Gentlemen:
I wish to strongly protest your sending me excerpts from the applicable
city dodes concerning sewer hookups which did not include the most
important one of all - to wit:
11.16.240.000.549.006.321
Any water_department that shuts off their customer's water in retaliation
for non-compliance of city codes regarding sewer hookup, when said
hookup has already been accomplished for over 8 years and still complies
with all city, county, state, national, international, and heavenly codes,
codicils, laws, ordinances, and whatever happens to have been in the md-nd
of the supervisor of sewers at the time, shall be sued by the customer until
said water department's bureaucratic nose bleeds.
It is no wonder that the fine city of Edmonds has such high taxes when things
get done such as the current sewer determination. If city records are in
such lousy shape, why not spend the time and effort currently being expended
on brow -beating home owners and chasing your collective tails to bring them
up to date?
Allow me to give you some history of my own case. This particular property
was once a large double lot. At that time the house was serviced by a septic
tank and not hooked up to Edmonds' illustrious sewer system. The lot was
split 8 years ago and another house was built upon the lower half. At that time
both houses were hooked up to the sewer per all the applicable codes. I
hardly think that a $50,000.00 house was built without a building permit. And,
if Edmonds had a building inspector, and I'm sure they must have a dozen or so
by the taxes here, surely the fact that both houses were'hooked up to the sewer
must have been recorded somewhere in the city records!

Now the following sequence of events:
1 Apparently. either city records are missing, incorrect, or some clerk in
the Water Department had a hangover while checking the records ......
2. Water Department dispatches truck and driver to property.in question
and interviews resident, a rentor (me). (Driver was very courteous and
explained as well as he could what the problem was.)
3. The driver was informed of owner's name and address and was assured
that the residence was indeed hooked up to thc- sewer.and had been since
the rentor had lived -there (4 years). Owner's name is Mrs. Betty HOstak,
a widow.
4. A certified letter was sent to Mr. B. Hestak informing him of his sewer
problem.
5. When delivery was attempted, carrier was. informed that Mr. Hostak was
deceased and since Mrs. Hostak was not the addressee, it could not be
delivered to her and was therefore returned to the sender.
6. Mrs." H,,4stak contacted the City of Edmonds and told them that, yes, she
was the registered owner of_�the property, Mr. Hostak was not liable nor
had he ever been. She told the good city that, yes , the property was hooked
up to city sewers, etc. . etc ......... .
7. Certified letter (same one) is delivered.to rentor (me). Although still
.--addressed to Mr. Hdstak and noted "Deliver to Addressee Only;' no problem
was encountered delivering it to Kay Thompson .(me).: Of course, another
city truck.and driver was dispatched to accomplish this. The driver was
very courteous and explained that the delivery of the certified letter was
merely a formality and that the real purpose of his visit was to ask me to
arrange an appointment for someone to come out and run some dye through
my (sic) sewer pipes!
Presumably, if everyone has been telling the truth about being hooked up
correctly 8 years ago, the dye will pass harmlessly into the sewer system.
But, if lies have. been told, it goes into the septic tank and subsequently
int o the property drain field turning entire lawn and shrubbery a lovely
shade of lavender with orange spots!

Of course, if I decline to have this done, my water will be turned off
promptly and a turnon charge imposed if I elect to surrender at a later
date. All this not withstanding, my money on deposit (non -interest
accruing) with the good city.
8. Therefore, being the genial, e asy-to- get -along -with individual that I
am, I called'a very nice gentleman at the Water Department and arranged
to have a dye test the very next day!
9. Another truck and driver was dispatched and arrived promptly on time. Dye
was subsequently released into my revered sewer system via the toilet.
Truck and driver departed hastily to nearest manhole and watched.the
effluent turn a delicate shade of lavender. Total elapsed time, 3 minutes
and 45 seconds.
Now, doesn't it seem a helluva lot easier and simpler, if No. I truck and driver
would have brought the dye with him on his first visit 6 weeks ago when the
discrepancy first appeared between the city records and the actual facts ?
Unfortunately, trapped as we are between being a "captive customer',' so to
speak, and inefficiencies in city government, there seems to be little we can do
about it except write nasty letters and hope there is someone who can read in the
Water Department who has also some common sense and r I' es who it is that
is reall paying for this kind of nonsense.
