Dear Mr. Walker;
This letter is regarding our permit for remodeling our home at 20312-81st Ave West in
Edmonds. We are very excited about the work that has commenced after many years of saving to
see our modest dreams realized. There is one issue relating to our permit that we respectfully bring
to your attention, since it is a matter we were not anticipating and which we would very much like
you to review. The issue is the stamp on the permit requiring underground utilities. There are
several reasons we offer below to support our request for an allowance to continue to use the
overhead electrical service to our home.
Briefly, the electrical power supply to our home is provided'from a pole on the opposite
side of the street. Our neighbors immediately to the north have power that originates from that
same pole, crosses the street overhead to a pole near the corner of our lot and then goes to their
roof strike. Two other neighbors to the northwest are in homes less than 5 years old and already
have underground power. There is no allowance for us to benefit from the underground feeds they.
enjoy. Please take the following factors into account as you deliberate on our request for an
allowance to continue to use overhead service.
- If we are forced to shoulder the cost of providing power underground from across the street,
there will be no one else to share the cost with. Everyone nearby already has a power feed from
"this" side of the street, so we alone will incur the substantial financial burden.
- For our remodel, we are requesting merely to relocate, the panel from what would be one side of
the new garage to the other, so that the meter can be conveniently located on the outside of the
garage near the driveway for easy access.
We have checked with PUD on their requirements. Since our proposed location actually shortens
the run to the street by about 10 feet, there will be no charge if 'We just swing the existing overhead
line to the north. We were delighted with this news and budgeted accordingly.

- We were therefore not expecting to have to install. underground service. If underground feed is
required from across the street, PUD has indicated that an onerous, expensive process requiring
several permits is necessary and the process would take in excess of six weeks. We are under
pressure from our ban k to have the remodel completed in a specified time period and it would be a
hardship to have to add what may become two months and several: thousands of dollars to a
carefully timed and budgeted process.
- In addition, the City of Edmonds has a moratoritim-on cutting into the pavement due to the recent
repaving in our area. We are particularly concerned that this could complicate and add expense to
an attempt to have underground service installed.
There is also some concern that the pole on our side of the street may not meet current
requirements and we are reluctant to use it to bring power to our home.
In summary, we are deeply -concerned about keeping costs affordable and hope you can prevent us
from facing a critical financial hardship, especially in light of the above considerations.
