
basin/manhole sizes (upstream and downstream) based
on the size of the detention pipe connecting to it. Figure
I show a cross section of a typical detention system for
Category I Small Site Projects. Figure 2 shows a detail
of downstream catch basin/manhole and the flow control
structure.

Maintenance Requirements
ECDC Section 18.30.090 requires privately -owned
stormwater management facilities, such as detention
systems, to be properly maintained. The owner of
the property is the responsible party for such
maintenance. The system must be kept in good
working order by regularly removing build-up of
sand, silt or other solids that may accumulate in the
catch basins or the detention pipe. The entire system
should be inspected once per year and cleaned as
necessary. Keeping the flow control orifice clear of
debris is of particular importance and it should be
inspected on a regular basis and cleared, if
necessary. A plugged orifice can defeat the function
of a detention system and may cause private
property or street flooding.
The City may make periodic inspections of
detention facilities to ensure they are operating
properly. ECDC Section 18.30. 100 contains the
enforcement provisions the City can use to ensure
the system is properly maintained.
