As described on telephone, you intent is to purchase dwelling at 20222 76th Av W, relocate your
Family Daycare, then convert to Child Care Center / Preschool over next year(s). Department of
Fire Prevention provides the following comments for your project:
1 . Transitioning family daycare requires a) (re-)Iicense through WA Dept of Social & Health
Services (DSHS), and b) (re -)business license through City of Edmonds. Contact City
Clerk at 425.775.2525.
2. Affix and maintain the address number to the building where visible from the street front.
3. Existing fire access and fire hydrants are sufficient through all phases of project.
4. Child Care Center requires change of use (COU) through Building Dept and a building
permit is required.
a. If you are to be affiliated as "Religious Education" with Edgewood Baptist, your
COU is R3 (dwelling) to A3 (assembly). Contact me for other requirements.
b. If you are caring for more than 5 children that are 2 Y2yrs or younger, your COU
is R3 (dwelling) to 14 (institutional). Contact me for other requirements.
c. The following requirements are when COU is group R3 (dwelling) to group E
(educational). This scenario when "education, supervision, and personal care" for
more than 5 and less than 100 children that are 2 Y2yrs or older.
5. WA State DSHS CHILD CARE CENTER licensing group sizes are 20 or 30 for 2 1/2yrs or
older. It will be up to you to maintain the proper licensed ages and numbers for the good
of your license.
6. 2022276 th is a one story, 1546 s.f. structure. The number of occupants will drive
requirements for fire sprinklers and fire alarm requirements. The number of occupants
include licensed students, staff, parents and others in the center. When the number of
occupants reach 50, sprinklers and fire alarm are required. Maintaining 49 or less
occupants in the center assures no additional fire systems are required. Morning and
afternoon classes can optimize your educational work while keeping occupant numbers
low. However, be aware these numbers apply also during "parent night" at the center.

Description of the project:
We currently have an in -home daycare in our house just a block away
from this new property that we are seeking to purchase. We have had our
daycare open for 5 V2years now and we really enjoy it. We love working
with the kids and watching them grow. We would really love to grow as
well, but where we are located now there is no room to do so. The property
on 76 1h St . house 20222, seems like a perfect location for growth. This
property is only a house away from the Edgewood Baptist church and across
the street from College Place Elementary school, in which many of our kids
attend. The property is in the perfect location and is set up perfectly for
daycare and preschool. It has a huge back yard which we plan on fencing in
and plenty of parking for parents. We want to make sure that we can use
this property for what we need it for in the near future first, before moving
any farther. We have wanted to expand our daycare and this will help us
reach that goal. We realize there is a lot of work but it will be well worth it
in the end.

What is the purpose of Washington
State's child care licensing system?
Washington State has a licensing system to set basic
standards of safety and quality in child care programs
— including school age care programs. The state issues
licenses through the Department of Social and
Health Services' (DSHS) Division of Child Care and
Early Learning.
Do all child care programs require
licenses?
Washington State's child care licensing system applies
to:
Family child care homes — people in their own
homes looking after children (0 - 12 years old) to
whom they are not related
Child care centers — programs for 12 or more
children (0-11 years old), usually grouped by age
Some types of care are not regulated by the state.
These include part -day preschool programs, nanny
and babysitting services in the child's home, care pro-
vided by relatives, community recreation programs,
informal parent cooperatives and playgroups.
What are the basic requirements for
licensing in Washington State?
In order to become licensed, child care programs must
be inspected by a state licensor and meet minimum
requirements in the following areas:
-*.- Health and safety
4- Fire safety
Criminal history clearance for all staff through the
Washington State Patrol or the FBI (if the person
has lived in Washington for 3 years or less)
Infant/child first -aid, CPR and HIV/AIDS training
Training in child care and early learning for staff
(20 hour initial training, 10 hours annually for lead
staff)
Indoor and outdoor environment and play materials
Total capacity and the number of children allowed
per adult
Use of positive discipline

about fees, hours, etc.
4- Communication with families and a posted daily
schedule
What kinds of activities must a licensed
child care or school age program provide?
While licensing regulations require a child care program
to have some planned activities, programs vary widely. It
is up to you to decide whether a particular program
meets your expectations in terms of overall quality and
design, staff -child interactions, types of activities (in-
cluding the number of television, computer and video
hours), staff experience and credentials, atmosphere,
consistency with family or cultural values, physical lay-
out, etc.
How many children can a program
care for?
Washington State limits the number of children that
can be cared for in any particular licensed child care
situation. Regulations for child care centers and fam-
ily child care homes differ as indicated in the charts
below. Ask to see the license and verify the maximum
number of children the provider is licensed to care
for at one time. The provider's own children of child
care age also count toward the maximum. Remem-
ber, these are the "minimum licensing requirements,
and some programs will have more caregivers than
required. Providers may also choose to accept fewer
children than allowed.

Does Washington State set the
payment rates and other business
policies for child care and school age
care programs?
No. Policies regarding fees, deposits, vacations,
closed days, hours of operation, whether or not
meals are served, etc. are not set by licensing stan-
dards, but must be explained in writing and commu-
nicated to parents. To help avoid misunderstandings,
always ask for a written copy of the provider's poli-
cies.
The state does set the reimbursement rate for Work-
ing Connections Child Care — the state program that
helps low-income families pay for child care. Many
licensed child care programs accept this subsidy and
parents genet ally pay a portion of the child care cost.
How does the state monitor child care
and school age care programs?
4s, State licensors inspect programs when granting
a license. Care must be provided in the location
listed on the license.
4- Licensors attempt to monitor family child care
homes every 18 months and child care centers
once per year.
Licensors conduct full inspections every three
years when licenses are due for renewal.
4- Licensors investigate all complaints and make
visits to gather information when a complaint is
filed.
Licensors check for reports of child abuse and
neglect on every applicant and renewal.

You can play an important role in the ongoing monitor-
ing of licensed child care and school age care programs.

concerns or file a complaint, call the DSHS Licensed
Child Care Information Line at 1-866-482-4325.

Referral Network member program can help you with
any child care question including licensing issues. To

Washington State Child Care Resource & Referral Net-
